I, Reggie H. Baguio, Campus Assessment Center (CAC) Processing Officer, assigned in TESDA office in this
campus, would like to affirm that Director Sandra M. Minaga, has performed effectively her functions as
an Administrative Head. Moreover, she constantly calls the attention of the staff if there is misbehavior
committed. Personally, she is a very good person, very motherly and treats us with kindness. She is a
person who oftentimes refrains from troubles. I completely deny the allegation in the text message/s
that she hurt me much which caused me stress. She treats us in the campus with fairness and equality
regardless of cultural diversity.

POSITION PAPER

I, Reggie H. Baguio, Campus Assessment Center (CAC) Processing Officer, assigned in TESDA office in this
campus, mentioned in the circulating text message/s in the campus.

First week of May, I was informed by Atty. Jamaloden A. Basar that there’s a text message received in
the Office of the President of MSU System, accusing Director Sandra M. Minaga mistreating me. I
completely deny the allegation.

May 12, 2021, Mr. Reden Perez forwarded a message from 09635828992. It says “QunG tenOod qA nGa
Strong Madzzzamme Director!! DaWbe fAtyOn na daYun sI ReGgi3 BagUio”. This person is certainly
clever because he/she’s trying to be safe, using misspelled words while distracting someone’s life.

I would like to know first who that person behind the text message/s before I give value to whatever
he/she say because my work as a processing officer is already hassle.
