1.0 INTRODUCTION
1.1 This specification together with the data sheet covers the minimum technical
requirements for the design, manufacture, testing and supply of a Static type
Uninterrupted Power Supply (UPS) System required to feed critical AC loads having
stringent requirements imposed on voltage and frequency regulations.
2.1 The UPS system offered shall be designed, manufactured and tested as per currently
applicable statutes, regulations and safety codes in the locality where the equipment
will be installed.
2.2 The equipment offered shall generally conform to the following codes / standards:
2.3 Any other recognized International standard may be used in lieu of the above subject
to the approval by the Employer / Owner’s Engineer.
2.4 The system offered shall also conform to the latest editions of standards including all
revisions and addenda current at the time of placement of order.
2.5 In the event of conflict between this specification and other documents, the following

3.0 GENERAL
3.1 The UPS system offered shall be suitable for the site conditions indicated in Project
Information data sheet.
3.2 The UPS system shall consist its own rectifier cum battery charger, Ni-Cad
maintenance free or Ultra Low Maintenance 12 hour back up battery bank divided in
2 equal strings, inverter, static switch, paralleling unit, bypass unit, voltage stabiliser,
UPS-AC Distribution Board etc. as specified in the data sheet or as per the Employer
/ Owner’s Engineer’s requirement.
3.3 Any other accessories/items though not specifically mentioned in this specification
but considered essential to make the system complete for safe and reliable operation
shall also be included as a part of this specification.
3.4 The voltage rating of battery, battery chargers, UPS-AC distribution panel, etc. shall
be selected as per connected essential loads by contractor keeping in mind as 30%
spare for future expansion.
3.5 The UPS system is required to feed various critical process control panels, computer
and instrumentation loads, therefore it shall be suitable to filter, regulate and
condition the power as required for sensitive instruments and microprocessor based
systems.

3.6 The components of UPS shall isolate power line voltage transients, frequency
variations and high/low voltage conditions from the critical load and act as a line filter
and voltage regulator, apart from providing no break power at constant frequency
during normal power outages.
3.7 The UPS system shall be suitable to provide continuous power, unaffected by power
failures.
3.8 The UPS system offered shall be able to reduce the effect of utility supply voltage-
dips on voltage or frequency sensitive loads.
3.9 The UPS system offered shall be incorporated with all protections against every form
of power variations thus avoiding equipment breakdown or mal-functioning.
3.10 The UPS system shall functionally be able to eliminate all problems like spikes,
surges, voltage fluctuations, transients, frequency variations and interruptions.
3.11 The UPS system shall ensure that the voltage fluctuations, short interruptions and
supply failures have no adverse effects, irrespective of whether faults in question are
irregularities in the milli second range or power failures for minutes at a time.
3.12 The UPS system shall be designed to withstand without injury, the effect of 150%
overload for 30 seconds & 125% overload for 15 minutes & should have permitted
non-linear load of 100%.
3.13 The UPS system shall be suitably designed for optimum efficiency and life.

4.1.1 The UPS system shall be of the static type. Basically it shall be composed of solid-
state rectifier/ chargers, battery backup, static inverters, static switches for added
protection and transfer of loads with no break or with minimum interruption of the
order of a fraction of a cycle during under voltage condition to the healthy inverter or
to the standby regulated supply.
4.1.2 The general operational requirements of the Static UPS system are described below:
b) The required DC Supply to feed the inverters shall be obtained from 2x100%
chargers with one charger feeding each bus with provision for either of the
chargers to feed both the buses through an isolator.
e) Generally, the UPS shall feed all the connected loads through a common

UPS AC Distribution Board (as per SLD and as per site requirements).
However if specified, each inverter shall feed the connected loads through
separate Distribution Boards and the system shall be provided with a selector
switch for selection/control of loads. In the normal position, the respective
UPS loads shall be supplied by its own inverter, each sharing 50% load with
output of both inverters being automatically synchronised from the master
inverter.
f) If one inverter fails, the other inverter (healthy) shall supply the full load
(100%) by the operation of static switch.
g) If any one of the UPS is under maintenance, the selector switch shall suitably
change and the branch circuit supplying full load (100%) shall be
synchronised with the frequency of the standby source.
h) If the frequency of the standby source is beyond the pre-set limit, the inverter
frequency control shall get disconnected from the standby synchronising
signal. The operating inverter shall continuously monitor the frequency of the
standby source and the inverter shall use the frequency of the standby source
as the synchronizing signal. When the selector switch is in bypass position
the standby source shall cater 100% load, isolating both inverters from the
critical load bus.
a) Battery will confirm to relevant international standard like IEC, DIN, BS, KS
and should be tested as per IEC standards.
b) The number of discharge cycles of the battery will be as per above standards.

