2. RATIONALE:
3. SITUATION:
On May 9,2022, the Filipino people will participate in the 2022 National
and Local Elections (NLE) to elect the next President, Vice President, membes of
the Philippine Legislature and Provincial and Municipal Eleciive Officials.

a. Govemment officials and employees;
Presently, based on the latest count, there are 76,031 PNP personnel who
availed of the local absentee voting and this number will either increase or decrease
before the deadline of submiqsion of voting preference, which is set on February 28,
2022 beause of the following factors:
a. The number of PNP personnel who applied as local absentee voters;
b. The number of PNP personnel who will be deployed in areas other than
the place where they are registered voters on eleciion day and because
of such deploynent, they will be unable to cast their votes in the
precinct where they are registered voters; and
4. MISSION:
. The PNP, concunent with its mission and functions, shall ensure 100%
absentee voting participation rate wherein all PNP personnel who availed of the local
absentee voting shall cast their votes during the local absentee voting period. This
will then allow them to actively participate in ensuring an orderly, safe, and secure

2022 National and Local Elections in partnership with COMELEC before, during and
after election day.
5. EXECUTION:
a. Concept of Operations:
The PNP, in coordination with COMELEC, shall ensure that all PNP
personnel who are duly registered voters but will not be able to cast their
votes in polling precincts where they are registered voters due to
deployment to perform election duties, can avail of the local absentee
voting.
b) All PNP personnel who will avail of the local absentee voting
shall personally accomplish the Application Form (LAV Form No.
1) under oath which can be dournloaded from the ofhcial
COMELEC website at www.comelec.qov.oh (See Annex "A").

(2) All AdmO and C, ARMD of Crame-based offices/units shall
receive, administer, and consolidate the original copies of
accomplished LAV Form No. 1.
e) For APCs:
(1) All personnel of Area Police Command (APCs) who will avail
of the local absentee voting shall submit their l-AV Form No.
1 to their respec{ive AdmOs NLT February 2A,2022.
(3) All AdmOs of APC shall accomplish LAV Form No. 2 which
is the Swom Ceftified List of Applicants listing therein the
names of their respective perconnel who will avail of the
local absentee voting and specifically indicating therein the

Municipality/City/District, barangay and precinct number
where they are registered, and the place of their assignment
on election day, with a certification that the applicants will be
re-assigned on election day to perform election-related
duties in places other than their place of registration.
(4) All AdmOs of the APC shall submit to the Chief, RPRMD of
the Police Regional Office (PRO) that has tenitorial
jurisdiction over the APC Headquarters/Satellite Offices NLT
tlarch 2, 2022lhe original copiee of l-AV Form No. 1 and
LAV Form No.2.
f) For NSUs:
(1) The Regional-based personnel shall submit their l-AV Form
No. 1 to their respeciive AdmOs t{LT February 28,2022.

(4) All AdmOs of the Regional-based offices/units shall submit
to the Chief, RPRMD of the PRO that has tenitorial
jurisdiction over the Regional Headquarterc of the concern
NSU NLT March 2, 2022 lhe original copies of LAV Form
No. 1 and LAV Form No. 2.
g) For NCRPO:
(1) The City/Municipal Police Stations-based personnel shall
submit their LAV Form No. 1 to
their respective
Administrative Officers NLT February 28,2022.

(5) The Chief, DPRMD shall receive and consolidate the
original copies of accomplished LAV Form No. 1 and LAV
Form No. 2 ftom the Administrative Officers of the
City/Municipal Police Stations.
(7) All Chiefs, DPRMD shall submit to the Chief, RPRMD NLT
March 4, 2o22lhe original copies of l-AV Form No. 1 and
l-AV Form No.2.
(9) Chief, RPRMD shall receive, consolidate and submit the said
forms directly to the Committee on Local Absentee Voting
(CLAU of COMELEC either by personal service or private
courier NLT tarch 10, 2022 with the address c/o The
Electoral Contests Adjudication Departnrent (ECAD), Bth
Floor, Palacio Del Gobemador Building, lntramuros, Manila.
(11) The Chiet RPRMD shall receive from the CLAV of the
COMELEC NLT April 21,2022 the LAV Form No. 04 and
LAV Form No. 05 of their personnel and Regional-based
personnel of NSUs where NCRPO has tenitorial jurisdiction
over their Regional Headquarters.
h) For PROs:
(1) The City/Municipal Police Stations-based personnet shall
submit their l-AV Form No. 1 to their respective AdmOs NLT
February 28,2022.

(2) All AdmOs of the City/Municipal Police Stations shall
receive, administer, and consolidate the original copies of
accomplished LAV Form No. 1.

