1 GENERAL PRESCRIPTIONS

1.1 Objective
This specification establishes the conditions for quality of execution, verification and acceptance of
work covered by the project.

Quality control check will be done according to the valid prescription requirements, ”Standard for the
quality inspection and acceptance of structure works and related facilities” – indicative C56-85. The
scope of the quality verification is to examine how the project requirements are accomplished, as well
the technical specifications in valid during the project execution.

The norms list contained in the specification will be updated by the contractor (builder) with new or
revised standards that will appear until and during the project execution.

The designer can add or make changes to the content of this specification throughout the execution,
which will become mandatory after taking notice by the contractor and customer.

The performer is required to take organizational measures for implementing the required quality
requirements in terms of project execution, ensuring compliance with the provisions included in this
Tender book and also for all the valid standards, norms and technical instructions that are related to
the project execution.

This Tender book does not replace the provisions of valid regulations, but it completes here
provisions and specifies certain details and how to interpret them.

The fulfill of the valid regulation provisions and the Tender book is mandatory and is the base for the
intermediate and final acceptance for a part or for the whole project.

The builder (contractor) will instruct all working staff, at the production factory and on the site,
regarding the project, regulations and technical instructions and of the present Tender book, so that
each of those who contribute to the project to know perfectly their tasks and duties in compliance with
the technical quality conditions of this project.

In order to ensure quality of the project, the supplier can complete this Tender book with other
provisions that he considers necessary for building/making the constitutive elements, subassemblies
and assemblies at the factory and mounted on the site.

1.2 Initial steps


The beneficiary will supervise the execution of project through a site superintendent certified by
accreditation committee of the Ministry of Regional Development and Tourism (MDRT).

The contractor (builder) will appoint a technical officer for building quality certified by the law, which
will be responsible for the proper quality level of the project performance requirements.

After the receipt of technical documentation, the contractor (builder) will provide knowledge of the
project to all the factors that compete for work performance.

The control and acceptance program for the determinant phases of the project is attached to the
technical documentation. The program will also indicate which factors should participate in the
mentioned different stages.

At the structure site is necessary to find: complete documentation of execution, the register records of
the hidden works, records of site communications, the main rules governing the execution and
technology.

If operations that are not covered by technical regulations legally approved are approached, the
supplier/producer of the materials or parts will prepare a specification of the sequence of
technological steps and special requirements.

NOTE:

All standards, norms and procedures specified in the list of technical regulations in force under the
Decision no. 48834 EC/24.06.2011 by the Ministry of Regional Development and Tourism (MDRT) will
be applied, valid at the date of preparing the documentation. In the situation in which during the
execution of the project changes will be made to the technical regulation list the new regulation will be
used.

2 MARKING

2.1 General specification


For marking works the following will be kept:

NE 012/2-2010 Standard for the production and execution of concrete, reinforced concrete and
prestressed concrete.Part 2: Concrete works execution

STAS9824/1-75 Marking on the field of civil , industrial and agricultural constructions

C 83-75 Tutor on the marks execution of details in constructions.

2.2 Marking the location of construction


Marking the location of the buildings aims to determine the contour and/or it’s main axes.The location
of the construction is badged with planimetric and altimetric landmarks, and must be such that the
point of reference throughout the respective constructions ,serving to transfer shares in plan and
vertically at all it’s leveles.

This will be realized acooding with STAS9824/1-75.

2.3 Detail marking


Before starting the detail marking must be checked on receipt documents to trace the location , the
minutes and directly handover to spot landmarks that secure accounts and/or the principal axes of the
building(reference lines) and level marks.Verification refers also to the correspondence between the
rates of land(plan) ant the project.

Detail marking is based on projects in relation to landmarks points and level with the draw
materialized on the ground for the location of the building.

Detail marking for formworks and the marking for installing precast , reffers mainly to the following
categories of assets:

- earthmoving marking for foundations without formworks;


- marking the position of formworks for continue and isolated foundations
- marking the position of formworks for precast horizontal elements and checking their hight
position;
- marking levels for formworks of precast elements;

The marking for elements that repeat vertically ( for example , succesive floors of a building) or
horizontaly (for example , strings of columns ) , will be for each one , as the basic reference points not
to the precedent element.

In cases where deviations between successive elements are found( one existing and one which is
made marking) higher than allowable , it let you know the designer to determine how to deal with
non-compliance.

For marking will use appropriate equipment for field use and precision.

Equipment precision will be a class higher than the required for marking tolerances.

Detail marking will be made according with: C 83-75 and NE 012/2-2010.

2.4 Tolerances
Marking settlement tolerances according to STAS 9824/1-75 are the following:

Detail marking tolerances should be a class lower than for those items after execution of
installation.Marking tolerances of concrete elements are presented in Appendix C of NE 012/2-2010.

2.5 Marking work reception


Acceptance of the detail marking consists in work recording by the minutes of the reception quality on
stage , which must include at least the following:

- Identification and position coordinates and benchmarks materialized on the ground level with
the location mark of the building which led to the detail marking;
- Equipment used to perform detailed marking and , where appropiate, procedures used ( type
and name of equipment accuracy and the documentation of metrological control, procedure
codes, etc.);
- Way of seeing the marking made;
- delivery and reception betweent the performer of the detail marking and subsequent work
performer( formworks and assmbling precasted), parts of plotting evidenced made;
- executor obligation to intervene where noncompliance appear on the detail marking of
subsequent work performance;

3 EXCAVATION AND SUPPORT

3.1 Genereal specification


GE 026-97 „Guide for the puddling execution in horizontal and inclined plan ”

C169-88 „Standard for the execution of earthworks ,for the achievement of the foundations
of civil and industrial buildings.”

