2 MUNICIPAL COUNCIL

A municipality's or local government area's legislative body is the municipal council.


It may be referred to as a city council, town council, town board, community council, rural
council, village council, or board of aldermen, depending on the location and classification of
the municipality. There are three types of local authority in Malaysia which is city council,
municipal council and district council. District and municipal council are headed by a civil
servant known as Yang Di-Pertua while city council was headed by Datuk Bandar. All the
councillors were appointed by the state governments. Amongst the three types of local
authority, it differed from one another because there were few criteria will be evaluated
before grant the city status. Among the power that local government has to govern is the
power to collect taxes, create laws and rules for each state that they governed but must not
beyond their power or known as by-laws, to grant the license and permits for the business in
their area of his jurisdiction, provide basic amenities to the public, collect and manage the
wastage and garbage as well as planning and develop the area under each local government in
Malaysia.

The first criteria is to obtain Municipal status, a district council must have a minimum
of 150,000 residents and at least RM 20 million revenue per annum. A municipal council is a
single administrative division with corporate status and self-government, or jurisdiction
powers conferred by national and regional law. Before being granted the status, the municipal
council must have a minimum of 150, 000 residents and RM20 million in annual revenue
(Council, 2021). They did not have a population in that area, but by providing a variety of
work options, they can attract people to come to that location. When there are many work
opportunities in a certain area, visitors from other countries will naturally flock to that area,
causing the population to grow. For example, in Kemaman, Terengganu there’s a lot of
interesting place that makes people came at there such as Zoo Kemaman, Pantai Teluk Mak
Nik and the food also delicious there.

Next criteria are capital city or administrative centre for any State or district. The
capital city of a country or region is the city or town that serves as the seat of government and
administrative centre. Capital city population is more than other area and there are the main
focus of the communities and tourists. That area is attractive place for tourists come on
vacation. It is because this place has a many interesting places. There a lot of reformation do
in capital city because to attract more people to come to the state. For example, Kuantan is a
capital city of Pahang. Before this, Kuantan also is a known as municipal council. But, many
reforms and progress that took place until it turned into the Kuantan city council. There also
has new development that built for the community such as “Laman Teruntum” and also we
have a “Menara Kuantan 188”.

Besides that, the criteria of municipal council is have population not less than
150,000. As we can see in Kemaman, Pahang. Kemaman is a district in the Malaysian state of
Terengganu. The centre of Kemaman district is Chukai, which is located at 4° 13'60" North
and 103° 27' 0" East. After Hulu Terengganu and Dungun, the Kemaman district covers
8,000 square miles (254,000 hectares). Kemaman is one of Terengganu's main entry points.
On the north, Kemaman District borders Dungun District, while on the south, it borders
Pahang State. The centre of Kemaman district is Chukai, the Kemaman district covers 8,000
square miles (254,000 hectares). Kemaman has a population of 360,000 people. Many
tourists attract to this district because Kemaman has a place of public focus. It a place near to
Cherating, Kuantan Dungun, and Kuala Terengganu. There was a good place to enjoy the
good environment, good food, and Kemaman also have zoo that called Kemaman Mini
Zoo’s.

The other criteria of municipal council is have industrial activity, business, tourism
and major housing development. In Kemaman, there a beaches, café and entertainment place.
People or tourism can do many activities in here. Business in this state also received a good
response from the public. Industrial activities mean material handling, transportation, or
storage manufacturing, maintenance, treatment, or disposal. For example, in Kemaman we
can see that many cafés that has been established to attract foreign tourists to come to this
state and have some of good food or call as café hunting. There are also many beaches in
here such as Pantai Teluk Mak Nik and near to beach in Terengganu. The capital of that
country will increase as a result of the well-known location in Kemaman Terengganu.
Tourists who visit this country must pay taxes such as tolls, parking, and other fees. The
money received from taxes will be distributed to the Municipal council of Kemaman. The
money that the state's municipalities receive can be used to enhance existing facilities or
construct new tourist attractions to ensure that visitors visit the state.

In conclusion, having a local authority is crucial since it is the government body that
is closest to the people. We will discuss or look for help from them for any difficulties or
disputes that arise in the area where we live that are related to local government authorities.
Since a result, it demonstrates how necessary and beneficial it is to have this power, as they
also carried out their own functions to assist and provide convenience to the public,
particularly within their area.

4.0 CONCLUSION

In conclusion, having a local authority is crucial since it is the government body that
is closest to the people. We will discuss or look for help from them for any difficulties or
disputes that arise in the area where we live that are related to local government authorities.
Since a result, it demonstrates how necessary and beneficial it is to have this power, as they
also carried out their own functions to assist and provide convenience to the public,
particularly within their area. Even though local governments are divided into three types
district, municipal, and city council, they all have the same function to serve the public and
ensure that they have better environmental protection, better health and sanitation, and better
town planning management, among other things.

There were a few requirements that had to be met for any public area in Malaysia to
be granted city status, and each state had to meet them. As a result, it is also the responsibility
of local governments to ensure that development occurs in areas under their jurisdiction,
because when development occurs, everything grows together, such as the rate of poverty
decreasing, economic growth, citizens receiving better government service and being
satisfied with the facilities provided, and the status of the area changing from rural to urban.
