Dear Mr. Kogon:

This law firm represents 191 SW 12 Owner LLC, the


contract purchaser of 1105-1133 SW 2 Avenue, and owner
of 191 SW 12 Street and 145 -165 SW 12 Street within the
City of Miami (the “City”). The City is, and will remain, the
owner of 140- 142 SW 11 Street (“Southside Park”).
Together, these parcels comprise the entirety of Block 85
South of the “Map of Miami” subdivision plat, recorded at
Plat Book B, Page 41 of the Official Records of Miami Dade
County, Florida (“Block 85”). The owners of Block 85, the
City and 191 SW 12 Owner LLC (collectively, the
“Applicants”), have filed the instant application seeking
Administrative Site Plan (“ASPR”) approval for the second
phase of development pursuant to Section 33C-10(E) of the
Miami-Dade County Code and the General Plan for Block 85
(Z2020000109).

Although the site is within the City, Miami-Dade


County (the “County”) holds planning, zoning, and
permitting jurisdiction through an Interlocal Agreement and
County Code Section 33C-10.1 This letter shall serve as the
Applicants’ written statement supporting the application.

County Ordinance No. 18-66 expanded the County’s Rapid Transit Zone to create the Brickell Station
Sub-Zone in Section 33C-10 of the County Code of Ordinances.

Property. Block 85 is located between SW 2 Avenue and SW 1 Court, between SW


11 and 12 Streets. The total area of the assemblage is approximately 3.39 acres.
Surrounding Block 85 to the north, south, and west are multifamily residential uses, as
well as a Florida Power and Light substation. The Brickell Metrorail Station, the Brickell
Metro-Mover station, and the Brickell Backyard portion of the Underline linear park are
adjacent to the east side of Block 85.2

ASPR 2 Site. This application relates specifically to Southside Park and the
proposed design thereof.3 As previously noted, Southside Park will remain under the
ownership and control of the City and, as depicted in the enclosed plans, will be
significantly upgraded at no cost to the public.

Southside Park. Southside Park is a beloved neighborhood gathering place which


currently serves as an informal dog run, leafy green oasis, and recreational destination.
The proposed design celebrates and enhances the park’s existing programming: it adds
an enclosed dog run with dedicated areas for small and large dogs, seating areas, water
features, opportunities for public art, playgrounds for different age groups, a new
basketball court, and space for active programming such as movie nights and community
sports events.

There are no proposed modifications to historic school house, located in the


northwest portion of the park, as part of this application. However, landscaping and
hardscaping will be added to the area around the structure to highlight it as a resource
for the park and neighborhood. The proposed design preserves beautiful, mature trees
where possible and expands the existing canopy with new trees. The proposed design
also provides enhanced and deliberate direct access to the Brickell Backyard, a corridor of
green and active public spaces. The entirety of Block 85 is conceived as a harmonious
pedestrian and public realm with an integrated design and material palette.

Conclusion. The proposed design for Southside Park will be a benefit to residents
of the Brickell area and the heart of Miami-Dade County. We respectfully request your

SW 1 Court was dedicated as a right of way but has been incorporated as green space adjacent to
Southside Park for more than half a century. There is no proposed change to the use of the right of way as
green space linking the park to the Underline and mass transit stations.