STAS 2914-84 „Road works . Earthworks. General technical requirements for quality”.

STAS 9850-89 „Land improvement works.Checking earthworks compaction”

3.2 Specification about the enforcement of excavation and support


Excavations and embankment work will be carried out in full compliance with the plan of
excavation.with this tender book and with the geotechnical study attached to this documentation, also
with the technical regulations.

Topsoil,depth of about 40cm will be removed from the entire area of future construction before
excavation for foundations.Topsoil can be stored for reuse,but it will be stored separately from other
materials.Maximum transporting distance is 60m.Topsoil shall not be used as filler(in the
embankment).

The excavation will start from the bottom edge of the upper elevation earth,with permanent monitoring
of adjacent buildings and support system.The excavation will be done according to the dimensions,
levels and profiles indicated in the plans.Before starting work, must be checked the marking on the
ground.

On reaching the foundation levels from the project , before concreting the equalization, will performe
to identify the nature of the soil under determinante phase control program attached to this
documentation, in the presence of geotehnician engineer, designer engineer ,representative of the
beneficiary, the executor.In the event that differences will arise from the project , they will be recorded
in the minutes of the reception of the soil nature, and the comitee will decide how the work will
continue.The works will be resumed only after the notification in writing of the changes to the project
by the designer egineer or geotehnician engineer.

Excavation to a depth of 1,50 m can manually run without support, or at angle of slope of 2/1, to
greater depths (see Geotechnical study attached).

Excavating the highest vertical slope of 1,50m is necessary to provide support works slopes.Support
work will be sized according to the amount of active pushing the earth(natural land and overload the
(natural ground level, taking into account the horizontal and vertical pressure transimitted by
neighboring buildings) in static and dynamic conditions.Vertical slope must be covered with PVC film
and protected with plywood OSB type to conserve natural wetness.

Mechanized excavation stops at 20cm from the final elevation.Next 15cm must be digged
manualy.The foundation soil is compacted under the project , to obtain the degree of compactation of
98%.In this case the leveling concrete must be thicker than 5cm.If necessary , the compactation can
be done with ballast or can choose increasing concrete leveling.Excavation works will be executed on
short and sunny time.In case of interruption of work shall take measure to prevent entry water into the
building area( plate basement execution, channel water installations, drains, filling perimeter and
sidewalks).

Also on-site stormwater will be directed outward, and what will be accumulated in the feet of the
foundation will be evacuated immediately.It recommends gravitational rainwater leakage outside the
excavated area (for keeping the foundation soil land even if it’s nature will allow natural drainage)
operation will be accompanied by the provision of ancillary works(canals, ditches) by precluding the
direct inflow of water within the excavation.If it detects other water sources and losses of neighboring
networks , underground springs ,will stop work and shall notify the designer engineer to take the
necessary measures.Land on the slopes and the excavation will be protected from any
disturbance(mechanical or due to climatic factors).Also there are not allowed overloads greater than 2
kN/m2 over a distance of at least 2m from the edge of excavation( ie will not store materials and
equipment , not moving and no stationary machines).

Slopes condition will be monitored continuosly (inclination , degree of cracking).If it will be detected
cracks parallel to the slope , the works will stop immediate, the personnel and the equipment will be
immediate evacuated and the designer engineer will be announced.No excavation work shall be
performed during periods of freezing and/or rain.

Before beggining work the following steps are taken:

-Ensuring storm water runoff from the site

- Identification of possible airborne or ground and the unit holders to establish the conditions under
which this work can be performed safely;

-Tracing works;

-Organizing and supplying the working point with the necessary materials in a proportion of 50%;

During the execution of excavation is envisaged that:

-Do not jeopardize the safety of construction and existing facilities , visible or buried and execution of
works in the vecinity;

-To move with speed restriction of 5km/hr , limit sliding prism;

-Daily , before starting work and at the end of the day must be checked the state support land around
the excavation to take appropiate measures to prevent any subsidence and accident hazards.

Excavations runs with vertical walls without support , manually or mechanically ,with the following
conditions:

-The land is stable and natural moisture;

-The land is not cracked and is not exposed to vibration;

-Excavation is kept unopened and filling operations are performed on the same day;

-Excavation depth is relatively small, ie 10m in plastic and sands soil and 1.5 m in the land of hard
consistency;

When running mechanized excavation and filling draining technology implementation does not require
lowering workers digging under the conditions mentioned above , the depth can be increased to a
maximum of 2.0 m.

When excavation depth exceeds 1.0 or 1.5 m, excavation slope runs without support of up to 2.0m
deep or vertically with the walls supported in depth.

Excavations with vertical slope, in plastic and sands soil or hard soil, runs at the shelter of horizontal
supports based according with an execution project that adapts to actual conditions in the field.

The land affected by instability, difficult soil (loess, clay contractile ,etc.) at any depth , the support is
based on execution project with vertical cabinet frame(optionally piles), wich form a continous wall
and a waterlight manner.The piles are beaten (0.5...0.75m) in advance.

Digging earth store will be placed at least 1.0m from the wall of the excavation and the materials must
be disposed of at least 5.0m.The distances can be reduced to half digging drains for drainage, wich
usually have depths below 2.0m.In areeas where there are burried cables, pipelines, archaeological
land etc.the digging runs carefully with instructions in writing , tutorial unit installations , wich may
delegate supervision of the unit.

