SVCC implements the ALICE Active Shooter Response plan which includes 5 phases: Alert, Lockdown, Inform, Counter, and Evacuate. The plan is adaptable allowing individuals to select the best course of action based on the situation. Under Alert, various notifications will be used to alert of an active shooter situation. Lockdown involves barricading and sheltering in the current location. Inform shares relevant information with emergency responders. Counter is only used as a last resort if in immediate danger. Response
SVCC implements the versatile ALICE Active Shooter Response plan on campus, detailed below:

ALERT – This is how notice will be broadcast throughout the campus. A key element to this is our
Emergency Intercom System that will broadcast both audio and visual signals alerting you to
the event, as well as any pertinent real time information. Other forms of alerts come through
text messages, email notification, and directions from key personnel at the college.

LOCKDOWN – If Lockdown is determined to be the best course of action, proceed to barricade


and take shelter in the room you occupy. Take note of all entry and exit points, as well as
windows, and begin to secure them appropriately. Think critically and utilize the items at
your disposal. Some examples include the use of desks, chairs, and bookshelves as
barricades or neckties, belts, and cables as tie down points.

INFORM – This will go hand in hand with the Alert phase, with an emphasis on informing
Emergency Response personnel like Police, Medical, and Security about any relevant
information you may have.

COUNTER – As a last resort countering the shooter’s attack can be a valid option. However, you
should never leave a safe space to do, and is only utilized if you are in immediate danger
and lockdown or evacuate are not an option. The goals here are to stress, distract, and
disorient the aggressor. Keep in mind you may have numbers on your side, so swarming
the shooter and controlling limbs and appendages can be effective.

EVACUATE – The primary goal of Evacuation is to clear the building in a SAFE manner. If the situation
allows it, exiting through one of the many exterior doors is a useful option. The secondary goal
of Evacuate is to clear the building in ANY manner. Again thinking critically to find alternate
exit routes, utilizing options like windows or panels to evacuate and evade the shooter.

The ultimate success of the ALICE Response Plan is derived from its adaptability. The phases of ALICE
are not meant to be sequential, but rather tactfully selected. This allows each individual to take the
information present to determine the best course of action.
