BACKGROUND
1. The South Sudan Football Association has received financing from FIFA Forward in
the form of a grant towards the cost of the Renovation of Juba National Stadium. The
latter intends to apply a portion of the proceeds of this funds to eligible payments under
the contract for the Renovation of Juba National Stadium (Design and Build) be
subject, in all respects, to the terms and conditions of FIFA Forward agreement. The
South Sudan Football Association is seeking qualified consortium to renovate the
Juba national stadium under the design and build format.
3. This document has been prepared to request interested bidders to submit a Proposal for
the renovation of Juba National Stadium under Design and Build format.
SCOPE OF WORKS
A. Artificial turf pitches for football according to FIFA and CAF quality standards (FIFA
Quality Pro Standard) dimensions 100x70. Turf type: infilled artificial turf, straight
tufting, Gauge 5/8* or equivalent.
B. Set of benches for substitute players
C. Stadium terraces for a total of 7,000 spectators (seated and standing), with seats for
covered area.
D. Block of changing rooms for 4 teams,
E. Referees offices,
F. Medical office/first aid and doping control room,
G. Support facilities (stadium management office, Security & control room, operation and
maintenance facilities, storage areas, loading areas, technical installation)
H. Public toilets
I. VIP room/lounge and its lavatories
J. Grid fences around the pitch and ball catcher behind goal posts
K. Solid wall along the plot boundaries
L. International Standard Pitch floodlighting,
M. Backup power generator,
N. Parking lots (150 cars)
O. Security and emergency services provision [including surveillance camera systems].
N.B: At the end of the construction project, the stadium shall be eligible on all these CAF
infrastructure criteria as on CAF Club licensing regulations on his article 9 criteria A,B &
C:

SPECIFIC WORKS
- The contractor shall Complete Design for the Works within a period of two (2)
months (Scheme Design, Detail Design, Production/Construction Drawings) from
Concept Design, Finalized Outline Proposal & Scope of Works provided. The
construction of approved design shall be executed within 6 months.
- The Contractor shall, unless specifically excluded in the Contract, perform all such
work and/or supply all such items and materials not specifically mentioned in the
Contract but that can be reasonably inferred from the Contract as being required for
attaining Completion of the rehabilitation of all Facilities as if such work and/or
items and materials were expressly mentioned in the Contract.
