1. REFERENCES:
a. Batas Pambansa Bilang 881 (Omnibus Election Code of the
Philippines) as amended;

b. Commission on Elections (COMELEC) Resolution No. 10725 (Rules


and Regulations on Local Absentee Voting in connection with the May
9,2022 National and Local Elections);

c. COMELEC Resolution No. 10695 (COMELEC Calendar of Activities for


2022 National and Local Elections);

d. PNP Command Memorandum Circular No.: 27-2021 entitled,


"Guidelines and Procedures in Securing the Conduct of lhe 2022
National and Local Elections (2022 NLE)"; and

e. Other pertinent issuances.

2. RATIONALE:

This Command Memorandum Circular (CMC) provides the guidelines and


procedures to be undertaken by the Philippine National Police (PNP) personnel in
availing the local absentee voting.

3. SITUATION:

On May 9,2022, the Filipino people will participate in the 2022 National
and Local Elections (NLE) to elect the next President, Vice President, membes of
the Philippine Legislature and Provincial and Municipal Eleciive Officials.

The electoral system of the Philippines has a provision on absentee voting


and for lhe2022 NLE, the COMELEC issued Resolution No. 10725, which provides
that the local absentee voting can be availed of from Apdl 27, 28, and 29, 2022
from 8:00 Ail until 5:00 PH by the following individuals:

a. Govemment officials and employees;

b. Members of the PNP;

c. Members of the Armed Forces of the Philippines (AFP); and

d. Members of the media, media practitioners including their technical and


support staff who are actively engaged in the pursuit of information
gathering and reporting or distribution, in any manner or form, including
but not limited to the following:
1) Pdnt Joumalists;
2) Television Joumalists;
3) Photo Joumalists;
4) Online Joumalists;
5) Radio Joumalists;
6) Documentary Makers;
7) Television/Radio Production;
8) Bloggers; and
9) Freelance Joumalist.

The aforementioned personnel can avail the local absentee voting


provided that they are duly registered voters and whose registration records are not
deactivated, and on election day, in case of govemment offcials, members of the
PNP and AFP, that they will be assigned temporarily to perform election duties in
places where they are not registered voters, or in case of media voters, that they will
not be able to vote due to the performance of their functions in covering and
reporting on the conduct of elections.

Presently, based on the latest count, there are 76,031 PNP personnel who
availed of the local absentee voting and this number will either increase or decrease
before the deadline of submiqsion of voting preference, which is set on February 28,
2022 beause of the following factors:
a. The number of PNP personnel who applied as local absentee voters;

b. The number of PNP personnel who will be deployed in areas other than
the place where they are registered voters on eleciion day and because
of such deploynent, they will be unable to cast their votes in the
precinct where they are registered voters; and

c. The number of PNP applicants for local absentee voting approved by


COMELEC.

4. MISSION:

. The PNP, concunent with its mission and functions, shall ensure 100%
absentee voting participation rate wherein all PNP personnel who availed of the local
absentee voting shall cast their votes during the local absentee voting period. This
will then allow them to actively participate in ensuring an orderly, safe, and secure

2022 National and Local Elections in partnership with COMELEC before, during and
after election day.

5. EXECUTION:

a. Concept of Operations:
The PNP, in coordination with COMELEC, shall ensure that all PNP
personnel who are duly registered voters but will not be able to cast their
votes in polling precincts where they are registered voters due to
deployment to perform election duties, can avail of the local absentee
voting.

The Task Group on Human Resource/Heahh Management (fG


HR/HM) headed by TDPRM as the TG Commander with DDHRDD and D,
HS as Co-Deputy TG Commanders and in relation to its cunent functions,
shall also ensure the following:

t) !n relation to the identification of PNP personne! who will avail


the Local Absenbe Voting:
a) All AdmOs and Chieh, PARMU/DPRMD/RPRMD/ARMD shall
be aware and inform their respective personnel that in order to
avail of the local absentee voting, the following criteria must
apply:
(1) A PNP personnel must be a duly registered voter and
whose registration record is not deactivated; and
(2) On election day, the PNP personnel concerned will be
temporarily assigned to perform elec{ion duties in a place
where he/she is not a registered voter.

