The 4P’s operates in all the 17 regions, 79 provinces, 143 cities and 1,984 municipalities
in the Philippines. Beneficiaries are selected through the National Household Targeting
System for Poverty Reduction (NHTS-PR) and effectively mandated and process all over
the country.
The conditional cash grants given to the beneficiaries in the Philippines, being
specific and particular in Tanauan are intended to spend according to the objectives of the
program which is for educational and health purposes towards their children. But as what
the researchers observed, there are instances in which the valuable objectives and
conditions of the program are not meet accordingly. And contemplate to ask if the cash
assistance given by the government is spends with accordance to the conditions and
tenacities of the platform. Or is there any error in the navigation of the cash assistance
expenditure. With this mention views and judgement, the researchers came up into an
idea that results to a study. A study that would substantial interest of the most? A study
entitled “A survey on how do the 4P’s parents spend the cash assistance given by the
government” that focuses on the factors that contribute to the spending and / or how do
the parents spend the cash aid given by the government. This study is limited to only five
(5) selected barangays in a specific locale which is in Tanauan, Leyte considering the (a)
time allocation, (b) financial facets and (c) human resources. This study would be of great
benefits for furtherance and betterment of both the program and the beneficiaries.

This study was sought to elaborate, design, and evaluate on how did the parents of
Tanauan, Leyte.

Scope and Delimitation
The focus of this study is limited only to the selected barangays of Tanauan,
Leyte namely: Barangay San Isidro, Barangay Sto Niño, Barangay Canramos, Barangay
Salvador, and Barangay San Roque. The other 4P’s beneficiaries from other barangays
have not been given any attention in the study to investigate the said phenomenon.
This study will also be limited to seeking answers to the following questions: (a)
What is the profile of the respondents, (b) How do the parents of 4P’s beneficiaries spend
the government cash assistance (c) What factors do the respondents consider in spending
the cash assistance they receive from the government, (d) What benefits do the
respondents get from spending the government assistance, (e) Did the delay of the cash
assistance affects the daily expenses, and (f) What recommendations can be drawn based

The cash assistance given by the government was intended to spend according to
the objectives of the program which is for educational and health purposes of the
beneficiaries. But these objectives are being affected by the manner of spending.
Although some of the parents still manage to spend the cash assistance for the education
of their child / children, there are still some of them who allocate the cash grants to other
things that are not related to the main objective of the program such as: personal
necessities, bills and transportation fees.
Definition of Terms

children’s human capital and ensuring that they grow into educated and healthy adults, is
the equivalent of teaching them how to fish. Healthy educated children ultimately have
more choices in life and are able to become productive members of society. (Bloom
2008)
Furthermore, the implementation of the 4P’s lessen the incidence of child labor
and other forms of child abuse. These requirement increases the time children spend in
school and reduces the time they can allocate to work. (Gee, 2010). This is a noticeable
increase in the number of enrolees in many elementary schools in areas included in the
scope of the 4P’s and kindergarten classes were being established to answer the need of
the community in compliance to the condition of sending 3-5 years old children in day

to increase as well as the attendance of the children in school like what the program is

provide the poor with the education which is, otherwise, inaccessible, it does not directly
answer the socio-economic and political problems that are the primary cause of poverty.

political and economic elite families. And poverty can only be totally alleviated if there

education and food for the family and not for the vices.
Related Studies
A Filipino study by Maryjoy Mella, Floren Camille Osido and Lemarie Suing
Pilipino found that The Pantawid Pamilyang Pilipino Programs poses many appealing
objectives, goals and benefits for the poor families that comprises most of the
capability of distributing the country’s resources to those who are extremely in need. It is
undeniable that there are many poor households that will benefit from the said program,
and that the program covers the basic needs that otherwise would go unmet. Likewise, the
government’s effort in making the country’s educational and health services system
inclusive is a huge step towards social mobility and equality. The researchers feel
strongly about the 4Ps’ principle that well-fed and educated citizens are imperative for a
productive country and society. However, it is also undeniable that the 4Ps, as well as the
other CCT programs being implemented in other countries, is not the perfect solution.
There are many insufficiencies that the program might face in the long run of its
implementation. And as a new policy here in the Philippines, the 4Ps will certainly need
further revisions and studies in the future. Nevertheless, the researchers believe that for
any government program to succeed, the government and the citizens must arrive in a
peaceful consensus. The government’s duty is to secure that the people’s needs are
provided and their rights are protected. And the citizens, in return, must use their full
capacity to be productive and help the country. The researchers believe that the
cash assistance given to the beneficiaries is other consideration. This made the current
study different from the previous study by Maryjoy Mella, Floren Camille Osido and
Lemarie Suing since the focus of the study is the manner spending the cash assistance of

