SUB: GUIDELINES FOR WIRELESS OPERATING LICENCE (WOL) IN


AIRPORTS AUTHORITY OF INDA

1. Introduction:

1.1. The purpose of this document is to provide general as well as specific


guidelines on the practice and procedure involved in obtaining Wireless
Operating License (WOL) for each wireless network with Airports Authority
of India.

1.2. The guidelines have been adopted, effective as onOl January2016, by the
Executive Director (CNS-OM). This supersedes current Circular no. WPC-
OL-01 /09 .

2. Overview of WPC Operating License

2.1. The "Indian Tel eg raph Act, 1885" stipulates that establishing, maintaining and
operating any wireless equipment or apparatus or instrument used or capable
of transmission or reception of radio waves shall require permission from
"Wireless Planning and Coordination (WPC) Wing, Department of
Telecommunication, Ministry of Communication and Information
Technology, Government of India". Such permission is required for each
radio network/station in the form of Wireless Operating License (WOL) .

3. The role of Corporate-Headquarters (Dte. of CNS-OM):

3.1. The responsibilities ofCHQ shall be as under:

3.1.1. Planning, selection and assignment of new frequencies for vanous


CNS facilities.

3.1.2. ICAO coordination for new f-requency assignments, wherever


applicable.

3.1.3. Obtaining Decision Letter (DL) from WPC for each radio
network/frequency.

3.1.4. Payment of applicable spectrum charge as indicated in the Letter of


Intent (Lol) for each new assignment to obtain DL by WPC. Lol
payment is made in advance and is valid for one year from the 1st day of
the month in which Lol is issued by WPC.

3.1.5 . Transfer the DL to concerned designated authority to obtain WOL and


pay the applicable spectrum charges regularly.

3.1.6. Change or withdrawal of any frequency assignment and necessary


regulatory clearance thereof

3.1.7. Frequency Coordination with different agencies/organizations


including issuance or obtaining NOC, for cases involving aeronautical
band or airport operations, as applicable.

4. Role of designated authority to obtain Full Site I Mast Height


Clearance from Standing Advisory Committee on Frequency
Allocation(SACFA)

4.1. GM (CNS) level stations i.e. Chennai, Kolkata, New Delhi, Mumbai, HIA
(for HIAL and Hyderabad) & BIA (for BIAL, Bengaluru and GAGAN) shall
obtain Full Site/Mast Height Clearance for each network/fixed station at
respective station before the expiry ofDLIAIP.

4.2. GM (CNS-R) at Chennai, Kolkata, Guwahati (including Guwahati Airport),


New Delhi and Mumbai shall obtain Full Site/Mast Height Clearance for each
network/fixed station at various field stations/airports in the respective region
before the expiry period of DLIAIP except for stations as mentioned in Para
4.1 above.

4.3. SACFA Full Site/ Mast Height Clearance is not required for mobile stations.

4.4. Online application filed for Full Site Clearance should be forwarded to "The
Secretary, SACF A, WPC Wing DOT, Ministry of Communication & IT, 6th
Floor, San char Bhavan, Ashoka Road, New Deihi-11000 1".

4 .5. SACF A Secretariat levies "SACFA Siting Application Registration Fee" for
each site clearance (Presently Rs.l 000/-). This fee should be paid through
Demand Draft in favour of "Pay & Accounts Officer (Hqrs), Department of
Telecommunication, New Delhi" payable at SBI Main Branch, New Delhi
(Code : 0691). Para 9.24 of DOP 2008 delegates full powers to meet this
statutory requirement.

4.6. The designated authority shall coordinate and obtain NOC (prerequisite for
obtaining Mast Height/Full Site Clearance) from concerned SACFA members
including AAI.

4.7. 4.6Detailed guidelines to obtain Full Site/ Mast Height Clearance are

5. The Role of designated authority to obtain Wireless Operating


License (WOL).

5.1. GM (CNS) level stations i.e. Chennai, Kolkata, New Delhi, Mumbai, HIA
(for HIAL and Hyderabad) & BIA (for BIAL, GAGAN and Bengaluru) shall
obtain, maintain and regularly (annually) renew each WOL for each network
in-use at concerned station.

5.2. GM (CNS-R) Chennai, Kolkata, Guwahati (including Guwahati Airport),


New Delhi, Mumbai shall remain responsible to obtain, maintain and
regularly renew (annually) each WOL for all other airports under the
jurisdiction of concerned RHQ except as mentioned in Para 5.1 above.

5.3. The designated authority shall pay the Spectrum Charges (Royalty and
license Fee) indicated in each DL every year in advance to renew the license
or extend the validity of DL, whether the facility is operational or not. WPC
does not issue any separate demand note.