b) All PNP personnel who will avail of the local absentee voting
shall personally accomplish the Application Form (LAV Form No.
1) under oath which can be dournloaded from the ofhcial
COMELEC website at www.comelec.qov.oh (See Annex "A").

c) All AdmOs and Chieb, PARMU/DPRMD/RPRMD/ARMD shall


ensure that all personnel who are applying for local absentee
voting shall have a copy of the Application Form (ljV Form No.
1). ln cases where the personnel cannot download said form,
AdmOs and Chieh, PARMU shall download said form and
individually distribute them to all their personnel who will avail of
the local absentee voting.

d) For Crame-based Offices,/Units:


(1) All Crame-based personnel shall submit their LAV Form No.
1 to their respective AdmO and C, ARMD NLT February 28,
2022.

(2) All AdmO and C, ARMD of Crame-based offices/units shall
receive, administer, and consolidate the original copies of
accomplished LAV Form No. 1.

(3) All AdmO and C, ARMD of Crame-based offices/units shall


accomplish LAV Form No. 2 which is the Swom Certified List
of Applicants listing therein the names of their respective
personnel who will avail of the local absentee voting and
specifically indicating therein the Municipality/City/District,
barangay and precinct number where they are registered,
and the place of their assignment on election day, with a
certmcation that the applicants will be re-assigned on
election day to perform election-related duties in places
other than their place of registration. (See Annex '8")

(4) All AdmO and C, ARMD of Crame-based offices/units shall


submit to the TG HR/HM Head Secretariat (Chief, PNCOD)
NLT March 1,2022 the original copies of l-AV Form No. 1
and LAV Form No. 2.

(5) TG HFI/HM Head Secretariat (Chief, PNCOD) shall receive,


consolidate, and submit the said forms directly to the
Committee on Local Absentee Voting (CLAV) of COMELEC
either by personal service or private courier NLT tarch 10,
2022 wilh the address c/o The Electoral Contests
Adjudication Departnent (ECAD), 8h Floor, Palacio Del
Gobemador Building, lntramuros, Manila.

(6) The respective AdmO and C, ARMD shall keep a duplicab


copy of l-AV Form No. 1 and l3V Form No. 2.

(7) TG HR/HM Head Secretariat (Chiet PNCOD) shall receive


NLT April 21,2022 the List of Approved Applicants for Local
Absentee Voting with Minutes of Voting (l-AV Form No. M),
List of Disapproved Applicants (l-AV Form No. 05) of Crame-
based personnel from the CI-AV of the COMELEC.

e) For APCs:
(1) All personnel of Area Police Command (APCs) who will avail
of the local absentee voting shall submit their l-AV Form No.
1 to their respec{ive AdmOs NLT February 2A,2022.

(2) All AdmOs of APC shall receive, administer, and consolidate


the original copies of accomplished LAV Form No. 1.

(3) All AdmOs of APC shall accomplish LAV Form No. 2 which
is the Swom Ceftified List of Applicants listing therein the
names of their respective perconnel who will avail of the
local absentee voting and specifically indicating therein the

Municipality/City/District, barangay and precinct number
where they are registered, and the place of their assignment
on election day, with a certification that the applicants will be
re-assigned on election day to perform election-related
duties in places other than their place of registration.

(4) All AdmOs of the APC shall submit to the Chief, RPRMD of
the Police Regional Office (PRO) that has tenitorial
jurisdiction over the APC Headquarters/Satellite Offices NLT
tlarch 2, 2022lhe original copiee of l-AV Form No. 1 and
LAV Form No.2.

(5) The Chiet RPRMD shall receive and consolidate the


original copies of accomplished l-AV Form No. 1 and LAV
Form No. 2 from the AdmOs of the APC
Headquarters/Satellite Offices.

(6) Chief, RPRMD of the PRO that has tenitorial jurisdiction


over the APC Headquarters/Satellite Ofiices shall submit the
said forms directly to the Committee on Local Absentee
Voting (C|-AV) of COMELEC either by personal service or
private courier NLT ilarch 10, 2022 with the address c/o
The Electoral Contests Adjudication Departnrent (ECAD), 80'
Floor, Palacio Del Gobemador Building, lntramuros, Manila.

