A momentous day to one and all.

The Department of Education Region II proves to be the


beacon of pride, excellence, dedication and fulfillment throughout the years. This is evident through the
conduct of meaningful activities such as this, despite the Covid-19 pandemic.

This is the Regional Planning Conference 2021 of the Department of Education – Region II. This
activity aims to highlight both the resilience of teachers in the region and the importance of raising
dialogues for the advancement of quality education for learners.

The pandemic has rid us of the chance to experience RPC as it’s supposed to be: interact face-to-
face with our fellow researchers as we discuss the most relevant topics in Education, forge camaraderie
as we bond through different fora, and enjoy the adrenaline rush from presentations and panel
discussions.

But of course, this pandemic did not stop the Policy, Planning, and Research Division from
commencing activities in line with the learning competencies of the Department of Education headed by
Sir Francis “King” Ventura, because in DepEd Region II, we make learning accessible, enjoyable and
attainable through research.

Yesterday was filled with thrilling announcements and fruitful plenary sessions. We were graced
with presence of the most notable individuals who are always putting the best foot forward for every
learners in Region II – Director Jessie L. Amin, our Assistant Regional Director and of course, our ever
supportive Regional Director , Director Benjamin D. Paragas.

We are very lucky as well to hear some inspiring stories and remarks from the SDO Tuguegarao
City Division Superintendent – Officer – in – charge, Sir Reynante Z. Caliguiran.

The Cagayan Valley is blessed with brilliant minds who are generous enough to share their
expertise with our researchers.

We learned a lot from the sessions of Sir. Macario M. Gumabay, Jr, on his topic about Linking
Strategic and Operational Plan To Budget, and we were also enlightened by Sir. Ferdinand P. Tumaliuan
in his topic Formulation of Policies through Research and Strategic Planning.

The afternoon session of Day 1 was also filled with exciting sessions from Atty. Engelbert C.
Caronan Jr., Ma’am Marieta C. Atienza, Sir Arnel C. Tandingan, Ma’am Mary Jane B. Feliciano, and Sir
Samuel R. Soliven on their topics involving from the inclusive and sustainable growth through data
management, research and planning, ethical considerations, Learning Information System and Enhanced
Basic Education Information System, Planning and Budgeting Strategy and BBQ Leadership.

The Day 1 was ended with an open forum and the announcement of research oral presentation
finalists.

And now, may I invite everyone to pay respect as we sing the Philippine National Anthem, it will
be followed by an interfaith prayer and the recitation of the Quality Policy.

The Department of Education Region II with its battle cry “Sulong Edukalidad” intensifies its
commitment to deliver relevant and liberating education through research. Moreover, it continually
improves its system with nimbleness and agility in mitigating the negative impacts of these trying times,
and the presence of a shared commitment towards a common goal in a network of Education
Champions is an indispensable key in providing a quality education that all leaners deserve.

With the untainted support of the Schools Division under DEPED Region 2, the PPRD has a
strong grip in rebuilding and regaining feat in realizing DepEd’s mission and vision.

One of the objectives of the Department of Education is to establish a systematic Policy


Development Process, promoting evidence-based policy formation, supported by research studies
incorporated in Deped Order No. 13, s. 2015. Thus, both the teaching and non-teaching personnel are
actively engaged to Research Activities. Today, we are lucky to have a glimpse on the best research
management implementations on each School Division in Region II.

Fostering creativity, logical thinking and communication skills let us all watch this clip prepared

The research management implementation journey is indeed a remarkable metamorphosis for


the SDO Cagayan motivated by challenges, let us all find out their research management

The SDO Cauayan City has actively engaging its researchers to enhanced the researching
knowledge and skills to create feasible innovations and interventions. Let us all watch their Best

The SDO City of Ilagan immersed to the guidelines in crafting research studies with the total
execution of the Research Management Guidelines emphasizing Intellectual Honesty in every research
endeavor, let us all watch this video.

SDO Isabela never ceases to foster and strengthen partnerships, intellectual networks and
linkages in the conduct of research studies in their division. Let us all watch their Best Research

The passion in research has kept SDO Nueva Vizcaya in the forefront of producing innovative
ideas and interventions in every academic endeavor, let us know their secret in this video.

Despite the pandemic, SDO Quirino have proven that roadblocks are surmountable through
collective efforts and series of consultation and discussions with researchers. Let us watch their journey
in this video.

The SDO Santiago City stands as an edifice that promotes research based initiatives, program
and thursts. Let us all watch their research management implementation journey.
SDO Tuguegarao City continues to serve its clienteles quality education capacitating both the
teachers and administrators with relevant research competencies. Let us all watch this video.

All these Best Research Management Implementations have only one goal: to promote quality
education and meet the demands of the competitive 21 st Century learners.

The flame of culture of sharing and research burns bright in the Department of Education Region
II.

