1.0 SCOPE

This specification shall define the minimum technical requirements for the Battery Banks and Battery
Chargers to be used on the RASGAS ONSHORE EXPANSION PROJECT PHASE 2 (TRAIN 6&7 EPC)
and Al Khaleej Gas Project Phase 2 (AKG-2 EPC).

2.0 REFERENCES

Project Specification for "Electrical Design Criteria" RG6-S-91-1381-001 shall form a part of this
Specification.

The Battery Banks and Battery Chargers shall be referred to the latest following INTERNATIONAL
ELECTROTECHNICAL COMMISSION (IEC) standards. The latest edition and addenda up to Year
2004 shall apply without updating edited year, title and number.

3.0 GENERAL

3.1 The references and requirements of RG6-S-91-1381-001 shall apply to this Specification .

3.2 For information pertaining to remote alarms for battery and charger system malfunctions as required by
this Specification, refer to RG6-S-91-1381-051.

3.3 Construction Requirements

3.3.1 Each power supply shall include the items listed below, configured as per Figure 1:

a. Two fully rated rectifier/chargers


b. Two 50% rated battery banks; i.e. rated FLC for 50% of required battery back up time.
c. Two disconnect battery Switch (Fused), (one per battery bank) mounted in substation (take
battery cables through wall to breakers in substation) where separate battery rooms are
provided. For sealed batteries, disconnects shall be installed beside battery banks.
d. One d.c. distribution panelboard

3.3.2 Depending on the equipment layout, the battery mains shall be connected either to the DC output
terminals of the battery's associated charger or to the incoming terminals of the DC panelboard. In either
case, double lugging shall be provided at the connection point to facilitate connection of other required
conductors.

3.3.3 Tropicalization

All electrical equipment shall be tropicalized.

3.3.4 SITE Conditions

The equipment shall be suitable for operation and storage under the following conditions:

a. The outdoor design maximum ambient air temperature is 49C. The design minimum ambient
air temperature is 4C. The design maximum relative humidity is 100% at all temperatures.
Windblown sand, dust storms and salt laden air will be present.

b. For indoor location:


The DC system shall be designed to operate at ambient temperature range of 10C to 50C
without derating unless otherwise specified on the data sheet. The maximum relative humidity
is 90%. Prior to operation the equipment may be subject to the conditions described for outdoor
locations.

c. The equipment shall withstand an earthquake force as specified in Civil Project Specification No.
RG6-S-00-1330-901.

3.3.5 System Life

All components, excluding batteries, used in the d.c. power supplies system, shall be designed for a
thirty (30) years life under the operating conditions specified on the data sheets. Batteries shall be
designed for a fifteen (15) years life.

3.3.6 All termination, bus bars, plugs, shutters, cables etc. shall have phase identification. Phase
identification and colors shall be as follows.

The neutral conductor shall be black; the protective earth/conductor shall be green with yellow stripes,
in accordance with International Standards. For DC systems the positive conductor shall be red, the
negative conductor shall be gray.

3.4 Technical Requirements

3.4.1 The d.c. system shall consist of redundant rectifier/chargers, batteries, alarms, and auxiliary systems
as described in this SPECIFICATION.
The basic configuration of batteries, chargers, diodes etc is shown on accompanying data sheet.

3.4.2 The d.c. system shall be suitable for supplying power to the loads specified on the data sheets.
These loads normally include switchgear tripping and related alarms, indicating lights and protective
relaying, breaker shunt trip devices, transformer sudden pressure relays, etc.

3.4.3 Normal system operations shall be as follows:

a. System loads are supplied from the normal a.c. power line through the rectifier/charger, which
will maintain the batteries in the fully charged "float" condition.

b. Upon loss of the a.c. line, the batteries shall power the load.

c. Upon "Normal" a.c. line restoration, the system shall revert to normal operation and recharge

the batteries.

3.4.4 Input and output voltages, input frequency and phase are defined on the data sheets.

3.4.5 The equipment shall be completely factory-built, -assembled, -wired, and -tested. When it is
necessary to break up the units for ease of transportation, adequate materials and instructions shall
be provided for easy field assembly.

3.4.6 Output system grounding shall be as follows:

a. Switchgear battery - output ungrounded


b. Communication cabinet battery - ungrounded
c. Instrumentation battery - output ungrounded

3.4.7 Engineering Data Requirements

All engineering data provided for this equipment shall show equipment as specified and ordered.
Engineering data, as listed, shall be supplied in the quantities shown in procurement documents. All
symbols used on drawings shall be in accordance with "ELECTRICAL SYMBOL LEGEND" DWG.
NO. RG6-D-00-1381-011.

3.4.8 Calculations

Charge and discharge characteristics of the batteries and battery charger sizing calculation shall be
provided.

3.4.9 The system protection as supplied shall be fully selective.


The Vendor shall provide short circuit data and coordination curves to demonstrate this selectivity.
During testing, short circuit will be applied to demonstrate selectivity.

4.0 BATTERIES

4.1 Requirements

4.1.1 The batteries shall be heavy duty, industrial type, designed for auxiliary power service under the
loading and environmental conditions detailed on the data sheets and within this SPECIFICATION.