(7) The respective AdmOs of the APC Headquarters/Satellite


Offices shall keep a duplicate copy of l-AV Form No. 1 and
LAV Form No. 2.

f) For NSUs:
(1) The Regional-based personnel shall submit their l-AV Form
No. 1 to their respeciive AdmOs t{LT February 28,2022.

(2) All AdmOs of the Regional-based offices/units shall receive,


administer, and consolidate the original copiee of
accomplished LAV Form No. '1.

(3) All AdmOs of the Regional-based offices/units shall


accomplish LAV Form No. 2 which is the Swom Certified List
of Applicants listing therein the names of their respective
personnel who will avail of the local absentee voting and
specifi cally indicating therein the Municipality/City/District,
barangay and precinct number where they are registered,
and the place of their assignment on election day, with a
certification that the applicants will be re-assigned on
election day to perform election-related duties in places
other than their place of registration.

(4) All AdmOs of the Regional-based offices/units shall submit
to the Chief, RPRMD of the PRO that has tenitorial
jurisdiction over the Regional Headquarterc of the concern
NSU NLT March 2, 2022 lhe original copies of LAV Form
No. 1 and LAV Form No. 2.

(5) The Chiel RPRMD shall receive and consolidate the


original copiee of accomplished l-AV Form No. 1 and LAV
Form No. 2 lrom the AdmOs of the Regional-based
offices/un its.

(6) Chief, RPRMD of the PRO that has tenitorial jurisdiction


over the Regional Headquarters of the NSU concemed shall
submit the said forms directly to the Committee on Local
Absentee Voting (C|-AV) of COMELEC either by personal
service or private courier NLT March 10, 2022 with the
address cr'o The Electoral Contests Adjudication Department
'Building,
(ECAD), 8s Floor, Palacio Del Gobemador
lntramuros, Manila.

(7) The respective AdmOs of the Regional-based offices/unib


shall keep a duplicab copy of LAV Form No. 1 and LAV
Form No.2.

g) For NCRPO:
(1) The City/Municipal Police Stations-based personnel shall
submit their LAV Form No. 1 to
their respective
Administrative Officers NLT February 28,2022.

(2) All AdmOs of the City/Municipal Police Stations shall


receive, administer, and consolidate the original copies of
accomplished l-AV Form No. 1.

(3) All AdmOs of the City/Municipal Police Stations shall


accomplish l-AV Form No. 2 which is the Swom Certified List
of Applicants listing therein the names of their respective
personnel who will avail of the local absentee voting and
specifically indicating therein the Municipality/City/District,
barangay and precinct number where they are registered,
and the place of their assignment on election day, with a
certification that the applicants will be re-assigned on
election day to perform election-related duties in places
other than their place of registration.

(4) All AdmOs of the City/Municipal Police Stations shall submit


to the Chief, DPRMD NLT tarch 2, 2022 the original
copies of LAV Form No. 1 and LAV Form No. 2.

(5) The Chief, DPRMD shall receive and consolidate the
original copies of accomplished LAV Form No. 1 and LAV
Form No. 2 ftom the Administrative Officers of the
City/Municipal Police Stations.

(6) All AdmOs of Distric{ Headquarters-based offices/units shall


receive, administer, and consolidate the original copies of

accomplished tAV Form No. of District Headquarters-
based perconnel who are under their direct supervision and
control and accomplish LAV Form No. 2 NLT February 28,
2022 and submit the same to the Chief, DPRMD not labr
than tarch 2,2022.

(7) All Chiefs, DPRMD shall submit to the Chief, RPRMD NLT
March 4, 2o22lhe original copies of l-AV Form No. 1 and
l-AV Form No.2.

(8) All AdmOs of NCRPO Headquarters-based offices/units


shall receive, administer, and consolidate the original
copies of accomplished l-AV Form No. 1 of NCRPO
Headquarters-based personnel who are under their direct
supervision and control and accomplish LAV Form No. 2
NLT February 28,2022 and submit the same to the Chief,
RPRMD NLT tarch 1,2022.

