interpretation, checking of work done, certification of Running and Final bills, preparation of reports, presentation of
the works to Client/ADB in Review Meetings.

As a QCE, working under Project Engineering Advisor (PEA) to provide technical supervision and advisory
supports to the LGED for ensuring projects is executed with high degree of Quality Control including testing of
materials, mix design of Concrete and Asphalt. My duties & responsibilities include but not limited to sampling &
testing of materials, setting out of works, concrete mix design, casting of pre-cast & cast-in-situ pilling, and different
components of bridge.

Preparing training materials for LGED Laboratory and field supervision staff on testing & quality control procedures
as well as contribute to the training of LGED staff and contractors.

Main project features: Rural Roads & Market Access Infrastructure Development Project (RRMAIDP), LGED,
Patuakhali as a Technical Assistance staff (National) of DANIDA for advisory works. This is a grant aid project of
DANIDA for US $ 50 million (approx). The Project aim at improved the efficiency and sustainability of the rural
roads and markets infrastructure in/c LGED’s maintenance management. The expected outputs are capacity building
of Local Govt. Engineering Department (LGED) and Union Parishads for managing rural road network, employment
generation for the poor peoples, private sector development and finally, train up the rural peoples in different aspect
for improving their lives.
Positions held: Soil & Materials Engr (SME)
Activities performed: In this project, main duties included: to manage and supervise the RRMAIDP activities like
construction of 8 nos bridges (sizes-120m, 100m, 90m, 60m, 54m, 48m 42m & 36m) of different dia (0.60-1.1m)
cast-in-situ piles in/c setting lay-out, preparation of construction sequence, checking the fabrication of re-bar &
casting of different component of bridges, Cyclone shelters and different classes of roads of the two district as well as
maintain the laboratory by testing, maintain and keep all reports related to testing. In addition to that, establish the
field laboratories; assure compliance with the LGED specifications on materials and quality of works by frequent site
visit. Above that, assisting for train up the lab technicians & other staff of LGED, Contractors and Labour Contract
Society (LCS) as deemed necessary, particularly in quality control, reporting, etc.

million) Rural Infrastructure Improvement Project (RDP-25) of Local Govt. Engineering Department (LGED)

Positions held: Field Resident Engineer


Activities performed: I, as key personnel, played vital role at the district for the preparation of 18 nos. Sub-Project
Apraisal Report (SAR) approval from ADB. In addition to, guided 6 nos survey and soil investigation teams to
collect engineering data/information for about 75Km road, 430m structures, 6 nos Growth centres, 6 nos Union
Parishads and 6 nos Ghats. Following completion of survey and collection of final data’s, I’d to select the location,
type, size and fixation of different parameter of the project components, viz. road, structure, GC, UPC, Ghat etc.
Now, as the Key personnel from the consultants at the district, I’ve prepared with the assistance of LGED engineers
detail estimate of 38 nos contracts worth Tk. 400 million. Besides, being a member of Tender Evaluation Committee
from D&S Consultants, I had to play my role for the preparation of tender documents, evaluation of tenders, TEC
resolution reports and finally for submission the same to PMO. I was also responsible from consultant’s side to
supervise all construction activities of 38 nos contract and to ensure the qualities of the work in compliance with the
requirements of Employer and Donor. Apart from this job, I had to prepare monthly, quaterly, annual reports for
compilation of zonal office and to attend monthly meeting with the Deputy Team Leader and Team Leader and also
LGED meetings with high officials. Besides from engineering job, I had to monitore the guideline of Gender Action
Plan, a condition of ADB. As a counterpart, I had to advise the Executive Engineer, LGED and his Engineering staff
to resolve of site problems and to expedite the progress as required.
 Name of assignment or project: South-West Roads Network Development Project (SRNDP) from Dhaka-Maowa-
Gopalgonj-Noapara (Khulna), RHD Project
Month and Year: From April 2002 to February 2004

Main project features:
Total Project Road Length 162.39km in/c. different type of bridges and culverts. The ADB funded project, worth US
$ 125m. Under my supervision, the project road length was 41.76km, structure length 350m, with contract sum of US
$ 28m

