CONCLUSION
21.102 Th e Planning Commission is currently engaged
in preparing a Comprehensive Water Security
Management Policy for the consideration of the government.
It will carry forward the ideas expressed in
this chapter for taking a unitary view of the hydrologic
cycle and moving beyond the silos into which we have
divided our approach to water. Meanwhile, in the next
two years of the Eleventh Plan, there is a need to take
urgent steps to:
a. protect sources of drinking water both in terms of
levels as well as quality;
b. protect and rehabilitate traditional water harvesting
structures;
c. rapidly move towards rainwater harvesting and
recharging of groundwater through investments under the Integrated
Watershed Management
Programme (covered in Chapter 4 on Agriculture)
and MGNREGA (covered in Chapter 12 on Rural
Development);
d. bridge the gap between the irrigation potential
created and utilized in surface water irrigation
projects;
e. improve effi ciency of water use in AIBP projects
through both management and technology
innovations;
f. improve systems of waste disposal, especially in
urban areas; and
g. set up greater capacity of sewage and effl uent
treatment plants.
