“ A RESOLUTION ADOPTING AND APPROVING THE BARANGAY CAPACITY
DEVELOPMENT (CAPDEV) FRAMEWORK FOR THE FISCAL YEAR 2022-2024
OF BARANGAY STO. ROSARIO OLD, ZARAGOZA, NUEVA ECIJA

WHEREAS, the Barangay Sto. Rosario Old, Zaragoza, Nueva Ecija, is committed to
imporved the accountable, transparent and effective delivery of Public Services among the
constituents.
WHEREAS, in the recent Supreme Court’s decision on the Mandanas-Garcia petition
mandates the full devolution of functions and services as stipulated in Section 17 of the
Republic Act 7160 also known as the Local Government Code of 1991.
WHEREAS, the Department of Interior and Local Government (DILG), through the Local
Government Academy (LGA) has developed Capaity Development framework for LGUs
that defines the parameters for capacity assessment, planning, execution, monitoring and,
evaluation of CapDev interventions that ensures the delivery of a synchronized, integrated,
accessible and attuned to the varying needs of the LGUs.
WHEREAS, in the DILG MC No. 2021-067 dated June 23, 2021 mandates the adoption of
a Capacity Development (CapDev) frameworks in the planning, design and,
implementation of CapDev intervention for LGUs.
NOW THEREFORE, on motion of Kgd. NELSON A. BALDOZ duly seconded by Kgd.
DIONICIO A. ASUNCION JR., be it;
RESOLVED, as it is hereby resolved, to approve the Sangguniang Barangay Resolution No. 019,
series of 2021, also known as the RESOLUTION ADOPTING AND APPROVING THE
BARANGAY CAPACITY DEVELOPMENT (CAPDEV) FRAMEWORK FOR THE
FISCAL YEAR 2022-2024 OF BARANGAY STO. ROSARIO OLD, ZARAGOZA,
NUEVA ECIJA.

RESOLVED FURTHER, to furnish copies of this Resolution to the Office of the Sangguniang
Bayan and the Municipal Interior and Local Government Operations Officer of Zaragoza for their
information.
