“AN ORDER PRESCRIBING GUIDELINES FOR UNDAS 2021


(ALL SOULS’ DAY) IN THE CITY OF ISABELA, BASILAN”

WHEREAS, pursuant to the 1987 Constitution and Section16 of the Local


Government Code of 1991, the City Government of Isabela shall be primarily
responsible for the promotion of the general welfare of its constituents;

WHEREAS, on March 8, 2020, the President of the Philippines issued


Proclamation No. 922 declaring a State of Public Health Emergency throughout the
Philippines in order to prompt a whole-of-government approach in addressing the
COVID-19 outbreak;

WHEREAS, for the past several months after the declaration of the previous
General Community Quarantine, the City of Isabela has been under Modified
General Community Quarantine (GCQ), the lowest level of quarantine classification,
due to the relatively few number of COVID-19 cases in the city;

WHEREAS, recently, there is a surge in COVID-19 cases in Isabela City and


in Region 9. Isabela City has already registered 127 active COVID-19 cases with
967 suspected cases as of October 26, 2021;

WHEREAS, it is necessary to implement guidelines for observance of Undas


2021 (All Souls’ Day) in the whole City of Isabela so as to prevent the further spread
and transmission of COVID-19;

NOW, THEREFORE, I, SITTI DJALIA T. HATAMAN, City Mayor of Isabela, by


virtue of the powers vested in me by law, do hereby order as follows:

I. UNDAS 2021 GUIDELINES

a. Pursuant to National IATF declaration, all private and public cemeteries


and memorial parks, including columbaria and the like, shall be
CLOSED on October 29, 2021 to November 2, 2021;

b. The public may visit cemeteries, memorial parks, and columbaria


before October 29 or after November 2. However, visitors must be

limited to 10 persons per group, and the venue must only allow 30%
capacity.

c. Visitors must strictly abide by minimum public health standards to


prevent COVID-19 transmission. Wearing of face masks and
observance of social distancing are mandatory;

d. The Isabela City PNP, BHERT, CDRRMO, CHO, and other concerned
authorities are tasked to implement this order.

II. SEPARATION CLAUSE AND SUPPLEMENTARY GUIDELINES

1. Should any of the provisions of this Order runs contrary to the Guidelines
issued or to be issued by the Provincial Government of Basilan, National
IATF, DILG, DOH, DOTR, DTI, CSC and other competent authorities, the
latter guidelines shall prevail and are hereby adopted as supplementary to this
order, unless specifically declared otherwise.

III. EFFECTIVITY

2. This order shall take effect immediately.