If it is discovered during construction excavation underground facilities, the work must be stopped
immediately and proceed to their identificitation and referral unit guardianship.Work can be resumed
only after the elimination of danger and supervision delegate guardianship unit.

Note:

Since the execution of the works is done inside the rafinery the following aspect must be
considered:

 Do not allow the existence of routes or utility installations below the foundation in the
area affected by the construction;

 It is recommended to execute prospected trenches perpendicular untill project


foundation level before the general excavation;

 The excavation is conditioned by emplacement delivery made by the beneficiary and


by the diversion of all overground and underground routes of installations or utilities.

4.1 General Specification


The following standards will be applied:

STAS 6054-77 Foundation ground. Maximum freezing depths.

NP112-2004 Norm for design direct foundation structures.

NE 012/1-2007 Norm for concrete making and execution of concrete, reinforced


concrete and prestressed concrete works – Part 1: Making
concrete

NE 012/2-2010 Standard for the production and execution of work in concrete,


reinforced and prestressed concrete - Part 2: The execution of the
Concrete

4.4 Technology
Preparing:

Foundations works will begin after the reception of the natural ground and the tracking of
the foundations.

The admitted deviation at these checks are:

 the position of the horizontal axis - 10 mm;

 the position of the elevations - 10 mm.

Formworks (according to Chapter - Formworks):

The formworks for foundations and its supports must be made in such a way to ensure
the following:

 the shape and dimensions that are specified in the technical documentation;

 to be tight so it will not allow leaks of the cement milk;

 to be stable and strong to resist against the loads that appear;

 to be provided with all the assembly parts;

 to reduce the adherence between the concrete and formwork.

The support of the formwork will be erected and fixed in a way that will not allow
deflections or deformations of the formwork while the concrete is casted.

It is necessary, before casting the concrete, to check the final position of the formworks.

The striking of the formworks will be made according with the specifications of standard
“NE 012/2-2010”.

The storage of the formworks will be done without its degradation or deformation (due to
moisture, dirt, rust or decay).

It is forbidden the storage of the formwork directly on the ground or the storage of other
materials on the formworks.

Reinforcements (according with Chapter Materials - Reinforcements):

The reinforcement will be erected at the position specified in the technical


documentation of the reinforcing details. Their position must be kept during the cast of
the concrete.

To ensure the right cover of concrete, it will be used spacers made by plastic

Before casting the concrete, it will be checked all the reinforcements from the point of
view of the numbers, the position, lengths, spacers.

Concrete (according with Chapter Materials - Concrete):

The foundations will be made according to the specifications from the chapter about
concrete works.

The foundations will be casted continuous, without stopping; in case that this
specification cannot be applied, the following steps will apply:

 the maximum admitted delay will be 1.5 – 2 hours (depends on the type of
cement used); if the delay is longer;

 if the delay is longer, it will be made a joint at a distance of 1.00 m from the edge
of the columns or from the intersection of the beams.

5 CONCRETE WORKS

5.1 General Specification


The following standards will be applied:

STAS 1799-81 Reinforced concrete and pre-stressed reinforced concrete


constructions. The type and the frequency of tests for materials
quality checks.

NE 012/2-2010 Standard for the production and execution of work in concrete,


reinforced and prestressed concrete - Part 2: The execution of the
Concrete.

C 28-83 Technical specifications for welding the reinforcement bars.

C 11-74 Technical specifications for using and making the formworks from
wood panels.

C 19-70 Technical specifications for using the cement at buildings.

C 130-78 Technical specifications for using the mortars and concrete by


guniting.

5.2 Component Elements

5.2.1 Specifications for making the reinforced concrete beam

The reinforced concrete beams will be casted in formworks made of wood panels,
metallic or mixed ones.

Formwork will be made according to the followings:

 the deflection of the formwork will be compensated;

 the elements of the formwork must have enough strength and stability to sustain
the pressure that comes from the green concrete.

The order for realizing the reinforcement of the girders is the following: tracking the
position of the ties on the formwork; placing the ties with the open side on top; placing
the longitudinal reinforcement bars and joining them with the ties; closing the ties.

According with the Technical Documentation.

5.4 Technology
The phases of the execution process for the reinforced concrete works, will be hidden
works, so the quality checking will be mentioned in ”accounts for proceeding” which will
be signed by the beneficiary’s and constructor’s delegacy. The “account for proceedings”
it is not valid if it is signed only by the constructor.

It is not allowed to proceed with the works before this document is signed and stamped.
In this documents will be mentioned all checks that were made, the results, and if it is
allowed to continue with the works.

It is mandatory to elaborate “accounts for proceedings” for the following phases of the
process:

 when the formworks are ready;

 when all the reinforcements are erected

 before starting and while concrete is casted;

 when striking.

The allowed deviations are:

 for the formwork

- length ±10 mm

- section’s dimensions ± 3 mm

- vertical’s angle dip ± 2 mm/m and 10 mm total

 for the reinforcement:

- distance between bars ± 5 mm

- concrete cover ± 3 mm

 for reinforcements lengths (total or partial):

- for bars shorter than 1 m 5 mm

- for bars between 1 and 10 m 20 mm

6 MATERIALS

6.1 Concrete

6.1.1 General Specification

According with chapter 5 Concrete works

6.1.2 General Information

The chapter contains provisions regarding:

 Quality technical conditions for concrete and it’s component materials;

 Concrete composition;

 Conditions for preparing, transport, cast-in work and further treatment of the
concrete;

 Quality check methodology of concrete and it’s component materials;

 Technical conditions and quality control for formwork and reinforcement.

