Altemate superior material of construction shall also be acceptable provided vendor assumes complete responsibility for the selected material for their compatibility with the indicated fluid and its operating conditions Sizing and selection of variable area flow meter suitable to measure the specified fluid flow rate with the stated accuracy. ‘The terminology used in the purchaser's data sheet and this standard specification shall be as per ISA-RP 16.1, 16.2 and 16.3, for indicating variable area flow meters and as per ISA-RP 16.4 for extension type variable area meters. Bids Vendor's quotation shall be strictly as per the bidding instructions to the vendor attached with the material requisition. Whenever a detailed technical offer is required, vendor's quotation shall include the following: a) b) 4 °) Compliance to the specifications. Whenever the requirement of detailed specification sheet for variable area flow meters is specifically indicated, a detailed specification sheet shall be provided which shall provide information regarding type, range, material of construction of various parts, accuracy, pressure drop etc. for each flow meter. The material specifications and the units of measurement for various parts in vendor's specification sheet shall be to the same standards as those indicated in purchaser's data sheets. Special cable required, if any, along with cable specification and the maximum permi ible cable length between the flow meter and its associated receiver instrument. Proven references for each offered model number in line with clause 1.2.3 of this specification, whenever specifically indicated in the material requisition. A copy of approval from local statutory authority, as applicable such as Chief Controller of Explosives (CCE), Nagpur or Director General of Mines Safety (PGMS) in India, for the electronic instruments installed in electrically hazardous area along with: i) Test certificate from recognised test house like CMRVERTL ete. for flameproof enclosure/intrinsic safety, as specified in the data sheet, as per relevant standard for all Indian manufactured equipments or for items requiring DGMS approval. In case vendor has some valid technical reason to deviate from the specified requirements, they must include a list of variable area flow meters tag number wise, summing up all the deviations, if any, from the purchaser's data sheets along with the technical reasons for these deviations. D) Catalogues giving detailed technical specifications, mode! decoding details and other related information for each type of variable area flow meter covered in the bid. All items as offered shall be field proven and should have been operating satisfactorily individually for a period of minimum 4000 hours on the bid due date in the process conditions similar to those as sp ified in the purchaser's data sheet. Items with proto-type design or items not meeting provenness criteria specified above shall not be offered, Whenever specified, vendor must furnish certified values of failure rates, probability of failure on demand and test intervals for the safety integrity level analysi All documentation submitted by the vendor including their quotation, catalogues, drawings, installation manual, operation and maintenance manual ete shall be in English language only. Vendor shall also quote for the following: a) Two years’ operational spares for each variable area flow meter and its accessories, covered in the bid which shall include float, o-ring/packing, glass tube, transmitter assembly ete, b) Unit rate of special cable, if required for the purpose of addition/deletion. °) Any special tools and tackles required for maintenance work on the flow meter and its accessories covered in the bid. In case no special tools are necessary for maintenance for the offered flow meters, vendor must certify the same in their offer. Drawings and Data Detailed drawings, data, and catalogues required from the vendor are indicated by the purchaser in vendor data requirement sheets. The required number of reproducible, prints and soft copies should be indicated. Final documentation consisting of design data, installation manual, operation and ispatched to the address mentioned, adhering to the time limits maintenance manual ete. submitted by the vendor after placement of purchase order shall include the following, as a minimum: a) Specification sheet for each flow meter. b) Certified drawing for each flow meter, which shall provide following details: i)____ Overall dimensional details of variable area flow meter in mm. METERS pare ii) Internal constructional details of variable area flow meter. iii) Weight of the flow meter in kilogram. iv) Material of construction. 2.0 2A 2.4.1 21d 2112 ©) Terminal details and wiring diagram, wherever applicable. 4) Correction curves for variable area flow meters to compensate for variations in pressure, temperature and viscosity. ©) Clearance required for maintenance work. 1) Copy of type test certificates. 