Title: Digital Billboard management system for Jimma Town

Chapter one

1. Introduction
1.1. Background
Jimma is the largest city in southwestern Oromia Region in Ethiopia. It is a special zone of the
Oromia Region and is surrounded by Jimma Zone. It has a latitude and longitude of 7°40′N
36°50′E [1]. Jima serves as the commercial center for the region, handling coffee and other
products. Recently, Jimma is categorized among one of the fast-growing metropolitan cities in
Ethiopia. Following, this development private and public companies and offices are increasing
radically. Thus, offices and companies posts theirs vacancies, notices and advertisements and
bids are posted daily manually in various corners of the city using traditional billboard.

A billboard is a large outdoor advertising structure (a billing board), typically found in high-
traffic areas such as alongside busy roads [2]. Billboards present large advertisements to passing
pedestrians and drivers. Typically brands use billboards to build their brands or to push for their
new products. The largest ordinary-sized billboards are located primarily on major highways,
expressways or principal arterials, and command high-density consumer exposure (mostly to
vehicular traffic). These afford greatest visibility due not only to their size, but because they
allow creative customizing through extensions and embellishments. Posters are the other
common form of billboard advertising, located mostly along primary and secondary arterial
roads. Posters are a smaller format and are viewed principally by residents and commuter traffic,
with some pedestrian exposure.

Jimma city administration in particular and all other cities in Ethiopia don’t have an online
digital billboard management system. As far as our concern existing billboard system uses
traditional billboard system to post their notices, vacancies, bids and advertisements. Due lack
well organized and proper communication platform companies and offices failed to address their
message for their target audiences.
To do so, in this project we have proposed a digital billboard management system for Jimma
town. The proposed system solves the aforementioned challenges by creating integrated digital
billboard system to post vacancies, notices, advertisements and some historical information
about the city. Moreover, this integrated digital billboard system creates job opportunities for
youths, create clean city, open doors for smart city and create some sort of revenues for the city
administration and companies involved.

1.2. Statement of the problem


As we have already stated in the background the current system uses a manual notice board. In
which, notices, bids and vacancies have been posted using traditional boards mounted in some
corners of the city. Because of this traditional manual board advertisement system white pieces
of paper become waste on the streets of the city. Moreover, companies and offices failed to
transfer their message for their target audiences. Advertisements which require more budget have
been handled through radio or television. However, small business firms and enterprises could
not have a possibility to advertise their products or events due high costs of mainstream media. 

Nowadays, following the advancement of web and hardware devices, the online advertising
business model and the related technology has been very successful. But, in the outdoor
advertising market, there are no companies trying to provide similar services which really
connect billboard owners and advertisers in an efficient way. Indeed, the main challenge the
existing system is there are no any trials to digitalize the paper based advertisement and notice
board system in the city. Thus, in this project we have proposed to develop a digital billboard
management system for Jimma city administration; which will be scaled later and could be
a model for other cities in Ethiopia. 
1.3. Objectives
1.3.1. General objective
The main objective of the project is to design and implement an integrated digital billboard
management system for Jimma town.

1.3.2. Specific objectives


 Understanding the need of improvement of billboard management from different stakeholders’
side such as customers, companies/ sectors, and billboard management office/ city administration
by providing interviews and observing.
 Identifying and analyzing problems on the existing billboard management system,
 Identifying and providing an effective way of communication among stakeholders
 Identifying effective approaches for content handling of various templates/ models
 Understanding the existing content showing, and providing an effective, efficient and dynamic
techniques for content scheduling and presenting.
 Studying and delivering techniques for peer to peer communication between smart signage digital
screens and personal computers synchronously
 Designing an interactive and user-friendly interface to be used for all kind of users (both
computer and mobile)
 Implementing and testing the design solution
 Preparing user manual and giving training for all stakeholders about the system
 Identifying infrastructure for deployment and deploying the system.
 Maintaining the system

1.4. Methodology
1.4.1. Requirement gathering
We have used the following methods to gather requirements to analyze and elicited the overall
system design.