6.1.3 Component Elements

MATERIALS USED FOR CONCRETE PREPARATION

CEMENT

For concrete preparation the following cement classes will be used:

 At temperatures -5...5°C, CEM II A-S 42.5R;

 At temperatures 5...25°C, CEM II A-S 32.5R;

 At temperatures >25°C, CEM III A 42.5 N-LH sau CEM II B-M (S-V) 42.5 N-LH.

Technical conditions for reception, delivery and control of cement shall conform to the
provisions of STAS 3011-83.

Change of cement type can be made only with the written notice of the designer.

During the transport from the manufacturer to the concrete plant, and the storage, the
cement should be protected from moisture and contamination with different materials
(soil, coal, organic substance, plaster, hydrated lime etc).

The constructor will make in his own laboratory the tests from table 1, point 1.

It’s forbidden the use of the cement in the concrete preparation that doesn’t meet the
conditions for setting of concrete and volume constant.

If the period between the delivery from the manufacturer and the use of the cement
exceeds 30 days, the cement will be used only if after 7 days at a new check the
mechanical resistances correspond to the standard conditions.

The constructor is forced to have a clear evidence of each introduced batch of cement,
also of the daily consumption.

AGGREGATES

At the concrete preparation will be used aggregate sorts: 0-3, 3-7, 7-16, 16-31 mm,
supplied from the nearest ballast-pit.

The aggregates will correspond to the technical conditions from STAS 1667-76, the
determination methods of the characteristics are from STAS 4606-80.

For the quantity delivered in one transport, the supplier is forced to send the quality
certificate along with the sending document.

MIXING WATER

The water used for preparing the concrete will be water from the potable system. If its
used water from other sources it should correspond to the quality conditions from STAS
790-82.

ADDITIVES

Additives like water reducer and plasticizer will be used for the exposed elements in
intense and very intense aggression conform to NE 012-1-2007.

CHLORIDE CONTENT

Concrete with a maximum content of 0.20% of chloride will be used.

The concrete used for elements of foundation, girdle and columns, will have the classes
specified in the project.

Green concrete must have in site the following properties:

 Workability

L3/L4 (settlement of 8…12cm) or L3 (settlement of 6 ± 2cm) for concrete prepared with


plasticizer admixture. The checks will be made according table no.6.

 Temperature

The maximum temperature will be of +25 0C. The checks will be made according table
no.6.

6.1.5 Technology

6.1.5.1 Concrete preparation and transport

The concrete plant must be certified conform to the Normative C 140-86 and for this
case the constructor is forced to the measures.

The proportioning of materials component of the concrete will be done gravimetric, with
admitting the following deviations:

 Cement ±2%;

 Aggregates ±3%;

 Water ±1%;

 Admixtures ±5%.

Proportion of admixtures will be made using proper batchers that allow more accurate
measurement of the admixture solution quantity settled in the concrete mixing ratio.

The constructor has to take the required methods for proper admixture’s preparation and
proportioning by taking into account the fact that deviations more in extra or minus then
the provided ones can have a bad influence on the concrete’s quality.

6.1.5.2 Preparation conditions on cold weather

On cold weather special measures for the preparation of the concrete have to be taken
by the constructor, under the specified minimum temperature.

These measures are: removing the ice and the aggregates balls, covering with
tarpaulins the aggregates and heating them using steam or blown-in air through pipes,
using worm water etc.

The aggregates will not be heated at a temperature higher than 600C.

If at the preparation of the concrete its used water with a temperature higher than 40 0C,
the direct contact of water and cement will be avoided. In this case, first the water will
mix with the aggregates and only after the temperature of the mixture will decrease
under 400C the cement will be added.

6.1.5.3 Preparation conditions on hot weather

On hot weather special measures for the preparation of the concrete have to be taken by
the constructor, under the specified maximum temperature.

These measures are: spraying the storage of aggregates with cold water, protecting the
storage of aggregates and the water tanks against direct action of the sun, warm and dry
wind, using cold water for concrete preparation, concrete preparation when the air
temperature is lower or at night.
CONCRETE TRANSPORT

Transport of the concrete from the plant to the site will be made with auto-agitator or
tipper with tight clamshell.

The local transport of the concrete will be done using concrete pumps, clamshell,
troughs, carts etc.

Each concrete transport will have attached a transport bill where the following data will
be mentioned:

 bill number and date;

 concrete mixer;

 concrete type and volume (m3);

 destination of the concrete;

 time of departure from the concrete plant;

 time of arrival in site;

 time of unloading start and finish.

Information regarding the concrete plant will be filled by the chief plant, and information
from site will be filled by the work leader.

The transport bill will be duplicate, one will remain on site and the other one will be
returned to the concrete plant.

Transport duration will be considered from the moment the unload starts until it finishes,
and it will not overcome:

 45 minutes, when the environment temperature is higher than 300C

 60 minutes, when the environment temperature is between 15-300C

 90 minutes, when the environment temperature is lower than 150C

The constructor will take measures for in time of transport the concrete quality will not
change (loss or segregation of concrete milk in case of transport using tippers, added
water, in case of transport using auto-agitators).

The constructor will ensure the best conditions for the concrete transport in time of works
developed on cold or hot weather, by taking the safety measures for conservation the
quality of green concrete.

6.1.5.4 Concrete pouring

6.1.5.4.1 General specification regarding concreting


Before start concreting each element, the following will be checked:

 Elevation levels and cleaning state of the formwork surface used for the concrete
element done before;

 Proper level of formwork in plan as in level with the ones specified in the project,
formwork’s verticality, existing measures for maintaining the shape, ensure
tightening and fixing of formwork with sustaining elements.

