EXECUTIVE ORDER PLACING CATBALOGAN CITY POBLACION BARANGAYS,


BRGYS. GUINDAPUNAN, CANLAPWAS, MUNOZ, SAN PABLO, MERCEDES,
MAULONG, SAN ANDRES, GUINSORONGAN AND BUNUANAN UNDER
GENERAL COMMUNITY QUARANTINE (GCQ) IN CONSIDERATION OF THE
EMERGENCE OF CORONAVIRUS DISEASE 2019 (COVID-19) DELTA VARIANT
IN SAMAR ISLAND AND EXPECTED INFLUX OF VISITORS DUE TO THE
UPCOMING FIESTA CELEBRATION

WHEREAS, last June 7, 2021, the City Government of Catbalogan through the
undersigned Local Chief Executive issued Executive Order No. 06-002 promulgating new
localized guidelines on the management of coronavirus disease 2019 (COVID-19) in
Catbalogan City;

WHEREAS, although after such issuance the city experienced rapid increase of
active cases of COVID-19, the same was immediately addressed/controlled after
imposing granular restrictions in areas with high clustered cases following the
Operational Guidelines on the Application of Zoning Containment Strategy in the
Localization of the National Action Plan against COVID-19 Response of the National
Task Force Against COVID-19 National Incident Command- Emergency Operations
Center;

WHEREAS, since then, the battle against COVID-19 become even more
challenging not just in the Philippines but in the entire world due to the emergence of
more transmissible/infectious and deadly DELTA Variant that started in India causing
almost half a million deaths;

WHEREAS, said variant is now the leading cause of COVID-19 deaths and
hospitalizations as well as new cases in the world even in countries that were initially
praised for their COVID-19 responses because of their strong health systems, reliable
contact tracing, and comprehensive case testing such as China, Vietnam, Thailand,
Malaysia, and Japan;

WHEREAS, as described by the World Health Organization (WHO) and the


Centers for Disease Control and Prevention (CDC), the Delta Variant is more contagious
than previous variants- it may cause more than 2x as many infections as compared to
original COVID-19 strain; and that it causes more severe illness than previous strains
specially among unvaccinated persons;

WHEREAS, in the Philippines, the said variant caused the national government
to place various areas in the country under enhanced community quarantine (ECQ)
particularly in National Capital Region in which as of this writing, some of the medical
centers/hospitals in the said region have already announced their near full capacity
levels for COVID-19 admissions;

WHEREAS, in Central Visayas, hospitals are now overwhelmed with some


patients waiting in long lines outside their facilities to be admitted prompting the
Provincial Government to put some cities under Modified Enhanced Community
Quarantine (MECQ) status; meanwhile, in Eastern Visayas, there are more than 10
recorded cases of Delta Variant, some of which are from the nearby cities of Tacloban
and Borongan;

WHEREAS, as the city celebrates its fiesta this August 24, it is expected that
visitors will flock to the City to visit their families and friends, to attend social gatherings
which may include social drinking and buffet eating, hence, there is higher risk of
COVID-19 virus transmission;

WHEREAS, the city’s IATF through a meeting conducted last August 6, 2021 in
Samar National School (SNS) Senior High School building agreed to intensify its COVID-
19 response efforts such as regulation of social/public gatherings, strengthening of the
enforcement of COVID-19 protocols and the health systems of the city;

NOW THEREFORE, I, DEXTER M. UY, Mayor of Catbalogan City, by virtue of


the powers vested in me by law, do hereby place the Poblacion Barangays, Brgys.
Guindapunan, Canlapwas, Munoz, San Pablo, Mercedes, Maulong, San Andres,
Guinsorongan and Bunuanan under General Community Quarantine;

SECTION 1. PROHIBITED ESTABLISHMENTS, PERSONS, AND


ACTIVITIES. The following establishments, persons, and activities located in the
above barangays shall not be permitted to operate, work, or be undertaken:
1. Entertainment venues such as karaoke bars, bars, clubs, beerhouses,
discobars and other similar closed establishments specially those whose
primary business activity is selling liquors and other alcoholic beverages.
2. Recreational venues such as internet cafes, billiard halls, amusement arcades,
bowling alleys, and similar venues.
3. Parks (amusement parks or theme parks), fairs/ peryas, kid amusement
industries such as playgrounds, playroom, and kiddie rides.
4. Cockfighting and operation of cockpits, lottery and betting shops, and other
gaming establishments, except for the sole purpose of conducting e- sabong
licensed and regulated by the Philippine Amusement and Gaming
Corporation.
5. Outdoor sports courts or venues for contact sports, scrimmages, games, or
activities.
6. Social visits during fiestas or any gatherings at residences with any person
outside of one’s immediate household except if the gathering is for provision

of health services, government services, or humanitarian activities authorized
by appropriate government agency or instrumentality.
7. Other public gatherings such as drinking, sabong/tupada, fiesta related
gatherings, beauty and other public face-to-face contests, “sarayaw”,
processions, and other cultural and religious gatherings held outside the usual
place of worship of the subject religion.

