1.0 INTRODUCTION

Choral Speaking is a competition organized by the Ministry of Education. The


competition aims at encouraging and increasing the use of English among pupils
or students. It builds confidence in pupils or students to memorize, speak, render
and express themselves in English.

“Choral Speaking is the interpretation of poetry or prose by a group, comprising


anything from half a dozen to a hundred speakers. It involves a full and varied
use of the individual voices that make up the group. There may be divisions of the
whole group into light and dark voices, broken and unbroken, male and female,
treble and so on. Individual voices may be used as solo.”

2.0 ELIGIBILITY

2.1 This competition is open to;

i) Year 4 to Year 6 pupils from government-aided primary schools only.


Year 3 pupils are allowed to participate if they are from under enrolled
schools.

ii) Form 1 to Form 5 pupils from government-aided secondary schools


only.

2.2 Each Choral Speaking team should comprise 15 – 20 pupils including a


conductor from the same school. Mixed-race participation is highly
encouraged to promote unity.

3.0 COMPETITION RULES

3.1 Time

3.1.1 For the primary school category, each team is given a


presentation time limit of 4 to 6 minutes. Marks will be deducted
thereafter.

3.1.2 For the secondary school category, each team is given a


presentation time limit of 6 to 8 minutes. Marks will be deducted
thereafter.

3.2 Text

3.2.1 Selection of texts may be in the form of poetry or short prose.


Texts should preferably be original and authentic.

3.2.2 Participants are not allowed to refer to any notes or printed


materials during the presentation.

3.2.3 Materials presented must not touch on sensitive issues, such


as race, religion, stereotyping, politics etc.

3.2.4 Copies of choral speaking texts must be submitted to the


organisers two weeks prior to the competition.

3.3 Attire

3.3.1 All participants should be in school uniform when competing.

3.3.2 The conductor may use gloves.

3.4 Exclusions

3.4.1 There should be no inclusion of music, drama, costume, props,


visual effects or artificial sound effects.

3.4.2 Physical movements should be limited from head to waist only.

3.4.3 Any inclusion of singing, skit or physical movement should


enhance and not dominate the presentation.

3.5 Stage Arrangement

Teams are allowed to arrange their positions to fit the screen as long as it
is in accordance with the current MOE’s SOP.

3.6 Recording and Submission

3.6.1 The submitted recording must be in landscape.

3.6.2 Usage of DSLR or Video Cameras to shoot the video is


encouraged. Videos shot must be at least of HD Quality at
720x480 resolution.

3.6.3 No subtitles should be added to the video by any means.

3.6.4 The recording must be done in a single continuous shot and


should not be edited.

3.6.5 The recording should be taken from the front and the
appearance of the conductor is not mandatory.

3.6.6 The school’s name, in any form, should not be exposed


throughout the video.

3.6.7 Videos should be uploaded on YouTube, set as unlisted and


remain so until the end of the competition. Link to the video
will be submitted to the organizer via suitable means. (i.e.
Google Form)

3.6.8 All videos upon submission cannot be corrected or edited.


Documentaries submitted via schools will be going
through district and state or national level without any editing
incurred.

3.6.9 The organizer reserves the right to publish the winning videos
of this competition for educational purposes.

4.0 ADJUDICATION

4.1 A panel of at least 3 or 5 judges will be appointed for all the rounds
at all levels. The competition at the national level will be judged by a
panel of 5 judges, appointed by the Sports, Co-curricular and Arts
Division, Ministry of Education.

4.2 Points will be allocated according to the scoresheet.

4.3 Judges will collectively determine the placing by a clear majority


vote.

4.4 The decision of the judges is final. No appeal is allowed.

4.5 Individual marks will not be disclosed.

4.6 Penalty: A total of 5 marks will be deducted if:

i) performance is below or above designated timeframe.


ii) stipulated exclusions under competition guidelines are
infringed (infringement of competition rules).

5.0 PRIZES

5.1 Prizes are awarded as follows:-


● Champion
● Second Prize winner
● Third Prize winner
● Two Consolation Prize winners

5.2 Trophies and certificates of achievement will be awarded to the winners.


Certificates of participation will be awarded to all participants.

6.0 EXCEPTION

All matters not stated in the concept paper or any exclusion to the rules and all
other unexpected matters and issues on interpretation will be decided by the
organising committee of the competition.

*This concept paper is valid for 2022 until further notification or revision from the Ministry of
Education Malaysia and can be used at all levels for competitions organized by the Ministry. The
competition will abide to the above rules ONLY.