which uses a numerical data and study of behavior in collecting the important
information about how do the parents of 4P’s beneficiaries spend the government cash
assistance received from the government. The researchers use survey questionnaires that
is consist of structured questions. The researchers also used likert scale and interview
questions that would be of great help in seeking answers to the said phenomenon. For the
survey questionnaire under qualitative method, we used stratified sampling while the
likert scale and interview questions, we used convinience sampling to determine the

The study would take place in the selected barangays of Tanauan, Leyte namely:
Barangay Canramos, Barangay San Isidro, Barangay Sto. Nino, Barangay San Roque,
and Barangay Salvador. The other barangays of Tanauan that was not mentioned, have
not been given any attention to investigate the said phenomenon. In addition, some of the
researchers are currently residing in the said barangays of Tanauan, hence, they can
conduct the study efficiently without visiting or going outside the municipality.
Research Respondents
The target respondents of the study were the parents of 4P’s beneficiaries.
Parents who were not considered as a 4P’s grantee, and the 4P’s parents coming from
other barangays that were not mentioned will not be given any attention in this study.

The data for this research were collected using survey questionnaires consisted of
structured questions. With the use also of stratified random sampling, the researchers
were able to pick their respondents in a certain stratum. The researchers personally
respondents in answering the questionnaires, especially those who are weak-eyed. The
researchers also used likert scale and interview questions to determine the stand on the
proper spending of the cash assistance. The questionnaires, likert scale and interview
questions that are given to the respondents was constructed using suitable questions that
will surely help in finding answers regarding on how the parents of 4P’s beneficiaries
spend the cash assistance they receive from the government. The respondents answered
the questionnaires voluntarily, and the researchers had retrieved 100% of the survey
questionnaires.
In the study for the quantitative method, the frequency and percentage distribution
were used in the analysis of data. The data gathered were utilizing descriptive statistics
through simple percentage and ranking. The researchers expressed the interpretation of

The table tells that most of the respondents who are 4P’s beneficiaries are aged
34-above (79.5%). This is followed by the ages of 31-33 (12%), 28-30 (8%) and 25-27
(0.5%).
This is unveiling, that most of the respondents who are 4P’s beneficiaries are at
ages 34-above.
This tells that most of the respondents that are 4P’s beneficiaries are the older
ones, and are the first to avail the program since they already have elementary and high
school students.

As showed in the table, 127 out of 200 respondents claimed that they are
housewife where there are about 63.5%, and 24 respondents claimed to have other
occupations such as fishermen, self-employed, a rescue team member and a biller, with
12%. Followed by laundry woman with 17 (8.5%) and 3(1.5%) for the pedicab driver.

The table showed that out of 200 respondents, 134 (67%) responded that their
monthly income are ranging from P4,000-below, and the one who got the least number of
responses are the P15,000-P19,000 as well as the P20,000-above which garnered the

This is expected since they are a member of 4P’s which is considered as poorest
of the poor.
In accordance with the 4P’s Program, the result only proves that the members are
those low income earners that need assistance from the government.