 The resistance and stability of sustaining elements, the correct bearing and fixing
of the sustaining and other striking devices;

 Correct placement of reinforcement and proper bar diameters and their number
as the ones in the project, solidarity of reinforcement, sufficient number of
distance-pieces etc;

 Correct operation of preparing, transport and cast-in equipment;

 Ensure technical and organizational conditions on all phases of the preparation


process, transport, cast in and further treatment of the concrete.

If there are identified any mismatches from the project or the requirements for starting
the concrete pouring are not ensured, then proper measures will be applied.

After the checks are finished the constructor shall fill in the “Inspection report for
checking the concreting requirements”.

The concreting will be leaded by the chief of work. He will be present on the site at the
cast-in place and he will supervise the develop of works by taking any repairing
measures for mismatches that will be added in the “Inspection report for concreting” of
the element or elements made.

The concrete must be poured as soon as possible after its brought on the site, the cast-
in will be done with no interruption between the pouring joints.

Concrete pouring will be done in uniform horizontal layers, with max.30cm thickness.
The height from where the concrete is dropped will not be bigger than 1m when its
poured using the pump and 1.5m when other equipment is used.

The maximum admitted time between pouring two consequent layers will be appreciated
depending the concrete composition, environment conditions and element dimensions,
so that the new concrete layer can be vibrated along with the previous poured layer.

If the constructor believes that, from different reasons, the pouring cannot be done in the
proper time for ensuring the element’s continuity, then for concrete preparation, beside
used admixtures, will be used a delayer admixture (hexamethanphosphate, sodium).

Although the concrete poured in the previous layer has been strengthened or because of
high important reasons, the pouring is impossible, the surface of the concrete will be
considered a pouring joint and: clean the not compacted concrete, the cement milk, and
it will be created a rough surface that before repeating the pouring process will be blown
with compressed air and washed.

When pouring the concrete it will be carefully watched the complete including of the
reinforcement in the concrete and the right realization of the cover layer’s thickness.
Where the reinforcement is frequent, the complete filling with concrete and compaction
will be made with special care, and where its the case, there will be created access
possibilities from a side for the green concrete through spaces that allow also the use of
the vibrator or the metallic rods for concrete beating-up.

It will be avoided the reinforcement’s strain or displacement from the position specified in
the project, and its forbidden for the workers to walk on it.

The compaction of the concrete poured in elements will be done with vibration, during
this operation the constructor will take the following measure:

 Personal training regarding the vibration technique, and the correct realization of
this operation’s importance;

 Proper equipment for vibration for the workers and sufficient number of vibrators.

At concrete vibration will be considerate the following rules:

 the vibrator will be vertical positioned, entering the base layer on a approximately
10…15cm depth;

 pulling out the vibrator will be very slowly done, avoiding forming air gaps in the
extract points;

 optimum time of vibration from technical and economical point of view is between
5…30 sec, depending the concrete workability, element’s dimensions and the
reinforcement extent, also the type of vibrator that was used.

The vibration is finished when the following signs are seen:

 the concrete settlement has stopped;

 concrete surface becomes horizontal and lightly glossy;

 no more air bubbles appear on the concrete surface and their diameter reduces;

 cement milk or water at formwork’s jointing appear.

6.1.5.4.2 Concrete pouring on cold weather


When air temperature is lower or equal with +5 0C, or it may exist the possibility that in 24
hours to be lower than this limit, then its recommended that the concrete temperature to
be around the maximum specified value and taking into account the necessary
measures for cleaning the concreting surface from snow and ice.

Its forbidden the use of calcium chloride as defrosting agent.

If the temperature of the surface that will be covered with concrete is lower than +5 0C,
the concrete pouring will not start.

6.1.5.4.3 Concrete pouring on hot weather


When concrete pouring on hot weather, the constructor will take the necessary
measures regarding the admitted maximum temperature and the proper protection of the
concrete against the effect of quickly water evaporation.

Its recommended to pour the concrete during nighttime.

6.1.5.4.4 Concrete treatment after pouring


 In normal temperature conditions

For assuring favorable strengthening conditions, the concrete will be permanently kept
wet for 7 days, by permanent spraying, or by concrete covering surface with tarpaulins,
mats, sackcloth etc, kept permanently wet.

During time with hot weather, the concrete treatment will be done minimum 14 days after
casting.

 In cold weather conditions

Protection measures on cold weather will be taken when the environment temperature
(taken at 8 am.) is lower than +50C.

Concrete protection will ensure beside the normal strengthening conditions also:

 a minimum resistance of 50 daN/cmp enough to avoid damage by the freeze and


defrost action;

 avoiding cracks caused by contraction by sudden cooling of the superficial


concrete layer;

 concrete protection on the free sides will be done with mats or other thermal
insulator applied on a polyethylene sheet;

 protection removing and striking will be done progressive depending the


measured temperature, complete removing will be done only when the
temperature difference between the concrete surface and environment is lower
than 110C.

6.1.5.5 Striking

If its not different specified in the project, minimum striking deadlines will be the ones
specified in Code NE 012-99, tables no.14.1, 6.2 and 14.3.

 the process will be supervised directly by the work leader, in case of any
observed pouring imperfections (gaps, segregated area) that can have effect on

the element bearing capacity, the sustaining element’s striking will be stopped
until remedial measures will be applied;

 the formwork sustaining system will be loosen starting from the central zone of
the element openings and continuing symmetrical to the supports;

 setting the assembling parts will be gradually done, with no shocks;

 Striking will be done so that sudden load overtaking by the elements, broken
concrete edges or damaged formwork and sustaining material are avoided.