(9) Chief, RPRMD shall receive, consolidate and submit the said
forms directly to the Committee on Local Absentee Voting
(CLAU of COMELEC either by personal service or private
courier NLT tarch 10, 2022 with the address c/o The
Electoral Contests Adjudication Departnrent (ECAD), Bth
Floor, Palacio Del Gobemador Building, lntramuros, Manila.

(10) The respective AdmOs of the City/Municipal police Stations,


AdmOs of District Headquarters-based offces/units and
AdmOs of Regional Headquarters-based offices/units shall
keep a duplicab copy of LAV Form No. 'l and LAV Form
No. 2.

(11) The Chiet RPRMD shall receive from the CLAV of the
COMELEC NLT April 21,2022 the LAV Form No. 04 and
LAV Form No. 05 of their personnel and Regional-based
personnel of NSUs where NCRPO has tenitorial jurisdiction
over their Regional Headquarters.

h) For PROs:
(1) The City/Municipal Police Stations-based personnet shall
submit their l-AV Form No. 1 to their respective AdmOs NLT
February 28,2022.

(2) All AdmOs of the City/Municipal Police Stations shall
receive, administer, and consolidate the original copies of
accomplished LAV Form No. 1.

(3) All AdmOs of the City/ttlunicipal Police Stations shall


accomplish LAV Form No. 2 which is the Swom Certified List
of Applicants listing therein the names of their respective
personnel who will avail of the local absentee voting and
specifically indicating therein the Municipality/City/District,
barangay and precinct number where they are registered,
and the place of their assignment on eleclion day, with a
certification that the applicants will be re-assigned on
election day to perform election-related duties in places
other than their place of registration.

(4) All AdmOs of the City/Municipal Police Stations shall submit


to the Chief, PARMU NLT March 2, 2022 the original
copies of LAV Form No. 1 and LAV Form No. 2.

(5) The Chief, PARMU shall receive and consolidate the


original copia of accomplished LAV Form No. 1 and LAV
Form No. 2 ftom the AdmOs of the Clty/Municipal Police
Stations.

(6) All AdmOs of Provincial/City Headquarters-based


offices/units shall receive, administer, and consolidate the
original copies of accomplished LAV Form No. 1 of
Provincial/City Headquarters-based personnel who are
under their direct supervision and control and accomplish
l-AV Form No. 2 not later than February 28, 2022 and submit
the same to the Chief, PARMU NLT tarch 2,2022.

(7) All AdmOs of Regional Headquarters-based ofiices/units


shall receive, administer, and consolidate the original
copies of accomplished LAV Form No. 1 of Regional
Headquarters-based personnel who are under their direct
supervision and control and accomplish IAV Form No. 2
NLT February 28, 2022 and submit the same to the Chief,
RPRMD NLT tarch 1,2022.

(8) All Chiefs, PARMU shall submit to their respec{ive Chief,


RPRMD NLT March 1, 2022 the original copies of l-i{V
Form No. 1 and l-AV Fonn No. 2.

(9) Chief, RPRMD shall receive, consolidate, and submit the


said forms directly to the Committee on Local Absentee
Voting (C|-AV) of COMELEC either by personal service or
private courier NLT tarch 10, 2022 with the address cy'o

The Electoral Contests Adjudication Department (ECAD), 8th
Floor, Palacio Del Gobemador Building, lntramuros, Manila.

(10) The respective AdmOs of the City/Municipal Police Stations


and Regional/ProvinciaUCity Headquarters-based ofiices/
units shall keep a duplicate copy of LIAV Form No. 1 and
LAV Form No. 2.

(11) The respective Chiefs, RPRMD of PROs shall receive from


the CI-AV of COMELEC NLT Apdl 21,2022 the LAV Form
No. 04 and LAV Form No. 05 of their personnel to include
Regional-based personnel of NSUs where PRO has
tenitorial jurisd iction has over their Regional Headquarters.

2) !n relation to the Place of Voting:


a) For Crame-based Offces/Units:
(1) All personnel of Crame-based ofrces/units whose
applicationfor local absentee voting was approved by
COMELEC shall cast their votes within Camp BGen Rafael T
Crame.

