SUBJECT : “21-Kilometer Endurance Run” outside RTC 8 premises

DATE : August 13, 2020

1. Reference: Philippine National Police Training Institute Guide Revised 2018.


Rule XI, Section 6, Para (4) Attendance and completion of “Endurance Run” of 21 Kms.
For PSBRC students and trainees (2 ½ Hour; for male, 3 hours for female) to be
conducted before the completion of PSBRC.

2. In connection with the above reference, the graduating PSBRC Class 2020-
01 Alpha to Charlie is scheduled to hold its 21-kilometer Endurance Run on August 15,
2020 but given the lockdown status of the center we take the stand to ask permission
from your good Office if we can push through with the activity outside the RTC 8
premises.

3. Under Resolution No. 60-A of the Inter-Agency Task Force (IATF) for the
Management of Emerging Infectious Diseases, Tacloban City is under Modified
General Community Quarantine (MGCQ) and under Section 5 Paragraph 4 on
Guidelines for areas under Modified General Community Quarantine of the Omnibus
Guidelines of the Implementation of Community Quarantines in the Philippines provides
that “Indoor and outdoor non-contact sports and other forms of exercise such as
but not limited to walking, jogging, running, biking, golf, swimming, tennis,
badminton, equestrian, range shooting, and skateboarding are allowed. Provided,
that the minimum public health standards such as the wearing of masks and the
maintenance of social distancing protocols, and no sharing of equipment where
applicable, are observed”.

4. As of August 13,2020 data, Tacloban City recorded only thirteen (13) active
cases of COVID-19. Patients are isolated and closely monitored at Eastern Visayas
Regional Medical Center, Magsaysay Boulevard, Tacloban City, this is approximately
10 kilometers from the area where the endurance run will be conducted. Further, the
activity will commence at 4:30 in the morning to limit close contact with other people
outside the training center and to avoid the crowd.
5. Moreover, during the conduct of the endurance run all health protocols will
be strictly observed such as wearing of facemasks, maintain physical distancing and the
likes. Said activity will be personally and closely monitored by the undersigned, the
Immediate Supervisors, Safety and Security Officers of RTC8 and personnel from the
Regional Health Service 8.

6. Request approval of para 2, 3, 4 & 5.