d) Battery bank capacity (in Ah) shall be adequate for the specified load and site
conditions. Depth of Discharge (DOD) of 60% & ageing factor of 0.8 shall be
taken while sizing the battery bank. The end cell voltage after discharge shall
be limited to minimum 1.14volts in case of 1.2volts nickel cadmium batteries.
The battery design shall be such that there should be minimum water loss
during charging/discharging cycle or due to evaporation.
a) The charger in the float mode shall be capable of supplying full load to the
inverter in addition to float charging current of the battery. In boost mode,
charger shall be capable of charging the fully discharged battery in 8 hours.
The Subcontractor / Vendor shall provide 2 sets of potential free contacts for
all necessary alarms including “BATTERY DEEP DISCHARGED” and “DC
OVER VOLTAGE” conditions. The chargers shall automatically share the
loads during parallel operation.

i. Regulation of the charger from no-load and full-load, with line voltage and
frequency variation of ±10% and ±5%, respectively.
c) The charger shall have individually adjustable float / boost modes, automatic
current limiting features during overload and over-voltage surge-suppresser
for over-voltage protection. Subcontractor / Vendor shall furnish the sizing
calculations the charger and its components considering the above features
and requirements specified in the data sheets.
d) The charger shall receive supply from the AC mains through a triple-pole
MCCB. Manually operated isolating switches on the secondary side shall be
provided. The battery shall be provided with manually operated MCCB on the
output side.
e) Fast acting semi-conductor fuses with kick fuses and alarm contacts shall be
provided in each arm of float and boost chargers. Each branch circuit of the
UPS shall have DC bus with connections to battery, battery chargers and
inverter.

4.2.3 Inverter
b) Inverter shall receive DC power supply from the battery / chargers and
designed to operate over the entire range of input DC voltage from the
charger and limits of battery voltage variation during the discharged and
charged conditions.
a) Each inverter output shall be connected to the AC bus through a static switch
and fast acting fuses. The static switch comprises of an interrupter and
transfer switch, enabling loads on each branch circuit to be connected to the
inverter of the other branch circuit or to the standby, regulated AC supply.

b) The current rating of the static switch shall not be less than the continuous full
load rating of the branch circuit and short-circuit time rating of 750% for 1.0
seconds.
c) The static switch shall have ‘make-before-break’ feature. Static switch with
any modern / advanced technology to provide same operation sequence is
also acceptable, in case to case basis where the proper functioning is
justified.
d) The static transfer switch shall operate in conjunction with a static switch
control circuit, which senses the healthiness of the inverter, overload of the
inverter, low AC input and low voltage on the output side of the inverter.
e) The transfer of the healthy branch circuit from the faulty branch circuit shall be
automatic whereas transfer from the inverter circuit to the standby, regulated
source shall be either automatic or manual. An Auto / Manual switch shall be
provided for this purpose. Retransfer to the branch circuit shall be manual.

a) The UPS system as a whole shall be complete with all protection devices to
prevent damage to the components against short-circuits, overloads and
voltage surges.
c) Each branch circuit of the UPS system shall be connected to a section of the
AC switchgear. Two sections of the AC bus shall be interconnected through a
contact of selector switch. The critical loads shall be divided into several
branch circuits protected individually with quick acting fuses of smaller ratings
to provide fast isolation of faults. The fuses provided in the inverter output

circuit shall be co-ordinate with the smaller rating fuses provided in the branch
circuit.
f) In addition to the over all protection, the following additional protections shall
be provided for the complete system:

h) Any other protection required for safe operation of the UPS depending on the
components used and the circuit design shall also be provided.
4.2.7 Meters
a) The UPS system shall be provided with necessary meters (accuracy class 1.0
or better), mimic diagram, local indication / alarm conditions and protection as
indicated below:

a) LED indicators shall be provided on the panel for continuous monitoring of the
UPS operation / status indication on the mimic as the minimum requirement.
b) Alarm Indication
i. System fault.
ii. Rectifier / charger failure.
iii. Inverter failure.
iv. Battery under-voltage
v. Thyristor over temperature.
vi. Fuse failure.
vii. UPS overload.

4.2.9 Cables
a) All incoming and outgoing power cables shall be of 1100V grade XLPE
insulated, single / multi core, stranded Aluminium conductor, PVC inner &
outer sheathed and armored. Aluminium wire amour shall be used for single
core cables whereas galvanized steel strip / wire armor shall be used for
multi-core cables. Outer sheath shall be made of specially formulated fire

retardant low smoke (FRLS) PVC compound. The cables shall conform to
relevant international / national standard. For DC system only single core
cables should be used, i.e., between battery & battery charger and battery
charger & inverter, to eliminate the possibility of positive to negative faults in
the cables.
a) Panels shall be completely wired with 1100V grade PVC insulated, single
core, stranded copper conductor wires. The minimum size of stranded copper
conductor shall be 1.5sq.mm for all control/protection/signal circuits, except
for current transformer (CT) circuits, which shall be of 2.5sq.mm. For power
circuits stranded copper conductor cables of adequate size shall be used as
per the rating and requirement.

