Electrical Safety Requirement.

 Approved MS and RA for electrical activity,


 Competent certificate for electrician,
 SLD with ELCB
 LOTO system,
 Electrician details photo with emergency contact no on DB
 Site cable management
 Electrical key management (Authorised person)
 Insulated ladder and hand tools to be used for electrical
 Inspect all the tools and equipment’s and provide inspection tag with colour code.
 Checks industrial sockets and extension wire with colour code.
 Provided fire extinguisher with dry chemical and co2.
 Mandatory electrical PPE such as rubber hand gloves.

Lifting safety requirement


 Approved MS and RA for lifting activity
 PTW with lifting plan
 Ground should be stable and firm level
 Outriggers fully extended and provide steel plates,
 Third party certification for lifting crew.
 LG third party certification
 SWL and Identification no for the LG.
 LG with colour code
 Proper communication between operator and rigger (Radio device, whistle)
 Provide tag line for the load to control the load.
 Do not stand under the suspended load
 Provide the barricading around the lifting zone for unauthorised entry.

 Valid Vehicle registration card
 Third party fitness certificate
 Insurance documents
 Maintenance and service record
 Operation manual by manufacture

 Valid driving licence

 DHA medical fitness certificate
Scaffold work at height safety requirements

1. Define Hazard and Risk


Hazard: A condition/event that has potential to cause harm, damage, injury
and ill-health.
Risk: Combination of likelihood and severity (Of damage that may happen)
2. What do you think as Major Hazards in DEWA Substation?

 Regular Site Inspections/Checks to ensure it is a hazard-free environment.

 Check and ensure that that all tools and equipment are adequate and safe for

 Identify unsafe conditions/Acts at site and recommend corrective actions to
prevent further.
 Conduct Tool Box and Other HSE related Trainings and carry out emergency
mock drills.
 Conducts investigations of all accidents and near-misses that taken place at
site.
 Compile incident Reports and report to concerned authorities,
 Conducts job hazard analyses, Risk Assessment for all activities at site,

8. Legal Requirements followed at DEWA Substation sites
Yes, following DEWA SP-06, SA 8000, DM construction code of safety
practices, Nakheel and Trakhees guideline procedures and regulation.
9. How will you report Accident / Incident?
-Refer DEWA accident /incident reporting system/procedures, I have no idea
how they reporting. Formal reporting and Verbal reporting.

10. How hard it is to Implement DEWA Regulations at Site?


Can be implement easily as our organization from management down to
worker level all are fully aware of DEWA HSE requirement and have
commitment to implement same at site So, we do have adequate support
from top management and every single person in our organization feel
responsible hence, would not be any problem of implement DEWA regulation.

11. How will you monitor your Sub contractors?


Through regular Site Checks/inspections and internal Audits
12. Any recent Near miss or Unsafe Activities happened at site.
Tell one example if you could observe something at site. EX. Steel rod being
use for safety barricading without Capping
13. How do you rate JEP In terms of Safety??
Yep it is good… being in company last one month I could say it is good as HSE
dept. getting adequate support from management. However, am still new to
company so, still to observe but yes they are fully committed to improve
company HSE management system.
14. Monthly KPI reporting and How to calculate Manpower and Man-hours?
Refer previous Monthly HSE statistics reports and study.
15. What are the Necessary Traffic managements arrangements and control
measures have been taken at Site level when site it is near to Residential areas
and exposed to public access?
 Designated Safe Access/egress for pedestrian crossing as well as public
vehicle movement, adequate fence, Warning/Info. Safety , direction
signs(Reflective) and adequate lighting around hazards, Securing
equipment’s, covering manholes, banks man’s/traffic controller for
portable moving equipment’s, Identification of emergency escape
routes etc.
16. Risk Assessment for Public Hazards
Refer HSE plan as they might have covered this if the construction site near
public roads/residents or else note down the control measures for below
hazards.
These are the Specific hazards within the construction site that should be
considered include, but are not limited to:
Falling hazard, slips/trips, open excavations  Man holes and openings  falls
from height  welding flash  machinery and vehicles movement  dust 
access to hazardous substances, flammable materials, plant and equipment
when unattended  operation of or exposure to equipment such as mobile
plant, nail guns, lasers  disposal of construction site waste (i.e. hazardous
substances containers, asbestos cement). Every day prior to the completion of
work, construction sites are to be made safe by means such as:  backfilling
excavations  bunting/fencing/signage of boring pits, open excavations and
similar structures  securing of plant and materials  warning signs  locking of
access gates (fenced construction sites)  the presence of a security guard
where necessary.
17. Separate Risk Assessment on Worker’s Illness or Ill health
Refer Project HSE plan RA they might have considered.
18. Control Measures for environmental hazards such as
1. Dust (pouring water on dusty area around site regularly
to control/minimize dust)
2. Oil Spillage (Maintain catchment/ drip trey underneath of
all fuel contain machinery/equipment’s,
3. Noise (Avoid using mechanical equipment/machinery if
possible instead do manual handling of task , Use of less
noise generated machines/equipment’s , Preventive
maintenance of all moving machinery/equipment’s,
removing/replacing damaged equipment’s from site etc.)

48. Explain emergency procedures in case of fire accidents at site/live substation. Ans: 1)
Activate fire alarm pull station, if available. 2) Shut off equipment’s and alert
others. 3) Leave the building immediately. 4) Try to put the fire out with available
firefighting equipment if it is safe to do so. 5) If the fire is too large to handle call
emergency service. 6) Assembly at designated FIRE ASSEMBLY POINT. Account for

53. What is the difference between consultant and contractor? Ans: Contractors are
responsible to monitor the work of their sub con. Consultant and contractors shall
be responsible to hold regular site H&S meetings and maintain the records
appropriately.