5.4. The designated authority shall make Payment of spectrum charges in respect
of VHF (RCAG) network stations, as per Para 5.1 and Para 5 .2, under whose
jurisdiction, the RCAG Controlling Station lies.

5.5. The delegation of responsibility is in line with Para 9.24 ofDOP of2008.

5.6. The payment should be made to WPC through Demand Draft in favour of"
Pay & Accounts Officer (Hqrs), Department of Telecommunication, New
Delhi" payable at SBI Main Branch, New Delhi (Code:0691).

5.7. The spectrum charges indicated in DL remains valid until revised by WPC.
Recently, WPC revised the spectrum charges with effect from 01/04/2012.

5.8. In respect ofDL issued before 01 April2012, the applicable spectrum charges
for each radio network/frequency shall be payable as follows :

5.9 In respect of Dls issued on or after 01 April 2012, the applicable spectrum charges
for each radio network/ frequency shall be payable from the 1'1 DAY OF THE MONTH
in which Letter of Intent (Lol) is issued. The payment shall be made by 201h day of
PREVIOU S Month in advance every yea r.
5.10WPC levies late fee/surcharge@ 2% of spectrum charge per month cumulative ly
for delayed payment without exception.
5.11 The designated authority shall ensure that the spectrum charges paid against each
DL/AIP or WOL is reconciled annually with WPC by December every year.
5.12The designated authority shall ensure that each DL is converted to WOL
before its expiry. Designated authority shall submit the following to WPC for
WOL:

5.12.1 Copy of concerned DL


5. 12.2 A copy of concerned SACFA Full Site/Mast Height Clearance.
5. 12.3 A copy of concerned invoice indicating Make/Model of equipment.
5.12.4 Reconciliation of Spectrum Charges (proof of payment) against
concerned DL.
5. 12.5 WPC contact details are as under:

5.13 Copy of WOL, SACFA Full Siting Clearance and Invoice be submitted in
PDF file to GM (Com)/CHQ for record purpose.

5.14 The designated authority shall ensure that stations/airports under their
jurisdiction strictly use only the frequencies authorized by CHQ and approved
in DL/AIP issued by WPC . A periodic frequency audit shall be made in
December every year and a report sent be sent to GM (COM), CHQ.

5.15 When wireless station inspection is carried out by WPC, CNS in-charge of
concerned station shall cooperate and provide necessary documents (License
details) to complete the inspection.

5.16 Invoice of each equipment shall be preserved both electronically and


physically, till the destruction certificate is submitted to WPC after its end of
life

5.17 WOL or D/L issued by WPC for each frequency network is site-specific and
accordingly following shall apply:

5.17.1 New facility: New facility (equipment) shall be operated only when
WOL is obtained.
5.17.2 Facility and Equipment Withdrawn: When a facility is withdrawn
and the equipment is not fit for use any further (obsolete), the RF
generation part (specifically) of the equipment is to be destroyed in the
presence of WPC official and destruction certificate issued.
5.17.3 Facility withdrawn and the equipment is usable: After surrendering
the frequency, the equipment can be stored temporarily after obtaining
NDPL (Non-Dealer's Possession License) from WPC. The equipment
can be subsequently used as a main or standby at a different location
only under WPC approval. Otherwise, the equipment can be disposed
to a DPL (Dealer Possession License) holder.

5.18 WOL or D/L issued for specific location remains current and payment of
spectrum charge shall continue till the concerned DLIAlP is cancelled by
WPC.

5.19 Notwithstanding Para 5.1, 5.2 & 5.3 above, CHQ shall continue to maintain
and renew WOLs/DLs which are combined for several stations in a single
license, till the WOLs/DLs are converted station-wise.

6. Responsibilities to obtain WPC Import license

6.1 WPC Regional Licensing Office RLO at Chennai, New Delhi, Kolkata, Mumbai and
Guwahati issues Import License for ports coming under each of their jurisdiction based
on valid DL/AIP (in case of new facility) or Operating license (in case of addition or
replacement of equipment).

6.2 CHQ will arrange the WPC Import License from RLO Delhi. When requirement
to arrange import license from other RLOs arises, the designated authority
[concerned GM (CNS)] may be required to obtain import license from the
concerned RLO.

6.3 WPC levies Rs.500/- for each import license. The payment should be made
through Demand Draft in favour of "Communication Accounts Officer
(CASH), CCA" Delhi, Kolkata, Chennai, Mumbai and Guwahati, as the case
may be.

7. Conclusion:

7-1 This document intends to provide general · guidelines based on existmg


WPC/DOT orders/notifications . The designated authorities shall familiarize and
update with current WPC/DOT procedures/instructions/requirements by
