Mitigation cluster. Among the lead agencies under this cluster are the OCD, DENR,
DPWH and Department of Finance (DOF)
➢ Is also attached to the following agencies and or bureaus with significant roles on
disaster prevention and mitigation. PHIVOLCS, PAGASA and MGB.

NATIONAL ECONOMIC
AND DEVELOPMENT ➢ Is the country’s independent economic development and planning agency.
AUTHORITY (NEDA) ➢ It is headed by the President as chairman of the NEDA board. With the secretary of
Socio-Economic planning, concurrently NEDA Director- general as vice-chairman. All
the cabinet members, as well as the Central Bank governor, are members of the NEDA
board.
➢ It serves as the overall responsible agency for the Disaster Rehabilitation and Recovery
cluster. Among the lead agencies under this cluster are the National Housing Authority
(NHA), OCD, DPWH, DOH and DSWD.