(2) Chief, ARMD, HSS shall identify a spacious ptace within


Camp BGen Rafael T Crame as a voting center for
personnel of Crame.based offices/units who will avail the
local absentee voting and inform the TG HR/Hil Secretariat
NLTApdl6,2022.
(3) TG HR/HM Head Secretariat (Chief, PNCOD) shall notify,
through a written notice of the place of voting, the City
Election Ofiicer who or whose representative will supervise
the conduct of voting thereat and shall fumish a copy of the
same written notice to the CI-AV NLT Aplil 12,2O22.

b) For APCs:
(1) All personnel of APC whose application for local absentee
voting was approved by COMELEC shall cast their votes in
the province where their HeadquarterVSatellite Oftce is
located.

c) For NSUs:
(1) All Regional-based NSU personnel whose application for
local absentee voting was approved by COMELEC shall cast
their votes in the province where their Office/Station is
located.

d) For NCRPO:
(1) All NCRPO-based personnel whose application for local
absentee voting was approved by COMELEC shall cast their
votes in the district where they are assigned. ln the case of

NSU personnel who are based at the NCRPO, they shall
cast their votes in the district where their Headquarters is
located.

(2) Chiefs, District Headquarters Support Unit shall identify a


spacious place within the Police District Headquarters as a
voting center for personnel of the District and those from
NSUs located within their District who will avail the local
absentee voting and inform the Chief, RPRMD NLT April 6,
2022.

(3) Chief, RPRMD shall notify, through a written notice of the


place of voting, the City Election Officer who or whose
representative will supervise the conduct of voting thereat
and shall fumish a copy of the same written notice to the
CLAV NLT Aplil 12,2022.

e) For PROs:
('l) All Regional-based personnel whose application for local
absentee voting was approved by COMELEC shall cast their
votes in the province where their ofiice is located.

(2) All personnel of City Police Offices whose application for


local absentee voters was approved by COMELEC shall cast
their votes in the province where the city is located.

(3) Chiefs, PARMU shall identify a spacious place within the


Police Provincial Office (PPO) as a voting center for
personnel of the Region/Province/City and those from NSUs
located within their province who will avail the local absentee
voting and inform their respective Chief, RPRMD NLT April
6,2022.

(4) Chief, RPRMD shall noti!, through a written notice of the


place of voting, the Provincial Election Supervisor who or
whose representative will supervise the conducl of voting
thereat and shall fumish a copy of the same written notice to
the CLAV NLT April 12,2022.

f) Chief, ARMD, HSS of Camp BGen Rafael T Crame and


respec{ive Chieft, PARMU of PPOs and Chiefs, District
Headquarters Support Unit in the case of NCRPO shall ensure
that the place of voting so designated shall be final.

g) Chief, ARMD, HSS of Camp BGen Rafael T Crame and


respective Chiefs, PARMU of PPOs and Chiefs, District
Headquarters Support Unit in the case of NCRPO shall ensure
that the venue shall be well-ventilated where croM-
management and queueing system can be implemented with

designated COVID Marshals. Single direction flow management,
signages, baniers, and other queue management tools can
likewise be utilized.

h) The voting place shall be open from 8:00 AM to 5:00 PM every


day from Alpnl27 lo 29, 2022. (See Annex "C')

3) ln relation to the distribution of local absenbe ballots,


envelopes and paper seale
a) TG HR/HM Head Secretariat (Chief, PNCOD) shall receive NLT
April 21, 2022lhe exact number of local absentee ballots, inner
and outer envelopes, and paper seals conesponding to the
number of approved applicants of Crame.based ofiices/units
who will avail the local absentee voting from the CLAV of
COMELEC and secure until the actual day of local absentee
voting.

b) The Chief, RPRMD of NCRPO shall also receive NLT Aprit 21,
2022lhe exact number of local absentee ballots, inner and outer
envelopes, and paper seals conesponding to the number of
approved applicants of NCRPO and those ftom NSUs located
within NCRPO who will avail the local absentee voting from the
CI-AV of the COMELEC and secure until the actual day of
distribution to their respective Chiefs, DPRMD.