Activities performed: During this period, I worked as PM for managing and implementing of. I as PM was
responsible for project planning, preparation of work schedule, materials procurement schedule, budgeting,
equipment schedule including and maintenance, arrangement utilization with own labour force and engaging &
managing of different sub- contractors and to ensure that the works are done with high degree of Quality Control. It
is noted that the whole SRNDP Project was mechanized, used effectively & efficiently various heavy equipment like
Excavator, Pay loader, Bull Dozer, Grader, Vibratory Roller, Pneumatic tyre roller, Dump Truck etc. On the other
hand, concreting work for structures were accompanied by using of concrete batching plant, pump, and Transit
mixture truck etc confirming to the standard as per specifications. In execution of this project, I had to guide my
engineering and technical staff, deployed for different assignments such as set up survey team for taking pre-section
level and completed other survey related works providing formation levels, super elevation etc. on the road and
structure as per geometric design, calculate the volume of different works, materials etc. Besides, I had to look after
the project laboratory owned by my company and explored various trial mix design for asphalt concrete in order to
comply with the specifications for confirming the asphalt mix design in the batching plant as well as at field and it
was responsibility to arrange and fix the different component of designed Asphalt mix in the batching plant and laid
in a trial areas before going to verify the Asphalt mix design and normal production for the road work.
 Name of assignment or project: Jamuna Bridge Access Road Project (JBARP), RHD Project
Month and Year: From January 1999 to March 2002

Main project features: construction supervision of 66km national highway (RHD) from Dhaka to Tangail which was
financed by JBIC, Japan at the cost of US $ 28m. In this joint venture, consisting the international consulting firms,
JOC, Japan, Mott Mc Donald Ltd. UK, SMEC, Australia and local BCL

Activities performed: I was responsible for and I had to manage all engineering, financial and administrative matters
with the help of my engineering staff to execute a part of the whole project (40km) by complying the international
standard, Which was executed by an international Koreans company (M/S. SUNGJEE Construction Ltd.). In this
project, I, as ARE assisted for setting the rate of the non-tender items by analysing the market price and to prepare
the supporting documents in a bid to the variation order (VO) for the client in the light of contract document and
FIDIC.
 Name of assignment or project: Jamuna Multipurpose Bridge Project

Main project features: In the country’s most prestigious project, “Jamuna Multipurpose Bridge Project” (JMBP)
with the longest fixed road crossing of 4.8km length and my responsibility for one of the four contracts, contract
no.4, 17Km length was for connecting west approach to highway. In this co-financed project (US $ 900m) by the
World Bank, ADB, OECF and Govt. of Bangladesh which involved international consulting firms: RPT (UK),
NEDECO (Netherland) and the leading local consulting firm, BCL.

Activities performed: My job was construction supervision of 17 Km approach road & to lead a quality control team
of 25 (twenty five) personnel of various discipline in/c 2(two) B Sc Engr, to carry out exploration of various trial
mix design of Asphalt concrete for Bituminous binder & wearing course, different grade of cement concrete and
special type of concrete called as, `No-fines concrete’ which was used at embankment slope protection around the
viaducts of Jamuna Bridge and to execute different type of quality test of international standard like Clay-lumps
content, Mica contents, Hydrometer test, CBR test, abrasion test, Extraction test of bitumen, core cutting test of
cement & asphalt concrete. It may be mentioned here that some of the special tests were carried out in abroad under
our guidance. In addition to that I was responsible for taking payment certificate, prepared monthly report, liason
with department & contractor etc.
 Name of assignment or project: Misurata Water Supply Project, Misurata, Libya
Month and Year: February 1993 to February 1995

Main project features: Construction of Water Treatment Plant, Water Reservoir (Capacity: 5000 cu.m) and
various types of concrete structures, 45km long road along water pipe lines, setting water pipe line of different dia
(600mm, 400mm) Ductile iron pipe in 60Km in the rocky areas by the different countries workers. Install &
commissioning different types of soil, asphalt concrete equipment for the laboratory.

Activities performed: As a Laboratory Engineer (Civil) was soley responsible for the Responsible to the Director
(Libyan) for constructions management included setting out of structures layout, foundation, columns, walls, beams,
slabs and concreting as per contract drawing & specications and ensuring that works were carried out in accordance
with the specifications. In addition to that I, as a section chief, played vital role for mobilization including men,
materials and machineries, prepared the construction programme, finalization of alignment, workmanship control
measures on line and levels, measurement of material and works with reference to quality control norms and tests,
interpretation of general and special condition of contracts under FIDIC & specifications, check extra claims,
assessment of additional works and preparation of variation orders, project cost control, documentation of measurement
records, preparation of monthly progress reports and project completion report. Conducted training on preparing the
various grades of cement & asphalt concrete mix design in the field & laboratory to a group of newly graduted
Libyan engineers. Also responsible for checking of works and plant and equipment and maintenance of site/camp
establishments in Misurata, Libya.

(iii) In the absence of medical incapacity, I will undertake this assignment for the duration and in terms of the inputs
specified for me in Form TECH-6 provided team mobilization takes place within the validity of this proposal;
(iv) I was not part of the team who wrote the terms of reference for this consulting services assignment;
(v) I am not currently debarred by a multilateral development bank or temporarily suspended by ADB;

named expert to submit his/her CV, and that s/he will be available to carry out the assignment in accordance
with the implementation arrangements and schedule set out in the Proposal, and confirm his/her compliance
with paras (i) to (v) above.
