B. Profile of the Program Course

I. Title of the Program: School-based Mental Health and


Psychosocial Support Services (MHPSS) in Pilot Implementation
of Limited Face-to-Face Learning Modality

II. Rationale:

The Coronavirus Disease 2019 (COVID-19) pandemic affects not only


physical health-related concerns but is also significantly affecting the mental
health and psychosocial well-being of both adults and children and
inevitably caused the closure of schools.

Thus, On September 27, 2021, the Department of Education (DepEd)


together with the Department of Health (DOH) conducted a ceremonial
signing of Joint Memorandum Circular No. 01, s. 2021, entitled Operational
Guidelines on the Pilot Implementation of Limited Face-to-face Learning
Modality, which includes guidelines on well-being and protection strategies
and the provision of psychosocial support to the learners, teachers, and
personnel. These psychosocial support measures generally include 1)
implementation of an inter-sectoral referral system/mechanism for MHPSS
service provision (e.9., Psychological First Aid (PFA), grief counseling); 2)
facilitation of classroom-.based psychosocial support activities to learners in
the first few days of school; 2)mobilization of PFA-trained personnel as
indeed; 5) promotion of "school-life balance”.

Pursuant to the Office of the Undersecretary for Administration (OUA)


Memorandum No. OO-1021-O216, San Fernando Central ES shall conduct
Mental Health and Psychological Support Services (MHPSS) training for the
implementation of limited face-to-face learning modality on March 9-11,
2022 on face-to-face modality.

III. Program or Course Description:

The objectives of the provision of MHPSS services to learners and


personnel following the guidelines for the pilot implementation of limited
face-to-face learning modality are:

 To capacitate personnel in providing MHPSS (e.9., PFA, psychosocial


activities) to learners and co-personnel in relation to the pilot
reopening of classes;

 To ensure learning continuity by assisting learners in their healthy


adjustment into the school community amid the pandemic and help
address any mental health concerns that might arise in the adjustment
process.

 To ensure the prioritization of learners’ well-being in their reintegration


into the School Community;

IV. Professional Development Priorities: Pursuant to the Office of the


Undersecretary for Administration (OUA)Memorandum No. OO-1021-O216,
there shall be a Mental Health and Psychological Support Services (MHPSS)
training to select schools for the implementation of limited face-to-face
learning modality via face-to-face.

Capacitate DepEd personnel teaching on how to conduct the MHPSS activity


such as Psychological First Aid, Whole-of-School Approach on Mental Health
and The Conduct of Safe Psychosocial Support Activities, Conducting
Psychosocial Support Activities in the Classroom and Orientation on
Psychosocial Support Activity in school settings.
V. Professional standards covered: Aligned with the professional
development priorities of the National Educators Academy of the Philippines,
the following domain and strands of the Philippine Professional Standards
for teachers PPST are covered;

The objectives of the provision of MHPSS services to learners and personnel


following the guidelines for the pilot implementation of limited face-to-face learning
modality are:

I. General Objectives:
To capacitate personnel in providing MHPSS (e.9., PFA, psychosocial activities)
to learners and co-personnel in relation to the pilot reopening of classes;

II. Specific Objectives:


 To ensure learning continuity by assisting learners in their healthy
adjustment into the school community amid the pandemic and help address
any mental health concerns that might arise in the adjustment process.

 To ensure the prioritization of learners’ well-being in their reintegration into


the School Community;

 To adapt mental health referral system to address further MHPSS needs of
