No Confidence Motion against Sparks Fire


Department Fire Chief Jim Reid

WHEREAS, Jim Reid was promoted to the position of Fire Chief in June of 2019; and
WHEREAS, since taking the position, Chief Reid has failed to utilize the Labor Management
process to solve problems within the department resulting in multiple unnecessary
grievances; and
WHEREAS, on multiple occasions Chief Reid has broken the contract resulting in multiple
grievances being won by the Local; and
WHEREAS, after the start of the pandemic in March of 2020, Chief Reid failed to prepare the
Department for the health and safety impacts of COVID-19 and mismanaged COVID-19 relief
funds; and
WHEREAS, on multiple occasions, Chief Reid demonstrated extremely poor judgement by
sharing racially insensitive and anti-union sentiments to his social media; and
WHEREAS, Chief Reid abandoned his responsibilities to the Department and to the citizens
of Sparks when he, as the Fire Chief, in September of 2020 refused to leave a fire assignment
to deal with a COVID-19 outbreak within the department; and
WHEREAS, Chief Reid has failed to increase staffing to coincide with the increasing call
volume that has occurred year after year since his promotion to Fire Chief including failing to
meet deadlines for SAFER grants; and
WHEREAS, Chief Reid failed to hire enough personnel to fill vacancies as personnel left the
department. His lack of action has forced employees to repeatedly work multiple shifts beyond
their regularly scheduled hours, which has caused physical and emotional distress to both
employees and their families; and
WHEREAS, Chief Reid failed to follow the apparatus committee's recommendation to vet all
options before deciding on what type of Aerial Apparatus to purchase. His decision to not vet
all options has resulted in wasting approximately $1.2 million dollars of taxpayer money on an
apparatus that will be inadequate the day it is put in to service due to the type of construction
that the city is approving; and
WHEREAS, Chief Reid has failed to promote in a timely manner which caused a promotional
list to expire with multiple qualified applicants left which led to positions being vacant for
extended periods of time; and

WHEREAS, Chief Reid has failed to obtain adequate living quarters for ALL employees while
a station was going through an extended remodel; and
WHEREAS, Chief Reid has failed to present any plan of action for the Fire Department moving
forward; and
WHEREAS, Chief Reid has had multiple harassment complaints from members of the
department and has been investigated multiple times for unethical conduct including
retaliation; and
WHEREAS, Chief Reid failed to support or provide funding to improve the conditions in our
fire stations, creating serious health and safety concerns for fire department personnel; and
WHEREAS, Chief Reid failed to advocate for new needs and increasing the Department’s
training budget to make sure it stays compliant with NFPA training standards; and
WHEREAS, Chief Reid failed to support fire department personnel who had requested to
preside over a funeral in uniform for one of the Department’s retired members; and
WHEREAS, Chief Reid has failed to prioritize our department safety committee resulting in
inconsistent meetings. This has caused the committee to be unproductive; and
THEREFORE, it is resolved that the Members of Local 1265 Sparks Firefighters vote to
express our vote of NO CONFIDENCE in Chief Jim Reid’s ability to lead the Department due
to Chief Reid’s unethical conduct, his failed leadership and his professional incompetence,
and
FURTHERMORE, the members of Local 1265 urge the Sparks City Council to remove Jim
Reid from the position of Fire Chief and replace him with a new Fire Chief who will better
reflect the high standards or integrity and professionalism that City of Sparks Firefighters and
residents deserve.
