WELCOME NEW YEAR 2022

New Year begins with high hope with long pending issue

of promotion of Superintending Engineer (Civil) and Executive

Engineer (Civil) were approved by the Government. We

sincerely hope that Assistant Executive Engineer (Civil)

promotion will be made very soon making the year 2022 very

special for our member Engineers. Let us hope that our

Assistant Engineers will stand united and get their due

promotion.

We also hope that payscales of Assistant Engineers,

Assistant Executive Engineers and Executive Engineers will be

resolved in this year itself to the satisfaction of our members.

We have received the acknowledgement from the

Finance (CMPRF) Department for the Chief Minister’s
Public Relief Fund contributed towards COVID-19 by our
member Engineers (branch wise) and the same was
sent through email. The members are requested to avail
Income Tax relief for the same.

 MINUTES OF THE NEW YEAR GET TOGETHER 2022

New Year Get together 2022 was celebrated in our Association office at
Chepauk, on 29.12.2021 by about 6.30 P.M.
Since Er.R.Sornakumar, President, AOE is preoccupied with Hon’ble
Chief Minister of Tamil Nadu Programme at Thanjavur, the meeting was
presided by Er.K.Prabakar, Vice President, AOE.
The function started with Tamil Thai Vazhthu.
Er.K.Murugan, General Secretary, AOE welcomed all the Senior
Engineers, Chief Engineers and Member Engineers to this meeting. He also
briefly narrated last one year activity of our Association and wished everyone a
happy new year 2022.
Er.K.Prabakar, Vice President, AOE in his address requested all the
members for active participation in the Association activities and wished new
year greeting to all the Engineers present in the function.
On this occasion Engineers diary for the year 2022 was released by
Er.A.Dhanapal, Chief Engineer, WRD, DR&CS and received by Er.A.Veerappan,
State Secretary, Tamil Nadu PWD Senior Engineers Association.

In the Government Order 1st cited the Government have approved 63
Nos of Assistant Executive Engineers for Promotion as Executive Engineer in
Water Resources Department and Public Works Department. Out of this only 3
Engineers in Public Works Department are promoted as Executive Engineer
even though there is enough vacancy to promote all Assistant Executive
Engineers as Executive Engineer in Public Works Department.

Department or Water Resources Department will get Special Executive

I am to invite your attention to the reference cited.
2. With reference to the Government Letter 3rd cited, the Senior
Divisional Manager, United India Insurance Company Limited in the reference
fourth cited as furnished the following reply:
i. The cashless facility is successfully implemented in all the approved
hospitals across Tamil Nadu, Puducherry, Bengaluru,
Thiruvananthapuram and New Delhi undertaken by the Third Party
Administrators for agreed package rates for the accredited treatments /
surgeries in the approved hospitals in 2012 and the same is followed till
date.

 ii. It is pointed out that wherever the collection of deposit amount or
excess amount beyond the agreed package rate is brought to the
knowledge of the Third Party Administrator before the discharge of
patients, Third Party Administrator Service Provider has interfered and
sorted out the issued.
iii. The Third Party Administrators have time and again made a stern
warning to the hospitals to strictly adhere agreed package rates and
also informed the hospitals not to collect any extra amount other than
the non-payable expenses and if any complaint is received from the
beneficiaries necessary action will be initiated against the hospitals
concerned.
iv. It is informed that the Third Party Administrator wherever there is
deficiency in service of hospital viz. insisting for deposit amoumt excess
amount collection is brought to the knowledge before the discharge of
patients, they have initiated action against the hospital and ensured
that the hospital refund the amount to the beneficiary. Further,
instructions have been given by the Third Party Administrator that
whenever representation are made by the Association Members to them
the same has been attended on priority and sorted out. The United India
Insurance Company Limited has also requested the Government to
suitably advise the Member of the Association / beneficiaries to utilize
the services of Toll Free Number at the time of admission and discharge
so that such complaints do not occur in future.
3. I am therefore, to inform you to bring it to the notice of the
beneficiaties / Members of the Pensioners Associations to take the help of Toll
Free No.1800-233-5544 at the time of admission and discharge from hospital.
Further, if any complaint relating to deposit of amount or collection of excess
amount by the hospitals, the beneficiary can lodge complaint through e-mail id
[email protected] of the MD India Health insurance Third Party
Administrator Private Limited, with a copy to the United India Insurance
Company Limited e-mail id of [email protected] , so that necessary action
could be initiated against the erring hospitals breaching the contract.