The presence of a shared commitment to a common goal in a network of Education Champions


is an indispensable key in providing a quality education that all leaners deserve. We are all lucky to have
brilliant individuals that will help us in refining our crafts as we move revolutionized the Philippine
Education. Let us now meet our Regular External Evaluators.
Our first regular external evaluator is a faculty member of the Mathematics Department and
Statistician at the University Research Center of Saint Mary’s University, Bayombong, Nueva Vizcaya. She
graduated with the Degree of Bachelor of Science in Mathematics, cum laude in 2007, finished her
Master of Arts in Teaching Mathematics in 2012 , with academic distinction and in 2017, she finished her
Doctor of Philosophy in Science Education, major in Mathematics all in Saint Mary’s University.

She is a perennial presenter in local, national and international research conferences who
publishes her works in international refereed journals. She is also a peer reviewer of the Journal of
Interdisciplinary Studies in Education, Arkansas State University (United States).

She is a book writer who authors and co-authors books such as Statistics and Research, and
Research in Daily Life 2 .

Let us all welcome Dr. Melanie G. Gurat.

Our second Regular external evaluator is an Instructor, College research Consultant and Campus
Paper Adviser under College of Education in Ifugao State University Potia Campus.

She graduated with the degree of Bachelor of Secondary Education major in English and Minor
in Filipino at Saint Paul University Philippines as Cum laude. She finished her Master of Arts in English
Language at Saint Mary’s University in Bayombong, Nueva Vizcaya and currently working on her Doctor
of Philosophy in Language Education at Benguet State University.

She authored and presented various research studies such us Buddy Ko and Research Skills of
Grade 12 Students; Level of Research Proficiency of Education Students, IFSU, Potia Campus: Basis for
Proposed Enhancement Program; Research Competency of Teachers in the Department of Education,
Alfonso Lista, Ifugao to mention a few.

Our second Regular External Evaluator, MS. MARIBEL TAMAYO-DE GUZMAN.

Our third Regular external evaluator is an Associate Professor 4 of the College of Business
Entrepreneurship and Accountancy in Cagayan State University. He finished his Master of Arts in
Development Education and Doctor of Philosophy in Development Education at University of Santo
Tomas.

In 1996, he became the Executive Vice President of F.L. Vargas College Administrator and CEO of Manila
Rosario College and then transferred as a School Director in University of Perpetual Help System
Cauayan Campus.

He then became the Vice President for Research and Extension , then promoted to Dean of the
Graduate School in 2012 in Cagayan State University.
He authored the study entitled Climate Change Adaptation Practices of Indigenous Groups in Cagayan
Valley Region. A perennial speaker in ISO Certification Trainings and Institutional Sustainability
Assessments

Let us all welcome Dr. Manuel S. Tan Jr.

Our fourth regular external evaluator is one of the 69 selected fellows for a 6-month Professional
Studies at Queensland University of Technology, Brisbane.

A Teacher trainer in various DepEd intensive training such as UBD and K-12.

A professor of statistics, research, math and education courses, both for Masters and doctorate levels.

She has served as an assistant research director for 13 years and has completed 4 funded research
projects, 3 of which is POPCOM funded and the other one is DSWD funded.

One of the Panel members of the National Research Agenda for Teacher Education, and currently the
Associate of the Graduate School of SPUP.

Let us all welcome our fourth regular external coordinator Dr. Emolyn Iringan.

Our fifth regular external coordinator is a Science Research Specialist 2 of the Department of
Science and Technology Region 2. He focuses on research and development innovation management
and facilitate, supervise projects and activities in relation to the promotion and implementation of the R
& D agenda of DOST Region 2.

He finished the degree of Bachelor of Science in Agricultural Engineering at Cagayan State


University. He pursued his Masters in Environment and Natural Resources Management in University of
the Philippines – Open University in 2006. In 2018, he started his second Masters degree, majoring in
Public Administration.

A top notcher in 2000 Agriculture Engineering Board Exam with notable research studies such as
Semi-commercial scale production of carrageenan plant growth promoter by E-beam technology and
Field Verification Testing of Carrageenan Plant Regulator for Enhanced Growth and Induced Pests and
Disease Resistance in Rice to mention a few.

Let us all welcome our fifth regular external evaluator, Engr. Mark Gil S. Hizon.
At this point, let remind ourselves in the Research Presentation Guidelines

First, the official Final Top 3 presenters per category will present their
research, aided with submitted PPT for 10 minutes only (strictly no
extensions).

Then, A 10-minute Q&A will follow. Questions to be answered are all from
the External evaluators.

A digital timer shall be flashed to give cues to the presenter and evaluators.

In case the presenter will experience internet disconnection during the


presentation and Q&A, the moderator will proceed to the next presenter.

Our Scoring Criteria includes the following:


Mastery of the Subject for 15 points – this includes the demonstration of
comprehensiveness and in-depth knowledge of the research content.

Smartness and Spontaneity for 10 points – to achieve a maximum point of


10, the presenter must demonstrate a full knowledge by answering all the
questions with explanation and elaboration

Lastly, Connection with the audience for 5 points – this includes the
presenter’s capability to hold the attention of the audience virtually,
seldomly looking at notes or slides and able to emphasize the key points of
the presentation.

Total of 30 points.

Action Research Category, with our moderator Sir Enrique Garcia and with our time keeper Sir Juvenal
Agustin.