e) All equipment inside the panel and on the door shall have suitable nameplate
and device number as per the schematic diagram.
f) CT and Voltage transformer (VT) terminal blocks shall be provided with links
and isolating facilities as applicable. CT secondary leads shall be provided
with shorting and grounding facilities.
g) The selector switch shall be of rotary stay-put type and rated at 125% of the
UPS current rating at 600V AC.
h) The bypass position of the selector switch shall isolate the static switch from
the load and connect AC standby supply to the load without interruption.
a) The switchgear shall be of the metal enclosed, indoor, floor mounted, modular
type with a degree of protection of IP-52 unless specified otherwise.
b) Frames and enclosure shall be of sheet steel of thickness not less than 2mm
cold rolled or 2.5mm hot rolled. Doors and covers shall be made of sheet
steel of thickness not less than 1.6mm cold rolled or 2mm hot rolled. The
ACDB of bigger size shall have frame/base frame made of steel sections of
suitable sizes.

iii. Enclosed vertical busbars serving all modules in the vertical section. For
safety isolation of the vertical busbars, insulating barrier with cut-outs shall be
provided to allow the power stab contacts to engage with the vertical busbars.
iv. A vertical cable alley covering the entire height. The cable alley shall be
minimum 200mm wide.
d) Each vertical section shall be equipped with space heaters, which may be
located in the cable alley with necessary safety measures.
f) All ventilating louvers shall be provided with fine brass screen or GI meshes
to prevent entry of vermin and dust. Contractor may choose this DB not to be
a part of LIPS.
4.2.13 Fuses
a) Fuses generally shall be of the HRC cartridge fuse link type having a certified
rupturing capacity of not less than fault contribution of UPS at the rated
voltage.
a) The CT shall be dry type, either wound or ring type, with a Class of accuracy
of 1.0 and ISF of less than 5.

b) Current transformer shall have a short time withstand rating equal to let
through current of associated fuse for 1 second.
a) The VT shall be dry type, with accuracy class of 1.0 unless specified
otherwise.
5.0 CERTIFICATION
5.1 The UPS system of similar type and design, being offered shall meet the following
requirements:

or DNV.
6.1 All tests shall be carried out as per relevant standards and approved Quality
Assurance Plan at Contractor’s / Subcontractor’s / Vendor’s works.
6.2 Inspection and testing shall include but not necessarily be limited to the following:
6.3 “Type” and “Routine” test certificate for all components used in the UPS system shall
be furnished.
Tests for all the components shall be as per relevant codes & standards.
6.4.1 Short-circuit the output bus to record the current limiting effect of the inverter.
6.4.2 Apply 150% rated load at rated power factor and measure the time required for the
inverter protective devices to operate.
6.4.3 Output voltage, output current and utility voltages are recorded for the above test
conditions.
6.5.2 Contractor / Subcontractor / Vendor shall submit available ‘type test’ reports on

6.5.3 Routine tests’ shall be carried out on all associated equipment supplied with
switchgear, as per relevant codes & standards. ‘Type test’ certificates of all
associated equipment shall be furnished.
6.6 System performance tests shall be performed on the completely assembled UPS
system. It shall include frequency regulation, voltage regulation, current-limiting
feature and harmonic content tests.
In addition to these, tests to prove the functional requirements such as phase and
frequency control of inverters for synchronization with range of adjustments, transfer
of static switches for condition of loss of square wave, overload and under-voltage
conditions shall be carried out.
6.7 Functional test of all controls and alarms for correct setting and operation.
6.9 ‘Type’, ‘Routine’ and optional tests covered under Clause 7.3 of IEC-146-4 shall be
conducted on the UPS system in addition to the system performance tests.
6.10 ‘Endurance test’ on static switches shall be performed for not less than 10 transfer /
re-transfer operations at full load.
6.11 Contractor / Subcontractor / Vendor shall arrange for all testing equipment. If the
tests show that certain requirements of this specification are not met, Contractor /
Subcontractor / Vendor shall make necessary corrections to the equipment so that it

6.12 The witnessing of the tests shall be at the discretion of the Employer / Owner’s
Engineer for which Contractor / Subcontractor / Vendor shall give well advance
notice to the Employer / Owner’s Engineer for conducting the tests.
6.13 The complete assembled UPS system shall be tested at rated load under relevant
ambient conditions for not less than 96 hours continuously.
The test reports shall be submitted for Employer / Owner’s Engineer’s review and
issue of Inspection release note, prior to dispatch.
7.1 Contractor / Subcontractor / Vendor shall recommend and furnish the list of
commissioning spares and spares for two years of normal and safe operation of the
offered equipment.
7.2 Contractor / Subcontractor / Vendor shall provide all special tools and tackles
required for the installation and maintenance of the UPS system. A list of special
tools and tackles shall be submitted with the quotation/offer.
8.1 Standard of packing shall be agreed with the Employer / Owner’s Engineer prior to
delivery.
8.2 The equipment shall be properly wrapped with polythene sheets to prevent damage
to the finish and properly packed in wooden crates provided with skids.

8.3 Crated contents shall be hermetically sealed and sufficient moisture absorbent
material shall be included to last for at least six months.
9.0 MISCELLANEOUS
9.1 Contractor / Subcontractor / Vendor shall furnish completely filled data sheets along
with bid documents.
9.3 If specified in the data sheet, erection, testing and commissioning of the UPS system
shall form a part of this contract.
