International human rights law obligates states to respect, protect, and fulfill human rights. The Universal Declaration of Human Rights established basic civil, political, economic, social, and cultural rights for all people. To give it legal force, the UN drafted the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social, and Cultural Rights, collectively known as the International Bill of Human Rights. The human rights treaty process involves drafting by experts, negotiation between countries, and ratification by states wanting to become parties.

According to United Nations, human rights ensure that a human being

will be able to fully develop and use human qualities such as intelligence,
talent and conscience and satisfy his or her spiritual and other. The core
principle of human rights are universal, inalienable, interconnected,
indivisible, and non-discriminatory. Human Rights is universal because it
belong to all people, it is inalienable as it cannot be taken away,
interconnected as human rights are dependent on one another, indivisible
it cannot be treated in isolation, and non-discriminatory it should be
respected without prejudice.

International human rights law lays down obligations which States are
bound to respect. By becoming parties to international treaties, States
assumes obligations and duties under international law to respect, to
protect and to fulfill human rights. The obligation to respect means that
States must refrain from interfering with the enjoyment of human rights.
The obligation to protect requires States to protect individuals and groups
against human rights abuses. The obligation to fulfill means that States
must take positive action to facilitate the enjoyment of basic human
rights. The establishment of human rights can be traced to struggles to
end slavery, genocide, discrimination, and government oppression.
Which is why Universal Declaration of Human Rights was born as part of
the emergence of the United Nations. UDHR was the first international
document that spelled out the basic civil, political, economic, social and
cultural rights that all human beings should enjoy. When UDHR was
adopted it was not legally binding, so in order to give human rights listed
in the UDHR the force of law, the UN drafted two treaties, the
International Covenant on Civil and Political Rights(ICCPR) and the
International Covenant on Economic, Social, and Cultural Rights
(ICESCR). Together the UDHR, ICCPR and ICESCR are known as the
International Bill of Human Rights. They contain a comprehensive list of
human rights that government must respect, protect and fulfill. Human
rights treaty process usually begins at the United Nations or a similar
international body. Where legal and subject matter experts might first
create a draft of the treaty. After the draft is written, the UN or other body
will arrange a meeting between representatives of interested countries to
negotiate the final terms, or content of the treaty. Non-governmental
organizations are sometimes allowed to offer recommendations during
some of the stages of the drafting process. After the negotiating countries
agree on a final text of the treaty, the treaty is opened for ratification by
countries that want to become parties to it.1