SECTION 2. PROHIBITED ESTABLISHMENTS, PERSONS, AND


ACTIVITIES ON AUGUST 16-31, 2021. The following establishments, persons,
activities located in the above barangays shall not be permitted to operate, work, or be
undertaken during GCQ on August 16-31, 2021:
1. Family or private events and celebrations held in hotels, convention
centers/halls, private rented venues, resorts or private houses/premises such
as but not limited to birthdays, weddings, christening, anniversaries (death
and weddings).
2. Operation of resorts, beaches, swimming pools and other outdoor
recreational places.

SECTION 3. REGULATED ESTABLISHMENTS, PERSONS, AND


ACTIVITIES STARTING AUGUST 16, 2021. The following establishments, persons,
and activities located in the above barangays shall be permitted to operate, work, or be
undertaken starting August 16, 2021 subject to the following capacity limitations:
1. Gatherings at residences with any person outside of one’s immediate
household shall be prohibited; for this purpose, Barangays are hereby
mandated to establish quarantine checkpoints (QCP) in their respective
entrance and exit points to ensure that only their residents are entering their
jurisdictions. They are also mandated to activate their respective Tanod
Health Patrols to ensure compliance with this provision.
2. Religious gatherings held in the usual place of worship such as mass shall be
allowed up to thirty percent (30%) of the venue capacity subject to the
guidelines and conditions enumerated in Executive Order No. 06-002 series of
2021.
3. Gatherings for necrological services, wakes, inurnment, and funerals for those
who died of causes other than COVID-19 shall be allowed up to thirty percent
(30%) of the venue capacity for up to five (5) days only and exclusive for
immediate family members only. The names of the possible attendees of this
gathering must be submitted to the City Health Office (CHO) on or before the
start of the first night service/wake.
4. Visits to memorial parks, cemeteries, and columbaria shall be limited to not
more than ten (10) persons per group and not exceeding thirty percent
(30%) of the venue capacity.
5. Agencies and instrumentalities of the government shall be fully operational
and shall operate at preferably a minimum of thirty percent (30%) up
to 50% capacity as determined by the head of the agency, taking into
consideration the office space, employee’s health situation, and place of
residence of employees if they are affected with higher community
quarantine classifications in accordance with the relevant rules and
regulations issued by the CSC.

6. Outdoor non-contact sports and other forms of exercise such as but not
limited to walking, jogging, running, biking, golf, swimming, tennis,
badminton, equestrian, range shooting, diving, and skateboarding are
allowed. Provided, that the minimum public health standards such as wearing
of masks and social distancing, and no sharing of equipment where
applicable, are observed. Participants are however discouraged from
interacting from each other before, during and after the said sport or
exercise. For this purpose, those below eighteen (18) years of age and above
sixty-five (65), may be allowed outdoor non-contact sports and other forms
of exercise. Spectators in all non-contact sports and exercises shall be
prohibited.
7. All other establishments, persons, and activities not mentioned in Sections 1
and 2, subject to 50% capacity limitations such as gatherings for the
provision of government services, programs and authorized humanitarian
activities unless said establishment, persons, and activities, unless they are
included in the negative list of the Department of Trade and Industry (DTI) or
any government agency or instrumentality.

SECTION 4. Human mobility or stay-at-home restrictions. the following


guidelines govern movement of persons during GCQ status of the City:
1. Any person under eighteen (18) years of age, as well as those over sixty-five
(65) years old, those with immunodeficiency, comorbidities, and other health
risks, and pregnant women, including any person who resides with the
aforementioned, shall be required to remain in their residences at all
times, except when indispensable under circumstances for obtaining essential
goods and services or for work in permitted businesses, industries and
offices; and
2. Individual quarantine passes for persons described above shall be flagged as
not allowed to go out from their residence. All other quarantine passes shall
be only limited to accessing open businesses, offices and services in the City.
The same shall not also be used for any cross-border transactions or
purposes.

SECTION 5. Safety Seal. All establishments, offices and workplaces are hereby
mandated to comply with the minimum public health standards set for Safety Seal
Certification. The City’s Joint Inspection Team (JIT) in coordination with the City’s IATF
is mandated to conduct inspection in each establishment, office and workplace located
in the City and recommend compliant establishment, office and workplace for Safety
Seal Certification to be issued by appropriate government agency.

SECTION 6. Use of quarantine passes. All persons going outside their


respective residences to obtain essential goods and services or for work in permitted
businesses, industries and offices are hereby mandated to always wear their issued
quarantine passes. It is highly encouraged to take a photograph of their passes to avoid
inconvenience when said passes are lost or misplaced. Establishments are ordered to
scan or screen digital copies of quarantine passes in lieu of hard copies. Starting August
16, 2021, the City shall be issuing a public notice detailing the travel history of
confirmed COVID-19 cases as reflected in their activity/visit logs using their respective

digitized quarantine passes. Individuals who entered the establishment, office or
workplace on the same date of visit of any confirmed COVID-19 case shall also be
notified of said incident and shall be advised to limit movement for 14 days.

SECTION 7. Repealing Clause. All provisions of Executive Order No. 06-002


which are not consistent with this Executive Order are hereby repealed, amended, or
modified accordingly.

SECTION 8. Separability Clause. If, for any reason, any part or provision of
this order is declared invalid or unconstitutional, any part or provision not affected
thereby shall remain in full force and effect.

SECTION 9. Effectivity. This order shall take effect on August 13, 2021,
12:00 AM until revoked or superseded by subsequent issuances.
