1 INTRODUCTION

Gazprom Neft Middle East B.V (“GPNME” or “Company”) is currently engaged in the
development of the Garmian block, located in the Kurdistan Autonomous Region
Republic of Iraq. The previous operator of the Garmian block was “Western Zagros”. The
Company intends to upgrade the existing facilities at Sarqala-1 Central Processing
Facility due to the future increased production and reduced flaring.

The Sarqala-1 Facilities Upgrade Project is being undertaken by Company to enable


Gas Treatment (2x25mmscfd) with pipeline, Desalter & dehydrator and additional
produced water handling capacity of its Sarqala-1 Central Processing Facility.

2 PURPOSE

The purpose of this document is to ensure that the additional piping material used in the
project has a well-defined consistency and basis is maintained throughout the execution
of the project. This document is intended to be used as the basis for project design and
material Procurement. This document shall be read in conjunction with GMCPF-J5177-
200-PI-SP-001.

4 ORDER OF PRECEDENCE

In the event of apparent technical conflict that may occur while developing a deliverable,
Contractor should follow this order of precedence of Contract documents:

1. Iraqi / Kurdish local Regulations (whether specifically included as a part of


Attachment 1 to Section 3 ‘SoW’ or not mentioned in the Contract but are currently
in force in the Country of Operation);

2. Equipment Data Sheets developed by a third party and provided to Contractor as


part of the Attachments to the Section 3 ‘Scope of Work’;

3. International Codes and Standards (see Note 1);

4. Requirements set forth in the documents comprising Section 3 ‘Scope of Work’


including Appendix 3.1 but except for Attachment 1. The most stringent requirements
shall prevail;

5. General Conditions of Contract.

Note 1: for cases where requirements set forth in the documents comprising Section
3 (most stringent one) is superior / exceed requirements set forth in the international
codes and standards, the former shall be considered as mandatory requirement for
this project.

Should there still be a case when the above order of precedence is insufficient to resolve
a particular query, Contractor should timely bring it to the attention of the Company and
a technical meeting will follow to decide on appropriate requirements. Company’s
interpretation and resolution will have the decisive role.

Exceptions to and deviations from this order of precedence shall not be implemented
without written approval by the Company.

5.2 CODES AND STANDARDS

As a minimum requirement the plant layout and the piping shall conform to the Technical
Rules of ASME B31.3.

Other codes, standards and specifications appertaining to piping engineering are


referenced below. Should any conflict exist between this standard and the mentioned
codes and requirements, then the more stringent shall apply.

6 PIPING CLASS DESIGNATION

The following designated Piping Class are covered in this Specification:

7 UNITS OF MEASUREMENTS

• SI units shall be used throughout the specifications with the following exceptions
Nominal bore (NB) size of Pipe and Components are in Inch

• Wall thickness is in schedule Number (SCH), if schedule number is not available


then thickness is indicated in mm

• Stud bolt and Nut diameter is in Inch and length is in mm

8 GENERAL REQUIRMENTS

The pressure/temperature service limits shown in each piping class indicate the
maximum allowable P-T combinations of design conditions and these shall not be
exceeded.

All material piping classes have pipe wall thickness schedules governed by
pressure/temperature limits mentioned in each piping class.

Pipe in size 1/4", 3/8", 1"1/4, 2"1/2, 3"1/2, 5", 7", 9", 22", should be avoided as far as
possible. Standard line connections to equipment with such connection sizes shall be
made with suitable adapter fittings provided by equipment supplier.

HDPE pipes hall be in accordance with BS D3350.

MINIMUM THICKNESS (RETIREMENT THICKNESS)

The wall thickness of piping components is in accordance with requirements of ASME


B31.3 for piping classes with ASME material. See Document GM479-R0730-000-PI-CL-
0001, Piping Wall Thickness Calculation.

The minimum wall thickness after reduction by corrosion allowance, mill tolerance,
threading allowance (where applicable) shall not be less than the following:

If the wall thickness required to contain the pressure is less than the "Minimum Corroded
Thickness", the "Minimum Corroded Thickness" shall be used for pipe wall thickness
selection purpose.

All butt weld end preparation shall be in accordance with ASME B16.25.

8.1 VALVES

8.1.1 GENERAL

Unless otherwise noted the face to face dimensions for valves to the extent covered shall
be in accordance to ASME B16.10.

Unless otherwise specified, valves shall normally be actuated by gear operator in the

8.1.3 CHECK VALVES

Unless otherwise specified, type of check valves shall be as follows:

• 1/2" - 11/2” Ball or Piston type with spring horizontal and vertical.

• 2" – 24” Swing Type check Valve.

8.1.4 BALL VALVES

• Unless otherwise specified in P&ID ball valves shall be reduced bore

• When available long pattern is preferred.