2. As per the Government order first read above, the Government

employees, their spouse and dependent children upto 25 years of age are
entitled to avail medical assistance for the treatments taken upto a maximum
of Rs.5.00 lakhs and in respect of specified illness upto Rs.10.00 lakhs under
the NHIS 2021. The subscription made to the scheme by employee is Rs.300/-
P.M. (Rs.295/- subscription for NHIS + Rs.5/- Contribution for corpus fund) for
a block period of 4 years from 01.07.2021 to 30.06.2025.

 3. Based on the announcement made by the Hon’ble Chief Minister on
the floor of the Legislative Assembly under Rule 110 of LAS Rules on
07.09.2021, to extend medical assistance to the dependent children of
Government employees without any age restrictions, the United India
Insurance Company Limited which is implementing New Health Insurance
Scheme, 2021 was requested to quote the additional premium to cover the
dependent children without any age limit under the Scheme and also create a
help desk for hassle free treatment of employees. The Senior Divisional
Manager, United India Insurance Company Limited has furnished the coverage
of Dependents Children of the Government Employees under New Health
Insurance Scheme 2021 subject to fulfillment of following conditions:-
i. Dependent Children is unemployed and unmarried
ii. Pursuing higher studies and dependent on employee
iii. Divorced female child without any children and dependent on the
employee.
iv. Mentally disabled children
Further, based on the proposal of United India Insurance Company
Limited, orders have been issued in the reference third read above among
others notifying the details of Nodal Officers in help desk stationed in Top 50
hospitals for the benefit of all the employees covered under the New Health
Insurance Scheme 2021.
4. The United India Insurance Company Limited in its letter dated
02.12.2021, considering the long standing relations with the Government,
quoted a nominal premium of Rs.20/- + GST per family per annum to cover
the dependent children of Government employees without age restriction from
the date of receipt of the additional premium. The definition of dependent
children would include the following in addition to what has been stated in the
Government Order first read above.
i. Unemployed children
ii. Children pursuing higher studies
iii. Unmarried / legally divorced daughters who are dependent on the
employee
iv. Mentally handicapped children.
v. Declaration on the dependency of the child would be furnished by the
concerned employee at the time of treatment / claim.

The erstwhile Personnel and Administrative Reforms (A) Department in

its order first read above, amended the Tamil Nadu Government Business
rules, 1978 and the Secretariat Instructions in regard to Public Works
Department and Water Resources Department.
2. In the G.O. second read above orders have been issued posting
Dr.Sandeep Saxena, IAS as Additional Chief Secretary to Government, Water
Resources Department; and Thiru Dayanand Kataria, IAS as Additional Chief
Secretary to Government, Public Works Department.

3. Accordingly, the Government have decided to separate the Water

Resources wing from the Public Works Department and to form a new
Department called Water Resources Department with effect from the date of
amendment issued in the Tamil Nadu Government Business Rules, 1978.
4. This order issues with the concurrence of the Human Resources
Management Department vides its U.O.No.164/A2/2022 dated:04.01.2022.

 8. The Government after careful consideration, decided to accept the
proposal of the Engineer-in-Chief (Building) and Chief Engineer (Building),
Chennai Region, Public Works Department, Chennai and hereby issue the
following amendments to the Government Order sixth read above:

i. In the existing Paragraph 8, in SI.No.1 Chief Engineer Post, the Total

Number under the item "Sanctioned Staff Strength as per change in
ratio" shall be modified as 20 instead of 19.

ii. In the existing Paragraph 8, in SI.No.2 Superintending Engineer Post,

the Total Number in respect of Public Works Department under the item
"Sanctioned Staff Strength as per change in ratio" shall be modified as
17 instead of 16 by adding one new post of Superintending Engineer
which is created for a new Region at Coimbatore by re-organisation of
Chennai and Tiruchirappalli Regions of Public Works Department.