2) __ Installation procedures for variable area flow meter. h) Copy of test certification for all the tests indicated in clause 4.0 of this specification. i) Calibration and maintenance procedures for variable area flow meter, including replacement of parts/ internals, wherever it is applicable. DESIGN AND CONSTRUCTION Flow meter Body Flow meter shall be of flanged body construction with material of construction as specified in the purchaser's data sheet. Weld joints, if any, shall be of radiography quality. Variable area flowmeter body size and connections shall be selected as per clause 2.1.2 of this specification. Whenever the selected flow meter size is different than the size indicated in purchaser's data sheet, vendor shall include the supply of expander/reducers in their scope to match the interconnecting piping. The material of the expander/reducers shall be same as variable area flowmeter flange/fitting material. The pressure and temperature rating of the variable ara flowmeter and its accessories shall be as specified in purchaser’s datasheets. Flow meter body design shall be such that it eliminates the stagnant areas. Flow meter shall have float stops at the top and bottom, which shall be easily removable. All. dimensions of variable area flow meters shall be as per ISA-RP 16.1, 16.2 and 16.3. Sizing ‘Vendor shall be responsible to size and select the variable area flow meter as per the process data specified in the purchaser's datasheet. Following guidelines shall be followed by vendor for sizing: a) Flow range shall be selected in such way that the normal flow shall be in the middle third, b) The type and material of float shall be selected based on the process fluid specific gravity. ©) The flow tube shall be selected based on the selected range. 4) Select a proper design of float for the indicated fluid viscosity so as to maintain the discharge coefficient constant Format No. 8-00-0001-FI Rev. 0 ‘Copyright EIL — Alighis reservedINEERS, STANDARD SPECIFICATION STANDARD SPECIFICATION No. 2a ® INSAUNITED FOR VARIABLE AREA FLOW 6-52-0007 Rev. 2 eRe era nine METERS 245 2.1.5.1 22 224 Page 8 of 12 ©) In general, variable area flow meters shall be selected such that the meter end connections are same as the line size, The size of variable area flow meter less than one pipe size of interconnecting pipe shall be avoided ‘Vendor to note that the location and orientation of installation of variable area flow meter in the line shall not affect the calibration, accuracy and performance of the meter. End Connections a) Unless otherwise mentioned, end connection detail shall be as follows: i) Threaded end connections shall be to NPT as per ANSU/ASME B 1.20.1 ii) Flanged end connections shall be as per ANSVASME B 16.5. iii) Grooves of ring-type joint flanges shall be octagonal as per ANSVASME B 16.20 iv) Flanges face finish shall be as per clauses 6.4.4.1, 6.4.4.2 and 64.43 of ANSV/ASME B 16.5. The face finish as specified in the data sheets shall as follows: 125AARH_: 125 to 200 AARH 63AARH: 32 to 63 AARH Enclosures Instrument enclosures shall meet the following requirements: a) All cables shall be terminated on the terminals brought out in the terminal housing located on the flow meter body. Flying leads shall not be provided. D) All intrinsically safe terminals shall be properly identified and shall be separate from the non-intrinsically safe terminals. ° The flow meter enclosure, housing the electrical parts shall be certified for the area classification indicated in the purchaser's data sheets. Unless otherwise specified, the enclosure shall conform to the following standards, as a minimum; Weatherproof housing IP 55 to 1EC-60529/1S-13947. Flameproof housing Flameproof/Ex(d) as per IEC-60079/1S-2148. Flameproof housing shall also be made weatherproof. a Separate cable entry shall be provided in the terminal housing for power and signals connection type and size shall be as follows: Power Cable: 4” NPT Signal cable: Ye NPT All variable area flow meters in oxygen and chlorine service shall be thoroughly degreased using reagents like trichloro-ethylene or carbon tetrachloride and end connections shall be plugged after degreasing process in order to avoid entrance of grease or oil particles. Meter Electronics Flow meter electronics shall be microprocessor based and shall include pre-amplifier, converter, transmitter electronics and integral output meter. Field mounted items shall have enclosures suitable for the hazardous area classification indicated in purchaser’s data sheets. This shall meet the requirements specified in clause 2.15. of this specification. Flow meter transmitters shall be 4-20 mA two wire type capable of operation on 24V DC. power supply with a load capacity not less than 550 ohms. ‘Whenever specified in purchaser's data sheet, the supply shall include compatible isolating type of intrinsically safe barrier. Whenever the purchaser's data sheet indicates the requirement of switch assembly, it shall meet the following requirements: a) Switches shall be of the mechanical snap action type. Inductive type of switch ‘whenever offered shall be supplied with switching amplifier. b) Switch mechanism shall be designed to minimise the effects of vibration and shock. ©) The switch assembly shall provide one set of DPDT (or two sets of SPDT) contacts. 