6.1.5.6 Imperfection remedial

Right away after striking will be examined the concrete and signaled the areas with
inappropriate concrete ( not compacted segregated concrete, gaps, not allowed pouring
joint etc). In the same time the followings will be checked: position of passing gaps,
position of the reinforcement that will be embedded in further casted elements. All the
findings will be written in the “Account for proceedings of hidden works”.

Remedial solutions of the imperfections will be settled with the consent of the designer
depending the type of imperfection, by following Normative C149-87:

 Surface imperfections remedial (segregations or not compacted concrete areas)


will be done by guniting conform point C.3;

 Concrete zone with gaps or not allowed concreting joints will be remedied by
pouring concrete in the damaged places conform point C4.

At imperfection remedial by guniting the following rules will be applied:

 Not compacted or segregated concrete areas will be removed until it reaches the
“healthy” concrete layer, the reinforcement will be cleaned, compressed air will
be blown and it will be washed with pressured water. Washing the areas on
which the guniting will be applied will be done with 1-2 hours before the guniting
operation that will be done only after sammying of the surface;

 At mixture preparation of guniting will be used cement Hz35 and sand 0-3mm in
ratio of ½, the water quantity will be settled by the constructor depending the
needed consistency at cast-in.

 Guniting application will be done in successively layers until the remedial zone is
reached;

 Surface finishing will be made at 30-45min. after guniting, first using the trowel
and reglet for removing the excess concrete then by smoothing with a metallic

 For the workability:

- if the admitted superior value of the compaction is exceeded, the concrete will
not be used immediately, but after a while.

- if at a new checking, the compaction’s value is in the admitted boundaries,

- if the concrete’s compaction is lower than the admitted value, the workability
can be improved by adding plasticizer additive in the same time with the
concrete agitating with high speed.

 For the temperature:

- its admitted to exceed the maximum values with 2ºC, but only for one single
transport, or in very special cases for 4 consequently transports, in this time,
it will be taken the right measures for correcting the temperature of the
concrete.

6.1.7.2 Quality control of the hardened concrete

The quality checking of the hardened concrete (compressive strength and degree of
water tightness) will be made on samples in the laboratory, the keeping and the checks
will be made according to STAS 3519-76.

The samples means at least 3 concrete cubes with the side length of 15 cm.

The samples will be taken with the frequency specified in table no. 7

The evaluation of the quality of the concrete prepared and delivered, will be made
according with the specifications of the standard NE 012-2007, annex X.6, based on the
obtained results regarding the compressive strength, at the age of 28 days, made for
each kind of concrete, on samples kept in special condition.

In case that for one kind of concrete, its characteristics are not fulfilled, it will be re-
examined the composition based the quality of the materials and tuning the
technological procedure for preparing the concrete.

The concrete is considered proper from the point of view of the behaviour of the water
tightness if, after the checks at the specified pressure, the water cannot get in the
sample more than 10 cm.

The laboratory of the construction company will make a daily detailed log of the results
of the checks for each kind of concrete, to easily identify from a sample the concrete
from that element.

6.2.2 General Information

The formworks can be realized by wood or products based on wood, steel or mixed
formworks. The materials used must ensure a proper concrete surface.

Choosing the formwork will be made regarding the type of the element, the dimensions
and the concrete casting technology.

6.2.3 Component Elements

The formworks and their holdings will fulfill the following conditions:

 to ensure the designed shapes and dimensions;

 to be stable and resistant under the load which appear in the construction

6.2.5 Technology

6.2.5.1 The Formwork’s Lubrification

For reducing the closure between the concrete and formwork, they will be lubricated on
faces that are in direct contact with the concrete, before each using, with special striking
solution. This substance must not stain the concrete elements, will not affect the
formwork and must not change its properties during the casting of the concrete or due to
the climatic conditions.

6.2.5.2 The Storage

The storage of the formworks will be done without its degradation or deformation (due to
humidity, dirt, rust or decay). It is forbidden the storage of the formwork directly on the
ground or the storage of other materials on the formworks.

6.2.5.3 Erection Specifications

It is forbidden to connect the formwork to the reinforcement.

It will be used only tension member, steel bars or proper rods.

The links of the formworks will not let spaces or holes that may require additional repairs
of the reinforced concrete surface and will not lead to the concrete degradation.

It is recommended that after the remove of the formwork, no temporary steel element
should remain embedded in concrete at a distance smaller than 5 cm from the surface of
the concrete.

The support of the formwork will be erected and fixed in a way that will not allow
deflections or deformations of the formwork while the concrete is casted.

At column’s formwork it will be provided casting windows at distances of maximum


1.50m in case that the concrete will not be casted using pumps and pail with flexible pipe
that will allow to dump the concrete from a distance of maximum 1,00 m.

6.2.5.4 Tolerances

The formwork panels and the metallic parts for assembly will be in a good condition that
will allow the exact dimensions, shapes and position of the concrete elements.

The deviations and tolerances that are allowed are:

 deviations of the panel’s dimensions:

6.3.4 Technology

6.3.4.1 Delivery

Delivery of the reinforcement will be made according to the standards and must contain
the quality certificate issued by the producer. If the product is delivered by a local
supplier, they must provide a copy of the quality certificate of the entire lot of
reinforcement.

6.3.4.2 Storage

Reinforcement bars will be stored separately, by diameter and the following specification
will be followed:

 avoiding the conditions that favors the rust of the steel

 avoiding the contact with dirt or other materials;

 it will be ensure a easier way to recognize each type of reinforcement.

