The old trope of paths not taken is one examined by Nick Joaquin in his play El Camino Real: One Emilio
Aguinaldo reflects upon his missed chance of taking back Manila from the Spaniards sans the aid of
Americans by marching down El Camino Real, the royal road—now the Coastal Road that connects Manila’s
south to Cavite. There had lain before Aguinaldo the path of true conquest—a path that reclaimed what was
rightfully the Filipinos’, a path that could have been forged by Filipinos alone—and Aguinaldo had not taken
it. Joaquin, through an imagining of Aguinaldo’s inner life, opines on the Philippines that could have been
wrought had one man, leading a host of others, marched down the path of kings.

But we Filipinos have known to take confidently to the streets our devotions and our yearnings, our furies. On
the streets, we gather to be heard, to be seen, by the powers that be. We gather in thoroughfares to welcome
home triumphant athletes and venerated celebrities; we sanctify the celebrity, trailing after roving stages.
When the sitting Pope visits with the country’s Catholic faithful, the roads are lined with often rain-drenched
thousands hopeful for a glimpse of, a wave from, a benediction. We honor the dead, close down arteries of
the city to march after a coffin inching to its final resting place. We topple a dictator, even at the cost of our
lives; we rise up when the state threatens to turn its back on its citizens.

We rouse, we march we rally. The same streets that we cross to go to our schools and offices and malls are
the streets that hold us when we craft paper mâché facsimiles of public figures, unfurl canvas sheets
emblazoned with slogans, and chant battle cries; it is these streets that hold us as we stand vigil. We stand
upon the very streets we lament on the day-to-day—via debates, consciously made or otherwise, pitting
inconvenience against development—when we need the Republic to listen; the volume of people we scorn in
our daily tribulations become brothers- and sisters-in-arms when a goal must be won for the citizenry. The
commonplace, the purely pragmatic—at its most fundamental: A-line, be it straight or weaving, that conveys
us from one point to another—becomes a stage upon which revolutions spark. For on and along roads—first
cleared paths through foliage and terra, and then lined dirt and then gravel, and then asphalt and steel and
concrete—shooting through our archipelago, Filipinos gather—collective movements within all these
centuries creating true cartography of Philippine democracy.

A chance for PhilHealth reforms


(The Philippine Star) - September 2, 2020 - 12:00am

A year and another corruption scandal ago, Ricardo Morales was appointed president and chief executive
officer of the Philippine Health Insurance Corp. The retired Army brigadier general was moved from the
Metropolitan Waterworks and Sewerage System to PhilHealth amid reports that the state insurer had paid for
kidney treatments of dead patients at the Wellmed Dialysis Center.

The National Bureau of Investigation has filed criminal charges for corruption and fraud against 21
PhilHealth accreditation officials over the “ghost” dialysis claims. Roy Ferrer lost his post as PhilHealth
president and CEO.

Now Morales himself is out of the post and has been recommended for a criminal indictment by the Senate
committee of the whole, which includes all members of the chamber, in connection with new PhilHealth
anomalies. Resigned and incumbent PhilHealth officials have said a syndicate or “mafia” is behind the
continuing anomalies in the agency.

This is the challenge now facing Dante Gierran, a lawyer and accountant who once headed the NBI, and is
now tasked to undertake the cleansing in PhilHealth that was assigned to Morales. The challenge is daunting.

Morales, who is battling cancer and wished Gierran good health in the top PhilHealth post, has said it would
take about three years and an external management team to clean up the agency. Morales says PhilHealth is
“not configured” for clean and efficient management. He points to hospitals, working in collusion with
PhilHealth insiders, for the rot in the agency.

Gierran is assuming the PhilHealth post amid high expectations that he can carry out the long-overdue
honest-to-goodness housecleaning. The problem is complicated by the disclosure of Rodolfo del Rosario Jr.,
who resigned as PhilHealth senior vice president for the legal sector, that the regional directors of the agency
who have been tagged in the scandal have political backers.
Gierran will have to navigate this minefield as he implements structural reforms that will plug opportunities
for stealing PhilHealth funds while at the same time identifying, prosecuting, and penalizing those behind the
anomalous activities.

In this pandemic, it is a national tragedy that one of the most critical agencies in the COVID response is
mired in a corruption scandal. The agency badly needs to regain public confidence. A new chief should pave
the way for the long-overdue overhaul of PhilHealth.

The House of Representatives has passed a bill declaring September 11 a non-working holiday in Ilocos
Norte to honor the late dictator Ferdinand Marcos who was born on that day.

On Wednesday, September 2, a total of 197 legislators voted yes to House Bill (HB) No. 7137 setting every
September 11 as “President Ferdinand Edralin Marcos Day” in Ilocos Norte, the bailiwick of the late
strongman and his family. Only 9 legislators voted no to bill, while one abstained from the vote. The bill was
primarily authored by 3 Ilocano lawmakers, including Marcos’ nephew, Ilocos Norte 2nd District
Representative Angelo Marcos Barba. Barba is the son of Marcos’ youngest sibling Fortuna Marcos Barba,
who died in 2018.

Marcos was born in Sarrat, Ilocos Norte, on September 11, 1917. His 21-year presidency was marred by
corruption, killings, torture, disappearances, and media oppression. September is also the month when he
declared Martial Law, considered the darkest years of post-colonial Philippines.

Amnesty International also estimated that about 70,000 people were imprisoned, 34,000 tortured, and 3,240
killed during Martial Law. The Marcoses also plundered the country's coffers, with various estimates pegging
the amount between $5 billion to $10 billion. The family patriarch was ousted during the 1986 EDSA People
Power Revolution. Years later, his clan successfully returned to politics, holding key posts in the so-called
Solid North and still enjoying the support of Marcos loyalists nationwide.

No version of HB 7137 has been filed in the Senate. If a Senate version is filed and approved on third and
final reading, the bill would be transmitted to Malacañang for the approval of President Rodrigo Duterte, who
counts the Marcoses as his allies.

It was under Duterte’s term when the Supreme Court allowed the burial of Marcos at the Libingan ng mga
Bayani, which Martial Law victims tried but failed to stop Marcos. The hero's burial for Marcos was among
Duterte's campaign promises.
Albay 1st District Representative Edcel Lagman, one of the 8 lawmakers who voted against the bill, slammed
the measure and said the birth anniversary of the dictator who made thousands suffer should not be
celebrated.
"The birthday of one who has arrogated and abused power, defiled human rights, and betrayed the people's
trust must not be celebrated by a legislated holiday," Lagman said.