The table showed that most of the respondents which is 109 (54.5%) from
the total of 200 claimed that they spend an amount of P4,000-below for a month and the
one with the least number is the P15,00- above which only garnered a frequency of 7
(3.5%).
This is quite surprising, that most of the respondents’ monthly expenses are

The table showed the distribution of respondents according to the total number of
children in the family. It shows that most number of respondents other unspecified which
is 146 (73%) and some of the respondents have 3 children with a percentage of 19.5%.
This is unveiling that there are respondents who have more than 3 children in the
family and yet the 4P’s program supports the maximum no. of 3 children.
This only tells that most of the 4P’s beneficiaries with more than 3 children in the
family, find it hard to support their children’s need, especially when it comes to
educational and health issues of their kids. Where in the fact that the main objective of

spending the cash assistance they received from the government, is the monthly
allowance of their student. While there is still this 45.5% who claimed that the benefit
they get is the budget and supplies for food. Then, 3.5% claimed to have no benefits at
all.

shortage of both educational and health / food is observed. While there are still some of
the respondents who claimed that they never experience struggling when it comes to their
expenses, because they have work that helps them sustain their daily needs.
Significantly, the delayed release of the cash assistance causes shortage of both
educational and health/food needs as observed. But somehow some of them are not
affected by the dilation, because they were able to provide their daily needs.
This tells us that the shortage of both educational and health/food needs is still
observed even if others got their job to help them sustain their daily needs

Summary
In the study, the respondents usually consider some factors in spending the cash
assistance they receive from the government, such as educational purposes in majority,
since it is the main objective of the program. It is important to know their ways on how
do they respond to their daily expenses. Most of them claimed that they are having a
work side-line to sustain their daily needs. Some just suffice their salary or just borrowed

Therefore, as the study goes further, the researchers find out that even though
there is this factors that needs to consider in spending the assistance given by the
government, there are still aspects that affects the respondents that leads them in spending
the cash assistance to other things, such as supplies or budget for food, and even for their
personal necessities.
Recommendation
Since the delayed of cash assistance result to borrowing of money and leads to
misallocation of the cash grants, most of the respondents suggest that there should be an
on time release and an increase in the amount of cash assistance they received for this

For the second question, asking if the cash assistance given by the government is
spent accordingly to the objective of the program, four of the participants said that they
strictly follow the objectives from the program on what particular manner of spending,
while one said that she just give it to her beneficiaries and didn’t mind on what her
beneficiaries buy with.
For the third question, asking what they feel when there is a delay of cash
assistance; four participants said that they are suffering from their daily expenses; the
other one said that she can’t do about it and just wait for the release of the assistance.
For the fourth question, asking if 4p’s program affect or change the school habits
of their child/children, three participants said that it greatly affect the school habits of
their children when the 4p’s was implemented and, two participants said that their
child/children does not affect or change the school habits even if there is the government
assistance.
For the fifth question, asking if all beneficiaries of 4p’s program deserved to be a
recipient, two participants said all of the 4p’s beneficiaries are deserved to be recipient
since all of them are experiencing poverty, another two participants said that not all must
be recipient of the program it is just for the one who are in need the most, and the other
one said that he has no reaction of that question and he just make the government be
responsible in that matter.
Tanauan, Leyte. She is the daughter of Mr. Felipe Margarito Ido and Ms. Jannette Dahan
Parpan. Her parents separated since when she’s only three years old. She is the third
children in the family. When she was in kinder, her mother sent her to her relatives in
Palo to take her first schooling there, and when she was to enter the grade school, she was
transferred at San Roque Elementary School, and stayed there for one year. She had
shared most of her elementary life in Tanauan II Central School. She was a former band
majorette and had won 3rd placer in Women’s Artistic Gymnastics (WAG) during her
elementary years. She had completed her Junior High School at Tanauan School of
Craftsmanship and Home industries as with honor student and an active chorale member.
She is pursuing her Senior High School at the same school. She is a Grade 12 student and
she is still an active member of the TSCHI chorale. She is taking up General Academic

remember in the present, and an inspiration in gaining success in the near future”.
Because she knows that God won’t gave us problems that we cannot solve in the present
life, and there’s no way for it to hinder or to provoke us in achieving our goals in life