c) The respective Chie6, RPRMD of PROs shall also receive NLT


April 21, 2022the exact number of local absentee ballots, inner
and outer envelopes, and paper seals conesponding to the
number of approved applicants of PROs and those from NSUs
and APCs located within the region who will avail the local
absentee voting from the CI-AV of COMELEC and secure until
the actual day of distribution to their respective Chiefs, PARMU.

d) The respective Chiefs, RPRMD shall distribute the LAV Form


No. O4, LAV Form No. 05, the exact number of local absentee
ballots, inner, and outer envelopes and paper seals
corresponding to the number of approved applicants to their
respective Chietu, PARMU and Chiefs, DPRMD for NCRPO NLT
April26,2022.

e) The respective Chie6, PARMU and Chiefs, DPRMD for NCRPO


shall receive the LAV Form No. 04, l-AV Form No. 05, the exact
number of local absentee ballots, inner, and outer envelopes and
paper seals conesponding to the number of approved applicants
from their respective Chief, RPRMD and secure until the actual
day of local absentee voting.

(Chief, PNCOD) and the Chiefs,
PARMUVDPRMDs under the direct supervision and presence of

their respective City Election Officer/Provincial Election
Supervisor or their representatives, shall distribute the local
absentee ballots, inner, and outer envelopes, and paper seals to
the qualified local absentee voters during the elec{ion period
from April 27 fo 29,2022. During the distribution, they shall:
(1) Require the voters to affix their signatures opposite their
names in the l-AV Form No. M prepared by the CLAV;

(2) Detach one ballot from the pad of ballots and retain the
upper stub where the serial number of each ballot appears;

(3) Write the serial numbers of the ballot and of the two paper
seals opposite the names of the voters in the spaces
provided in the list;

(4) Give to the voters the ballot, inner and outer envelopes, and
the two paper seals; and

(5) lnstruct the voters to immediately accomplish the ballot


manually.

tl) ln relation b the tanner of Voting:


a) TG HR/HM Head Secretariat (Chief, PNCOD) and the Chiefs,
PARMU/DPRMD under the direcl supervision and presence of
their respective City Election fficer/Provincial Election
Supervisor or their representatives shall ensure that the sanctity
ofthe voting process is preserved.

b) The local absentee voters shall personally:


(1) Fill up the ballot manually and secretly
to vob for national
poaitione of President Vice President Senatora, and
Party-List Reprcsentatives;

(2) lmprint their thumb marks on the proper space in the


detachable coupon of the ballot;

(3) Detach the coupon from the ballot and place the same inside

(4) Place the accomplished ballot inside the inner envelope and
close and seal the envelope with a paper seal;

(5) Place the sealed inner envelope inside the outer envelope,
which shall likewise be sealed with a paper seal;

(6) Write their names and affix their signature on the space
provided for in the outer envelope; and

(7) Submit the sealed envelope to the TG HR/HM Head
Secretariat (Chiel PNCOD) for those who are voting at
Camp BGen Rafael T Crame or the Chiefs, PARMU for
those who are voting at PPOs and Chiefs, DPRMD for those
who are voting at Police District Headquarters.

5) ln relation to the Tranemittal of Local Absentee Ballots to the


CLAV
a) TG HR/HM Head Secretariat (Chief, PNCOD) and the Chie6,
PARMU/DPRMD under the direct supervision and presence of
their respec{ive City Election fficer/Provincial Election
Supervisor or their representatives shall:
(1) Gather all the sealed envelopes containing the ballots
submitted by the local absentee voters under their
supervision and control; and

(2) Prepare, in two copies, a Transmittal Letter (l-AV Form No.