4) Unless otherwise specified, the contacts shall be rated as following; For explosion proof application :2A LLOVDC For intrinsically safe application :0.5A 30VDC ©) All switch contacts shall be silver-plated, however switches being used in Intrinsically safe circuits shall be gold plated. Glass Tube Variable Area Flowmeters Glass tube flow meters shall have their metering tube made of toughened borosilicate glass and shall be thick walled. Borosilicate glass tubes shall be used keeping in view the recommended safe working pressure for different meter sizes and operating temperatures as per clause 6.1 of ISA-RP 16.1, 16.2 and 16.3. AA glass tube flow meters shall be of the direct indicating type. ‘They shall have metal side plates to prevent damage to the metering tube. Scale of glass tube flow meter shall be of the detachable type, fixed adjacent to the metering tube. Alll glass tube flow meters shall be adequately shielded with safety glass on the reading side and amply vented. The glass tube flow meters shall be considered in low flow applications up to and including ANSI 300# rating only. Metal Tube Variable Area Flow meters ‘The body rating of the meter shall at least be equal to the rating of the end connection. Metal tube meters shall have the motion of the float transmitted via a magnetic coupling for secondary functions like indication, transmission or alarm. Floats shall be of the ball type. Vendor may consider use of acrylic plastic for metering tubes. Each purge flow meter shall be provided with an integral needle valve. ‘The material of the needle valve shall be same as the tube material as a minimum, Differential Pressure Regulator Differential pressure regulator shall be used to maintain constant flow rate irrespective of variation in the inlet / outlet operating pressure as per the application indicated in the purchaser's data sheet. Vendor shall select a proper differential pressure regulator depending upon the line pressure and the flow requirement as indicated in the purchaser's data sheet. The material of differential pressure regulator/constant differential valve including the interconnection piping shall be same as flow meter tube material, as a minimum. Needle valve when offered along with differential pressure regulator shall also meet the above requirements. Performance Requirements Unless otherwise specified, the variable area flow meter shall meet the following performance specificatio Purge flow meter Accuracy : better than + 5% of full scale ‘Metal tube/Glass Tube flow meter Accuracy : better than + 2% of full scale Flow meter Transmitter Accuracy : better than + 2% of full scale Repeatability 5 better than + 0.5% of full scale NAME PLAT! Each flowmeter shall have a stainless steel nameplate attached to it firmly at a visible place, furnishing the following information: a) Instrument tag number as per purchaser's data sheets. D) Manufacturer's serial number and model number. ° Manufacturer's name/trademark. ¢d Nominal end connection size in inches and rating in pounds. 2 Tube and float material Dy) Calibrated range of flow ») ‘Area classification in which the instrument can be used, INSPECTION AND TESTING Unless otherwise specified, purchaser reserves the right to test and inspect all the items at the vendor's works, inline with the inspection test plan for variable area flow meter. Dye penetration test certificate shall be provided where radiography/X-ray is not possible. ° Hydrostatic test report as per clause 4.3 of this specification, 4 Certificate from statutory body for intrinsic safety and flameproof enclosure for 43 44 45 45.1 452 5.0 51 52 meter electronics. ©) Calibration report including calibration factors for each meter as per clause 4.4 of this specification. Hydrostatic Test Each variable area flowmeter shall be subjected to hydrostatic test pressure at 1.5 the maximum allowable working pressure at ambient temperature in accordance with ANSI B 16.34. There shall not be any visible leakage during the test. Meter Calibr: ion The variable area flowmeter shall be calibrated using the method and equipment for calibration as per ISA-RP 16.6. Vendor shall select a suitable method of calibration from those indicated. Where viscosity conditions demand, calibration shall be done by kinematics simulation, Witness Inspection . All the flowmeter shall be offered for pre-despatch inspection for the following as a minimum: a) Physical dimensional verification and workmanship. a) Hydrostatic testing as per clause 4.3 of this specification on representative sample. ») Performance test on representative samples. ° Calibration testing as per clause 4.4 of this specification on representative sample. 4 Flow settings shall be verified for all flow switches. D) Review of all certificates and test reports as indicated in clause 4.2 of this specification. In the event when witness inspection is not carried out by purchaser, the tests shall be any way completed by the vendor and the documents for the same shall be submitted to purchaser for scrutiny. SHIPPING All threaded and flanged openings shall be suitably protected to prevent entry of foreign material. Proper care shall be taken while shipping glass tube flow meters, transmitters and switch assemblies.