• PTFE or reinforced PTFE seats shall be used for design temperature up to 200
Deg C

• If a higher temperature is specified, soft seat material is selected subject to


Vendor demonstrating the suitability of selected material at design temperature
by submitting the P-T rating curves of offered material.

8.1.5 FLANGES

8.1.5.1 DIMENSIONS

Dimensions of carbon steel and stainless steel flanges shall be in accordance with:

• ASME B16.5 for sizes up to 24"

• ASME B16.47 Series A for sizes 26" and over

8.1.5.2 FACING

• Raised face flanges shall be used up to 600#

• Flat faced flanges with full faced gaskets shall be used for connecting piping to
a piping class flat faced cast iron (and glass reinforced thermosetting resin, and
so on) flanged valve or equipment.

8.1.5.3 FLANGE FACING FINISH

• Machining shall be in accordance with ASME B16.5 as follows:

• Serrated concentric or serrated spiral.

• Average roughness: Ra 3.2 to 6.3 µm (125 to 250 µin AARH) for RF

• Average roughness: Ra 6.3 to 12.5 µm (250 to 500 µin AARH) for FF

8.1.5.4 SPECTACLE BLINDS AND SPACER & BLIND

Spectacle blinds shall be used in the following sizes:

Class 150 # NPS 12 and smaller

Spades and spacers will be used for all higher sizes.

8.2 FITTINGS

• Socket weld fittings shall normally be used for nominal diameter 1" 1/2 and
smaller, and butt weld fittings for nominal diameter 2" and larger. Screwed fittings
may be used up to 2”.

• Fittings shall conform to the requirements of the following standard and any
special requirements noted in individual piping material classes:

• Butt welding fittings including stub ends:

1. Carbon steel ASME B16.9


2. Stainless steel/CRA ASME B16.9

• Threaded and socket welding fittings:

1. Carbon Steel ASME B16.11


2. Galvanized Carbon Steel ASME B16.11
3. Stainless Steel ASME B16.11
Ends of butt welded fittings shall be equal to the thickness of connected pipe.

Welded fittings will have weld seams 100 % Radiographed.

• The use of miter bends shall be avoided.

• In general, all nipples 1"1/2 and smaller shall be cut from pipe, and have a wall
thickness minimum schedule 80 for carbon steel and 40S for stainless steels.

• Short radius elbow shall not be permitted unless specifically warranted by space
constraint.

• HDPE fittings shall be in accordance with BS D3350

8.3 BRANCH CONNECTION

• The type of branch connection to be used is shown in the BRANCH TABLE

• Standard reducing Tee available as per ASME B16.9 are considered & weldolets
for those combinations where Standard Reducing Tee are not available.

• Sockolet shall be used up to 11/2” for NON SOUR piping class.

• Flare service branching shall be Lateral.

8.4 THREADS

• Threads for threaded pipes, fittings, flanges and valves shall be in accordance
with ASME B1.20.1 (NPT) taper threads.

• PTFE jointing tape is only permitted on utility fluids (air, water).

• Socket weld fittings shall be used for process and steam lines. In case of use of
threaded fittings, thread shall be cleaned of any oil grease, sealing compound,
etc. before installation seal welded afterwards.

8.5 BOLTING

• Bolting shall be in accordance with ASME B18.2.1/ B18.2.2 and threading to


ASME B1.1.

8.6 GASKET / PACKING

• All gaskets and packing shall be asbestos free.

• All gaskets for class 150# up to class 600# shall be suitable for raised face (RF)
installation.

• Elastomeric gaskets shall be used for FRP Piping.

8.7 UNIONS

• Use of unions shall be restricted to utilities only, other than steam.

9 HEAT TREATMENT REQUIREMENTS

• All Heat Treatment requirements shall be as per applicable ASTM standard and
Purchase Specifications.

10 IMPACT TESTING

• All impact testing requirements shall be as per applicable ASTM standard &
Purchase Specifications.

11.2 POSITIVE MATERIAL IDENTIFICATION

Positive Material Identification (PMI) for SS and CRA alloys shall be as per the project
specification.

11.3 PWHT REQUIREMENTS

Unless otherwise specified Post Welded heat treatment shall be performed in


accordance with ASME 31.3 Table 331.1.1.based on which following are the thickness
considered for PHWT.

a) For CS materials with thickness ≥ 20 mm PWHT shall be considered.

b) For CS materials, PWHT is not required unless hardness testing performed,


reveals weld hardness exceeding 200BHN.

1. COMMODITY CODING PHILOSOPHY


Each Piping component is identified with 9 digit alpha numeric number. Philosophy of
the Piping commodity items will be as under:
1. 1st & 2nd digits will be alphabets referring to item description (Ref. Table A.1)
2. 3rd & 4th digits will be numerals refer to material of construction (Ref. Table A.2)
3. 5th and 6th digit will refer to Schedule/ Rating of the Component (Ref. Table A.3)