A. Interview:
We have conducted and interview from 7 peoples; which are randomly selected from users, management
staff from randomly selected offices and companies, management staff from city administration and
Mayor of Jimma city. The goal of the interview is to gather information about how the existing billboard
management system works regarding how communication among stakeholders is being made. Beside
this, how content is handled and presented to users, and what are the main stakeholders and who manage
the system (and how it is managed). In addition, what are the main problems existed on current system
from different stakeholder’s perspective; about the need of improvements of the system and what should
be improved.

B. Observation:

We have observed that crowed number of customers in billboard locations, and we have seen if
one user have missed the information/notice on the first two or three days (either the notice will
covered by another notice before the deadline due to space shortage or notice will
deformed/ruptured due to weather), there was no possible way to see notices again. We have also
seen that presentation of notices are not managed effectively especially recent notices and vacancies
that need more emphasis are mixed to the oldest.

1.4.2. Requirement analysis


Object oriented analysis (OOA) methods have been used to model the function of the system
(use case modeling), identify the business objects, identify the relationship between them and
finally to model the behavior of the objects.

1.4.3. Modeling tools and techniques


The stack of web application constitutes the presentation layer or aesthetics visible for the user.
The navigational section or the hypertext nodes and contents, which are going to be manipulated
by the system feed/delivered via or to the user respectively. In his project popular MVC (Model
View Controller) pattern has been employed as generic patterns for the ease of designing precise
models. As a front end (client side programming), jQuery, html5, and CSS; as a backend a
server side programing PHP has been used. For storage purpose popular relational database
management has been employed, which possess cross platform, secure and high performance capability.
A stable Appache web server has been used for development server. Xampp server, VSCode, and
PostgresSQL database have been used as development tools.

1.5. Feasibility analysis


1.5.1. Technical feasibility
When a new system is proposed technical feasibility is considered in terms of project team
members capability to accomplish specific objectives pointed out to be covered. Project team
members have organized from various analytical and technical skills that help us to collaborate
and find out fundamental solutions for the proposed system. Unlike other qualitative studies this
system requires various technical skills including:

 Environmental setups for development purpose


 Hardware and software specification
 Various development tools specification
 Deployment issues
 Network and communication media configuration issue
According to software engineering principles a strong engagement and active participation of
individuals in problem identification and requirement specification confirms the capability of the
team to fully implement the whole system. The team members in this study have fully
participated in basic requirement investigation and analysis. We also acquire necessary skills to
tackle the challenges in each phase from the preliminary investigation to deployment and
maintenance phase. So that, we can say that the project is technically feasible.

1.5.2. Operational feasibility


It is mainly related to human organizations and political aspects. The points to be considered
here are:

 What changes will be brought with the system?


 What new skills will be required? Do the staff members have these skills? If not, can they
be trained in due course of time?
 User-friendliness of the system
 Richness and dynamicity of the system
The proposed system is operationally feasible in terms of user friendly and easy to access by end
users to operate it. Because, of the advancement of internet and mobile devices in the individuals
daily life people play mobile games, so that, it enables them to easily exercise usages of
applications.

1.6. Project Scope and Limitation


This project is aimed to design and develop digital billboard management system for Jimma city
administration. Mainly, it focuses on managing contents of advertiser’s vacancy, advertisement,
bids, notices and some historical and cultural information about the city. Contents will be
managed by the content manager and displayed in multiple location digital signage screens
synchronously.

1.6.1. Technical limitation of the project


Our project has the following technical limitations:
 Advertisers should have internet connectivity to request, send and upload messages or
contents
 Personal computers and signage screens should have common Ethernet network to
display contents synchronously.
 This system is accessible for personal computer and smartphone holders.
1.7. Significance of the project
The proposed system has several significances for various stakeholders:
 For consumers
o View up-to-date information with free cost
o Multilingualism of contents to easily understand
 For the city administration
o Clean city
o Promote smart city and digitization
o Generate revenue from advertisers
o Increase youth employment rate
o Promote cultures of the city
 For advertisers
o Provide their notices , bids and vacancies for their target consumers
o Easily advertise their products and messages with relative price
o Increase their revenue and recognition easily

1.8. Organization of the project


This project is organized with three chapters. Chapter one talks about introduction and core
objectives of the proposed system. Chapter two discus about existing system description and
requirement elicitations techniques. The third chapter contains describes of the proposed system
design at physical and logical details.
