PREI,IMINARY

l. Short title, extent and commencemeDt.-( 1) This Acl sball be called the
Civil Unmanned Aircraft Systlrn Act, 2021.
(2) lt sball come ill to force at once.
(3) Ir shall extend to whole ofPakistar.

2. Delinitions.-ln this Act, uoless there is aDything repugna iD tbe subject or

3. Establishment of tfte Authority.-(l)

in the o{Iicial Gazette. esaablish an Authority to be k own as "Civil Urranned Aircraft System
Authoriry" for carrying out the purposes ofthis Act.
(2) The Authority shall be a body corporare having perpctual successron and a
cooinon seal. wilb administrative and financial powers, subject to tte provisioN of thrs Act,
to enter into agree$ents, confacts, acquire and hold and dispose ol propertl,. both movabie
and immovable and lo sue and to be sued.

4. Power of the Federal to

6. Meetirgs of the Authority.-( l) The meetings of the Authority shall be held

(2) The Chairmau or, in his absence, a membcr authorized by hlm on hls behalfaod

8. Resignation by the Director-General.-The l)irector-General may. rn wrinng

by the Federal Govemment.

9. Removal of the Director-General.-The Director.Geoeral may be removed

PART-III
POWERS AND FUNCTIONS OF THE AUTHORITY

ll. Porvers of the Authority.-(l) The Authority shall be responsible for the
rcgulation and control ofcivil unmarmed aircraft systems in the country and lhall exercise all
powers as shall enable it to effectively perform its functions. In paiticu.lar, and without
prejudice to the generality oftbe foregoing power, the Autborify shall

16. Funds ofthe Authority.-(1) There shall be formed a oonJapsable firnd vested

with the fuoclioDs aad operarions ofthe Autbority undq this Act, including palmer* ofsalaries

(2) AJly surplus of receipts overthe actual exp€ndihle h I financial year shall be
rooitted to the Federal Consolidated FuDd and any deficit from thc actual expeodituc shall bc
made up by the Federal Govemmqrt.

18.Audit aDd accourts.*( I ) The Authority shall maintaio compt€te and accuratc
books of accounts of its acfual expenses and receipts in sucb foro and maoaer as thc Federal
Govemment may, in coosultation with tlre Auditor-General ofPakistan, deterninc.

STATEMENT OF OBJECTS AND REASONS

CIVIL UNMANNEO AIRCRAFT SYSTEM BILL, 2021

Unmanned Aircraft System (UAS) is a new entrant in the ayiation sector based
on cutting-edge technology in a€rospace, offering advancements which may open new
and improved civil/commercial applications as well as improvements to the safety and
efficiency of all civil aviation. lt includes a pilot-less aircraft system remotely or fully
controlled from another place (ground, another aircraft, space) or programmed and fully
autonomous. lt is a high-time to regulate UAS in Pakistan.

2. The existing institutional arrangements and legal processes for regulating various
aspects of UAS in Pakistan are inadequate which are preventing the government to
take firm actions to regulate usage, manufacturing, research and development of UAS
and to ensure safety and security of the State. An institutional arrangement is needed to
facilitate development and regulation of the sector for promotion of peaceful use of
technology. Focused and sustained efforts to develop the sector would require
establishment of a separate authority, independent of the existing set-up.

3. The Civil Unmanned Aircraft System Bill, 2021 envisages establishment ol an

authority which shall regulate various aspects of UAS in Pakistan by ensuring safety
and security.

4. The Bill is designed to achieve the aforesaid purpose