6.3.4.3 Shaping

Before the shaping of the reinforcement, the bars must be straight and cleaned of dirt,
oil, paint or other impurities.

The shaping of the bars, making the reinforcement frame or reinforcement mesh will be
made according with the technical documentation.

The cut and shaped bars will be stored in labeled packages so they will not be confused
and they will be kept clean until erection.

The reinforcement bending will be made slow, with no sudden moves.

If it’s used bending machines with 2 speeds, it is not recommended to bend the profiling
bars at high speed.

The designer will be noticed if the bars are cracking or breaking when they are bent.

6.3.4.4 Erecting

The reinforcement will be erected at the position specified in the technical


documentation of the reinforcing details. Their position must be kept during the cast of
the concrete.

To ensure the right cover of concrete, it will be used spacers made by plastic. It is
forbidden to use spacers made with other reinforcement bars.

It will be provided at least one spacer at each 1m of girder or column.

If it’s not specified in the technical documentation the reinforcements will be tied with 2
steel wires with 1.5 mm in diameter (STAS 889-76).

6.3.4.5 Joining of the reinforcement bars

The joining of the bars will be made by superposition them according to the specification
of the technical documentation.

It will be used the specification for joining the bars that is mentioned in standard NE
012/2-2010 - Standard for the production and execution of work in concrete,
reinforced and prestressed concrete - Part 2: The execution of the Concrete.

6.3.4.6 Tolerances

The following specifications will be fulfill at shaping and erecting the reinforcement bars:

 the difference between the length specified in the technical documentation and
the cut length (if the length of the bars is greater than 10 m) is ±25 mm;

 the difference between the superposition length specified in the technical


documentation and the existing is ±3 d;

 the placing of the superposition 50 mm

 the distance between the bars axis ±5 mm;

 the thickness of the concrete cover ±3 mm.

6.3.4.7 Concrete cover

The concrete cover it is measured from the face of the concrete to the face of the
longitudinal reinforcement.

The thickness of the concrete cover, will be 5 cm – for all elements.

At the designer or owner request, or when there is any doubt regarding the quality of the
reinforcement, mechanical checks will be made according to standard STAS 6605-78.

- Degradations or deformations beyond the admitted limits from STAS 438/3-89;

- Edges where the not-welded joints of the last transversal bars are in bigger number
than 5% of the total number of joints;

- Edges where exist more than two adjacent not-welded joints.

 To ensure the correct position of the meshes when the concrete is poured, by following
the thickness of concrete layers from the technical documentation. For this, a number of
spacers will be provided, taking into account the position, diameter and distance between the
bars.

The bars of the mesh will be cut where are holes for the pipes that pass through the slab and
the edges of the holes will be additional reinforced with PC52 bars, that are fixed by welding
or tied with wire on the slab’s reinforcement bars.

The storage of the meshes will be on site in special and marked spaces, on horizontal and dry
places, not directly on the ground to avoid getting dirty or corrode.

The arrangement of the meshes will be done in horizontal stacks and vertical only in special
cases.

The transport and handling will be made with special machines and devices to avoid
deformation and degradation.

7 FILLS AND EMBANKMENTS

7.1 General specification


At fills and embankments the follwing will be respected:

SR662-2002 Road works. Natural Aggregates quarry. Technical quality requirements.

GE 026-97 Guidlines for the implementation of horizontal compaction and slope.

C169-88 Standard for the execution of earthwork fo laying the foundation for civil and
industrial constructions.

STAS 2914-84 Road works. Excavation. General technical requirements for quality.

STAS 9850-89 Land improvement works. Checking embankment compaction.

7.2 Materials
Ballast fillings are made of continuous curve with maximum particle size of 63mm. Ballast must come
form rock stable , unalterable in air, water or frozen must not contain foreign bodies ( lumps of earth ,
coal , wood, crop residues) or altered items.

Ballast must meet the qualitative characteristics specified in SR 662, pct. 2.3.4.2.

Optimal ballast may be achieved by mixing sorts 0-8, 8-16, 16-25, 25-63, or directly from ballast if it
meets the above conditions.

Supply filler will be made only after complete laboratory tests to check whether units meet the
requirements of these specifications, current regulations and only after the approval of the project
supervisor.

The executor shall keep records of quality materials in the form of certificates of quality issued by the
provider .

If the ballast is to be used in a number of sources, supply and storage will be such as to avoid mixing
materials supplied from different sources.

Compaction required ballast water may have come from the public or from other sources , but in this
case should not contain any particulate matter.

Quality materials control is done by the executor through his laboratory in accordance with STAS
4606-80.

7.3 Determination of compaction characteristics of ballast


Optimum compactation characteristics ballast (γdu,max PM, dry volume weight, maximum expressed
and wopt PM, optimum compaction moisture) is determined by a specialized laboratory before work
execution.

7.4 Ballast placement


Ballast placement and it’s compaction will be done acoording with C169-88 și GE026-97.

Ballast will be litter layers and compacted to achieve 95% compaction degree and a minimum volume
weight on each layer γd= 21,5 kN/mc.

Given the characteristics of the site is recommended vibratory compaction plate.

7.5 Ballast compaction quality and control


The minimum compaction degree of each layer of filler will be 95%, while the linear deformation
modulus Ev2 will be at least 40 MPa, it being important that the ratio of the Ev2 and Ev1, must be less
or equal than 2,3. Two tests will be executed on a foundation, for exch 50cm thickness of backfill
realized.