07) with a certification on the number of collected
accomplished ballots and retain the other copy for their file.

b) TG HR/HM Head Secretariat (Chief, PNCOD) shafl transmit the


sealed envelopes, l-AV Form No. 7, together with l-AV Form No.
04 with the local absentee voters' signatures and unused ofricial
ballots tom in half to the CI-AV of COMELEC either by personal
service or private courier with the address do The Electoral
Contests Adjudication Deparfnent (ECAD), 8h Floor, Palacio Del
Gobemador Building, lntramuros, Manila NLT ttay 6,2022.

c) The respective Chie6, PARMU/DPRMD shall transmit the


sealed envelopes, l-AV Form No. 7, together with l-AV Form No.
04 with the local absentee voters' signatures and unused official
ballots tom in half to their respective Chiets, RPRMD by
personal service NLT ?{lay 2,2022.

d) The Chiefs, RPRMD of PROs shall receive, consolidate, and


submit the same to the CLAV of COMELEC either by personal
service or private courier NLT May 6, 2022 with same address
as provided in item number 5 (b).

6) ln relation to the Obsewance of Stringent Health Protocolg


a) TG HFUHM Head Secretariat (Chief, PNCOD) and the respec,tive
Chiefs, PARMU/DPRMD shall strictly observe, as far as they are
applicable, for the entire duration of the voting period the
following health and safuty protocols:
(1) All local absentee voters shall be subjected to a thermal
check before entering the voting place. lf the voter registers
a temperature of 37.5 Celsius or higher, the voter shall not
be allowed entry and shall be advised to rest for ,live
minutes. lf after five minutes, the body temperature is still

37.5 Celsius or higher, the voter shall proceed to the
established Medical Assistance Desk for issuance of
clearance. ln no case shall such voter enter the voting place
without being cleared and issued a certification by the
assigned medical personnel;

(2) Local Absentee Voters evaluated by the medical personnel


to be suffering from symptoms of COVID-I9 shall be
escorted to the lsolation Area established for the purpose
where they shall be allowed to cast their votes. The lsolation
Area must have an ample space capable of accommodating
at least five voters observing one meter physical distancing
at any given time;

(3) Baniers between voters at the voting place and lsolation


Area must also be installed;

(4) For local absentee voters who have been undergoing


quarantine in a tacility located within the premises of their
offices, camps or headquarters, as the case may be, where
the actual place of voting shall take place, he/shall be
allowed to cast his/her vote by bringing the local absentee
ballots to the said quarantine facility; and

(5) For local absentee voters who have been undergoing


quarantine in a facility located outside the premises of their
offices, camps or headquarters during the days of local
absentee voting shall not be allowed to cast his/her vote in
the said quarantine facility to preserve the sanctity, safety
and security of the local absentee ballots.

b. Tasks:
1) DPRil
a) Act as overall OPR in the implementation of this CMC;

b) lssue appropriate orders for Crame-based personnel who will


avail the local absentee voting; and

c) Perform other tasks as directed

2) DHRDD
a) Assist DPRM in the implementation of this CMC together wilh
the Director, Health Service; and

b) Perform other tasks as directed.

with DHRDD;

b) ldentify, designate, organize, and determine the number of PNP


personnel to compose the MRF to be deployed during the voting
period for local absentee voters;

c) Ensure that the medical needs of all personnel to be deployed


before and during the local absentee voting area are complete;

d) Ensure that all health-related issues during local absentee voting


are properly addressed; and

e) Perform other tasks as directed.

4) DL
a) Provide logistical resources needed for the successful conduct
of this aciivity; and

b) Perform other tasks as directed.

5) DC
a) Provide the budgetary requirements for the effective
implementation of this CMC; and

b) Perform other tasks as directed.

6) D|CTM
a) Provide reliable lT services in the implementation of this CMC;
and

b) Perform other tasks as directed.

7) HSS
a) ldentiff and assess the building to be utilized as the venue of the
local absentee voting within the National Headquarters;

b) Provide security at the voting place located within the National


Headquarters including office fumilure and equipment that will
be used in the local absentee voting;

c) Assist the personnel of COMELEC who will supervise the


conduct of local absentee voting at the voting place located
within the National Headquarters; and

d) Perform other tasks as directed.