He is 17 years of age residing at Brgy. San Isidro Tanauan, Leyte. He is the eldest
among the five siblings of Mr. Percival Camulte Bernal and Mrs. Ma. Amor Cornejo
Bernal. He finished his elementary in San Isidro Elementary School with a recognition as
the class “Valedictorian” of Batch 2013-2014. He completed his Junior High School at
Tanauan School of Craftsmanship and Home Industries with a recognition as one of the
“with honor” students finishing at Top 4 of the batch. He is pursuing his Senior High
School at the same school and currently a grade 12 student taking up General Academic
Strand (GAS) major in Biology. He wants to pursue his tertiary level at Leyte Normal
University with the degree of Bachelor in Biology since he wants to become a medical
practitioner someday. He believes in the saying “Experience is the best teacher”, because
learning through your exploration make a great impact to your life and the best lesson
She is 17 years old Bookworm from Brgy. San Isidro Tanauan, Leyte and
currently a grade 12 GAS student specializing Biology. She was born and raised by her
two adoring parents Mr. Edgardo C. Badana and Mrs. Jennifer A. Badana. She is a
consistent honor student from Junior High School to Senior High School Grade 11 and
have acquired academic awards during her elementary years. She was a 1 st place winner
of the Science Environmental Quiz Bee Area Level (2011), which is her first ever
competition. Also she graduated as a First Honorable Mention for her elementary
education at San Isidro Elementary School (2014). She is a member of “An Paghurma”,
the Filipino School Publishing Hub since 2017 and was assigned as a news writer and
feature writer. Regine plans to take Bachelor of Science in Secondary Education Major in

they can do it. I can do it too and I can even do it better”, and to achieve that goal just like
what Lynn Grabhorns said that “everything start small, then dream big and embrace your
feelings and create the life you want, the results will amaze you.”
ARGUELLES, MA. THYRIN, OGTIP
She is a Senior High School student, 16 years of age, studied at Tanauan School
of Craftsmanship and Home Industries taking up General Academic Strand (GAS) major
in Biology. She is the daughter of Mr. Tirso S. Arguelles and Mrs. Mariza O. Arguelles.
She graduated in elementary at Capahuan Elementary School. She completed her Junior
High School at Justimbaste Remandaban National High School. She wants to take up
college. She achieved being a student of Senior High School even though it is not easy
still she is trying to achieved and pursue it. She believes in the saying “If you have no
goal, your nothing”, or simply you cannot get what they want if on the first they didn’t
youngest among four siblings of Mr. Ronaldo B. Osmeña Sr. and Mrs. Concepcion A.
Osmeña. He finished his elementary in San Roque Elementary School. He completed his
Junior High School at Tanauan School of Craftsmanship and Home Industries. He was a
Strand major in Biology. He likes playing ball games. He actually got a bronze medal in
the “Volleyball Men’s Division” in Leyte Provincial Meet 2018 held at Kananga, Leyte.
He wants to pursue his study at St. Scholastica’s College of Tacloban taking up Bachelor
of Science in Nursing. He believes in the saying “Do not be push around by fears in your
mind. Be lead by the dreams in your heart”, because preaching for your greatest fear is
Home Industries. She is currently taking General Academic Strand major in Biology. She
is 17 years old and was born on August 18, 2002 at Brgy. Sto. Niño Tanauan, Leyte.
She is a consistent honor in Elementary. She completed with honor in Junior High
School. She is a Bread and Pastry Production NCII Passer. After Senior High School, she
will go to college and will take up Bachelor of Science in Nursing at Colegio de Sta.
Lourdes of Leyte Foundation Inc. She believes that “If others can do it, then I can also do
it too”.
CATUDIO, CHRISTIAN, LEONA

the month of October 27, 2000 at Tacloban City; he is the third child in the family. He

He came to an unfortunate, humble but broken family, and this inspires him to do
better of his best in school. He believes that when life put you down, without second
thought, hold on to the rope, step-up even without the ladder and combat for your life.
For we are in a world full of folks, but ironically the first person to help and that would
help you when you tremble down is yourself alone. His mottos in life are –“If others can
face the world with them is their imperfection, well I can’t, but somehow I will because I
need to” and “Use your imperfection to make things of its best” because every single split
second is a chance.