Furthermore, considering the specific of working, on the backfill at the foundation level will be realized
tests to provide dynamic parameters of the soil (shear moduluis, Poisson coefficient), one test on
each foundation. The tests can be SDMT, SRS, SRT or MASW. It will be realized a test on each
foundation and the results will be send to the designer in order to approve the carry on the
execution.

Throughout the fillings work will be pursued and consemnate in writing and state that the quality of

8 STRUCTURE MAINTENANCE
During operation, the client will ensure that the structure elements will not be loaded beyond the limit
values prescribed in the project.

Industrial dirt will be removed at regular intervals so that they do not exceed limits. Removal of dust
deposits will be made under an established program for that purpose by the client.

Periodically technical review will be done to check the state of the building. After events of exceptional
character (earthquakes, fires, explosions, damage caused by operation process, etc.) checking of the
structure technical condition is mandatory.

Steel surface coating system for corrosion protection maintenance of will be made in accordance with

9 QUALITY CONTROL OF WORKS


The quality control of works will be carried out in accordance with the provisions of the control
program and technical specifications attached to the project.

The quality control and their reception will be in accordance with:

- Law nr.10/1995 Construction quality;


- HG nr. 273/1994 Reception of construction works and appliances;
- Norm C 56/2002 on quality control and reception of construction works and appliances.

Materials needed to achieve the designed solutions can be used only after obtaining technical
approval documents, certificates of conformity. Works contractor will be responsible for any checks,
inspections, certificates or other documents relating to quality of materials used.

Contractor shall appoint a certified technical manager who will directly and permanently overlook the
construction works.

Contractor will implement all quality control measures of works at no additional cost.

12 FINAL PROVISIONS
During the execution of works all documents necessary for compiling the building book will be stored,
namely: the project that led to the execution, the on site provision issued during execution of works,
official reports of quality reception and hidden works made during execution and quality certificates of
materials used, testing bulletins, etc.

Any necessary correction works will be executed only with the approval or support of the designer.

Materials will be stored in minimum quantities and only after consulting with project supervisor. A
minimum number of containers will be installed, only the strictly necessary. Only containers and
similar mobile containers may be used. The use of wooden structures, tents, etc. is prohibited for
safety reasons.

Contractor shall inform in his offer of estimated space need for site organization. No changes to the
site organization can be done without the prior written consent of OMV-Petrom.

Gravel and other filling materials used for substructure must be approved by the beneficiary or his
representative before the installation or before excavation begins.

External channels will be covered with steel sheets during construction.

Contractor shall adjust the work program of work site to the required schedule. The normal duration of
working time on site is Monday to Friday from 7.00h to 20.00h.

Only personnel with work experience in refineries or specifically trained for this can be used in the
construction works inside Petrobrazi refinery.

All safety regulations and standards for working within a refinery will be followed by the contractor.
All the measures mentioned in this specification should be included in the lump sum offered price.

13.1 Health and safety at work


The contractor shall take all steps to perform work safely in accordance with:

construction sites;
- HG no. 971/2006 on minimum requirements for security and / or health at work;
- HG no. 1091/2006 concerning the minimum safety and health at work place;
- HG nr.1146/2006 on the minimum safety and health at work for use by workers of work
equipment.

Besides measurements of safety and health at work legally valid, the entire area will be protected by
taking appropriate measures in accordance with internal rules on safety and health at work within
Petrobrazi refinery.

13.2 Prevention and fire fighting


The contractor shall take all steps to perform work safely in accordance with:

- Law nr.307/2006 on protection against fire;


- NGP II/1977 head. I, III, IV, V and VI;
- Standard P118-99 Standard for fire safety of buildings;
- PSI's own rules of contractor, including those developed by their supervisory bodies;
- the provisions of the control authorities.

Besides legally valid fire protection measures, the entire area will be protected by taking appropriate
measures in accordance with internal rules on protection against fire in the Petrobrazi refinery.

Contractor will implement all measures for fire prevention works in hazardous areas without additional
costs.

14 PRICE OFFER STRUCTURE


The offer will be structured as follows as a lump sum price for:

- steel support structure, delivered and installed;


- demolition (channel cables and screed), including transportation and cleaning of surfaces;
- isolators, delivered and installed;
- chemical anchors, delivered and installed.

The contractor declares that due to inspection of the construction site, he has knowledge about all
relevant conditions on site (e.g. access, necessary protection measures, underground facilities,
storage possibilities, scaffolding etc.) and these conditions are considered in the lump sum price offer.

All relevant works and materials, which are necessary to fulfil the scope described in the
specifications, are responsibility of the contractor. Therefore all related materials and works shall be
considered in the lump sum prices.

Unless otherwise provided for, all work described is inclusive of the supply of the pertinent materials
and products as well as unloading, storage and transport to the place where it is to be used. Any
packing material and transport aids shall be removed from the construction site and disposed without
any extra charge on the OMV-PETROM.

Execution periods will not be extended in case of winter- and adverse-weather conditions.

The contract prices shall be LUMP SUM prices, fixed and not subject to escalation for the whole
duration of works.

Variation of construction period will not have any influence on cost.

Overtime surcharges for weekend/holiday work and/or night work, shall only be applied on company’s
special demand to reduce agreed execution time.

Hardship allowances shall not be accepted for any adverse-weather conditions.

If not indicated otherwise, the offered unit prices and rates LUMP SUM are valid on a possible
elevation. All necessary measures like scaffolding, lifting devices etc shall be included in the LUMP
SUM prices.

Waiting and idle times will not be reimbursed. This is also to be applied to any waiting times related to
getting work permits.