8) TS, PSPG, and SOSIA


a) Vet MRF and RSSF personnel ready to be augmented during
the voting period for the local absentee voting; and

9) Commander, APCs
a) Direct their respective personnel who avail the local absentee
voting to cast their votes in the province where their
Headquarters/Satellite Offt ce is located ;

b) lssue appropriate orders for their personnel who will avail the

10) D, NSUI
a) Direct personnel assigned at the National Headquarters to cast
their votes at the voting place located within Camp BGen Rafael
T Crame;

b) Direc{ personnel assigned outside Camp BGen Rafael T Crame


to cast their votes at the district where their Headquarters is
located;

c) Directors thru their Regional Chiefs shall issue appropriate


orders for their personnel who will avail the local absentee
voting;

d)Direcl their Regional Chiefs to advise their personnel who avail


the local absentee voting to cast their votes in the province
where their ffice/Station is located; and

e) Perform other tasks as directed

11) RD,PROs
a) Direct their ProvinciaUDistrict Directors to supervise the conducl
of local absentee voting at the Police Provincial Headquarters
and Police District Headquarters for NCRPO;

b)RDs through their Chiefs, RPRMD shall issue appropriate orders


for Regional-based personnel who will avail the local absentee
voting;

c) Devise and implement a comprehensive implementing plan to


this CMC to ensure an orderly and secured conduct of local
absentee voting in their area of responsibilities; and

d) Perform other tasks as directed.

a) Receive and consolidate the Afur Activity Reports submitted
by their respec{ive Chie6, PARMU of PPOs and Chief, DPRMD
for NCRPO in relation to the conduct of local absentee voting in
their respective PPO/Police District Headquarters indicating
therein the actual number of local absentee voters approved by
the COMELEC, actual number of personnel who voted and
actual number of personnel who did not vote and submit said
report to the TG HR/HM Head Secretariat (Chief, PNCOD) for
consolidations NLT May 1,2022; and

b) Perform other tasks as directed.

13) Chiefs, PARilUTDPRilD


a)Coordinate with the City Election fficer/Provincial Election
Supervisor in their respective area of responsibilities in relation to
the conduc{ of the local absentee voting;

b) Publish the Names of the Local Absentee Voters approved by


the C|IV of COMELEC at the provinciaUdistrict polling center;

c) Draft an After Activity Report in relation to the conduct of local


absentee voting in their respective PPO/Police District
Headquarters indicating therein the actual number of local
absentee voters approved by COMELEC, actual number of
personnel who voted and actual number of personnel who did
not vote and submit said report to their respective Chief, RPRMD

d) Perform other tasks as directed.

c. Coordinating lnstnrctiona:
1) All AdmOs of the City/lrrtunicipal Police Stations, AdmOs of Districi
Headquarters-based offices/units, AdmOs of APC and AdmOs of
Regional Headquarters-based ofhces,/units shall ensure 100o/o
participation rate of personnel who will avail the local absentee
voting;

2) All AdmOs of the City/Municipal Police Stations, AdmOs of District


Headquarters-based offices,/units, AdmOs of APC
Headquarters/Satellite Ofiices and AdmOs of Regional
Headquarters-based offtces;/units shall direct all local absentee
voters to religiously vote during the local absentee voting period at
their respective provinciaUdistrict polling center;

3) The PNP personnel shall strictly observe and uphold the


Operational Procedures and Human Rights Protocols during the
conduct of the local absentee voting;

4) The PNP personnel shall strictly observe and uphold the Minimum
Public Heahh Standard during the conduct of the local absentee
voting;

5) The final list of personnel who will avail the local absentee voting
will be determined on April 21,2022;

a copy of the same to the TG HRyHM Commander for his perusal

Philippines) as amended;

c. Commission on Elections (COMELEC) Resolution No. 10725 (Rules


and Regulations on Local Absentee Voting in connec{ion with the May
9,2022 National and Local Elections);

d. Commission on Elections (COMELEC) Resolution No. 10695


(COMELEC Calendar of Activities for 2022 National and Local
Elections); and

e. PNP Command Memorandum Circular No.: 27-2021 entitled,


'Guidelines and Procedures in Securing the Conduct of lhe 2022
National and Local Elections (2022 NLE).'

2. This pertains to the CPNP's Guidance during the PNP C-ommand


conference held at the PNP Multi-Purpose center, camp BGen Rafael T crame,
or".on city on November 1|5, 2021 to study the procedures in attaining 100o/o
participation rate of personnel who will avail the local absentee voting'