The Electoral Contests Adjudication Department (ECAD), 8th
Floor, Palacio Del Gobemador Building, lntramuros, Manila.
b) For APCs:
(1) All personnel of APC whose application for local absentee
voting was approved by COMELEC shall cast their votes in
the province where their HeadquarterVSatellite Oftce is
located.
c) For NSUs:
(1) All Regional-based NSU personnel whose application for
local absentee voting was approved by COMELEC shall cast
their votes in the province where their Office/Station is
located.
d) For NCRPO:
(1) All NCRPO-based personnel whose application for local
absentee voting was approved by COMELEC shall cast their
votes in the district where they are assigned. ln the case of

NSU personnel who are based at the NCRPO, they shall
cast their votes in the district where their Headquarters is
located.
e) For PROs:
('l) All Regional-based personnel whose application for local
absentee voting was approved by COMELEC shall cast their
votes in the province where their ofiice is located.

signages, baniers, and other queue management tools can
likewise be utilized.
b) The Chief, RPRMD of NCRPO shall also receive NLT Aprit 21,
2022lhe exact number of local absentee ballots, inner and outer
envelopes, and paper seals conesponding to the number of
approved applicants of NCRPO and those ftom NSUs located
within NCRPO who will avail the local absentee voting from the
CI-AV of the COMELEC and secure until the actual day of
distribution to their respective Chiefs, DPRMD.

their respective City Election Officer/Provincial Election
Supervisor or their representatives, shall distribute the local
absentee ballots, inner, and outer envelopes, and paper seals to
the qualified local absentee voters during the elec{ion period
from April 27 fo 29,2022. During the distribution, they shall:
(1) Require the voters to affix their signatures opposite their
names in the l-AV Form No. M prepared by the CLAV;
(2) Detach one ballot from the pad of ballots and retain the
upper stub where the serial number of each ballot appears;
(3) Write the serial numbers of the ballot and of the two paper
seals opposite the names of the voters in the spaces
provided in the list;
(4) Give to the voters the ballot, inner and outer envelopes, and
the two paper seals; and
(3) Detach the coupon from the ballot and place the same inside
the outer envelope;
(4) Place the accomplished ballot inside the inner envelope and
close and seal the envelope with a paper seal;
(5) Place the sealed inner envelope inside the outer envelope,
which shall likewise be sealed with a paper seal;
(6) Write their names and affix their signature on the space
provided for in the outer envelope; and

(7) Submit the sealed envelope to the TG HR/HM Head
Secretariat (Chiel PNCOD) for those who are voting at
Camp BGen Rafael T Crame or the Chiefs, PARMU for
those who are voting at PPOs and Chiefs, DPRMD for those
who are voting at Police District Headquarters.

37.5 Celsius or higher, the voter shall proceed to the
established Medical Assistance Desk for issuance of
clearance. ln no case shall such voter enter the voting place
without being cleared and issued a certification by the
assigned medical personnel;

a) Act as overall OPR in the implementation of this CMC;
2) DHRDD
a) Assist DPRM in the implementation of this CMC together wilh
the Director, Health Service; and
3) HS

a) Assist the DPRM in the implementation of this CMC together
with DHRDD;
4) DL
a) Provide logistical resources needed for the successful conduct
of this aciivity; and
5) DC
a) Provide the budgetary requirements for the effective
implementation of this CMC; and

a) Provide reliable lT services in the implementation of this CMC;
and
7) HSS
a) ldentiff and assess the building to be utilized as the venue of the
local absentee voting within the National Headquarters;

b) Perform other tasks as directed.
9) Commander, APCs
a) Direct their respective personnel who avail the local absentee
voting to cast their votes in the province where their
Headquarters/Satellite Offt ce is located ;
b) lssue appropriate orders for their personnel who will avail the
local absentee voting; and
10) D, NSUI
a) Direct personnel assigned at the National Headquarters to cast
their votes at the voting place located within Camp BGen Rafael
T Crame;
11) RD,PROs
a) Direct their ProvinciaUDistrict Directors to supervise the conducl
of local absentee voting at the Police Provincial Headquarters
and Police District Headquarters for NCRPO;

a) Receive and consolidate the Afur Activity Reports submitted
by their respec{ive Chie6, PARMU of PPOs and Chief, DPRMD
for NCRPO in relation to the conduct of local absentee voting in
their respective PPO/Police District Headquarters indicating
therein the actual number of local absentee voters approved by
the COMELEC, actual number of personnel who voted and
actual number of personnel who did not vote and submit said
report to the TG HR/HM Head Secretariat (Chief, PNCOD) for
consolidations NLT May 1,2022; and
c. Coordinating lnstnrctiona:
1) All AdmOs of the City/lrrtunicipal Police Stations, AdmOs of Districi
Headquarters-based offices/units, AdmOs of APC and AdmOs of
Regional Headquarters-based ofhces,/units shall ensure 100o/o
participation rate of personnel who will avail the local absentee
voting;

4) The PNP personnel shall strictly observe and uphold the Minimum
Public Heahh Standard during the conduct of the local absentee
voting;
5) The final list of personnel who will avail the local absentee voting
will be determined on April 21,2022;