4.1.2 The batteries shall be as specified on the data sheets.

4.1.3 The battery shall consist of a group of cells electrically connected in series to attain the nominal
voltage level specified on the data sheets. The intercell connectors and hardware shall be lead plated
and provided with protective insulation covering to prevent inadvertent short-circuiting. The terminal
cells shall be supplied with connectors (terminal plates and terminal compression type lugs) for
termination of the purchaser's cable.
The minimum and maximum battery voltages allowable for protection of d.c. components are shown
below.

a. Float voltage: lead-calcium - 2.20 to 2.25 V/cell.

b. Equalize voltage: lead-calcium - 2.33 to 2.38 V/cell.

c. Approximate end voltage: lead-calcium - 1.75 V/cell.

4.1.4 The ampere-hour rating of the batteries shall be sized by the VENDOR for the loads shown on the
load profiles provided by purchaser. Temperature correction factors and aging compensation shall
be applied as necessary for determination of the actual battery capacity required for the specified
conditions.

4.1.5 The polarity of each cell terminal shall be plainly and durably identified as positive or negative. Each

cell shall identify the manufacturer, the type, ampere-hour capacity, the number of hours on which the
rating is based, and the date of manufacture.

4.1.6 Battery racks shall be constructed of welded structural steel frames forming a rigid structure. The
rack will be in a single row, two-tier arrangement. The width of the rack will at least be equal to the
width of the battery cell. Rail insulation between the cell cases and the steel rails shall consist of
plastic or neoprene channel or sleeves. The rack will be supplied with compression type earthing lugs
for termination of the purchaser's 35 mm 2 PVC insulated copper earthing cable. Racks shall be
painted with acid resistant paint.

4.1.7 Switchgear Application

a. During normal operation, the battery will be floating on the line with the battery charger
connected. The normal steady-state loads, consisting of synchronous motor excitation, AFD
control power, switchgear indicating lights, and control power, will be specified on the data
sheets.

b. The battery shall have the capacity at minimum design ambient temperature to supply the
switchgear normal loads for 8 hours or as specified on the Data Sheet, with the battery charger
off, and then trip and close all breakers in rapid succession without discharging the battery
below the approximate end voltage of 1.75 volts per cell.

4.1.8 Instrumentation Application

a. Normal steady-state loads may consist of shutdown relays, annunciators, and solenoid valves.

b. The battery shall have the capacity at minimum design ambient temperature to supply the
instrumentation normal loads for 1 hours with the battery charger off without discharging the
battery below the approximate end voltage of 1.75 volts per cell.

4.1.9 Battery Construction

a. Sealed batteries are preferred choice for Trains 6 and 7. However, liquid filled batteries will be
considered but must comply with the requirements stated below.

b. The battery cells shall consist of Faire-type plates; the battery shall be composed of 60 cells for
125 VDC systems, sealed and assembled in heat-resistant, shock-resistant, clear polycarbonate
or glass containers with covers bonded to the case to form a permanent leakproof seal. The
covers shall be fitted with a safety vent to prevent explosion of internal cell gases caused by
external spark or flame. The vents shall be sprayproof and designed to permit water to be
added without their removal and shall be provided with flame arrestors and duct caps.

c. Insulation between plates shall consist of microporous separators combined with glass-mat
retainers to provide proper spacing between positive and negative plates and to permit free
circulation of electrolyte. All cell terminals shall have adequate current-carrying capacity and
shall be lead-calcium alloy or lead-calcium alloy reinforced with copper core inserts. Cell
terminal posts shall be equipped with acid-resisting connector nuts and bolts. Cell posts shall
be sealed against creepage of electrolyte. Sealing shall be by burned-ring seals or by lead-alloy
seal nuts.

d. Cells shall have sufficient electrolyte to provide for full capacity at all ratings, and shall have a
nominal specific gravity of 1.210 to 1.220 at 77F when the cells are fully charged.

e. Lead-plate copper intercell connectors and insulated interstep jumpers shall be supplied to
provide 1/2-inch spacings between cells or units when installed with the plates at right angles to
the rack rails.

f. Elements shall be suspended in a manner that allows for normal plate growth without placing
undue stress on the container or cover.

g. Sufficient sediment space shall be provided in each cell so that it will not have to be cleaned
during its life.

h. Electrolyte level lines shall be marked on all four sides of each container.

4.2 Location of Batteries

4.2.1 Separate battery rooms shall be provided for breathing type batteries. Sealed type batteries shall not
require a separate battery room. Separate battery rooms shall have exhaust fans and be fitted with
safety eye wash provisions. Additionally, separate battery rooms shall be considered hazardous due
to hydrogen.

4.2.2 A sign shall be installed starting that smoking and open flames are prohibited near batteries.

5.0 RECTIFIER/CHARGERS

5.1 Requirements

5.1.1 Redundant battery chargers shall be provided for each set of batteries.

5.1.2 Surge Arrestors shall not be provided nor installed on the battery chargers.

5.1.3 Battery chargers shall be current limited in both the float and equalize positions to protect the equipment
against load-side short circuits and to prevent batteries from being overcharged. Manufacturers shall
include in their proposal the output voltage and current when the battery charger is in the
current-limiting mode.

5.1.4 The rectifier/charger (R/C) shall be constant-voltage, two-rate; static-semiconductor type designed to
continuously supply d.c. power for charging the batteries and simultaneously supply power to the
connected d.c. system loads. The R/C shall be capable of supplying the operating load with the
batteries disconnected.

The (R/C) shall be sized to recharge the battery bank from no-charge to full-charge within 8 hours
while carrying the specified normal load. The chargers shall meet or exceed the following
requirements;

a. AC input = 415 V, three phase, 50 Hz

b. Power factor at rated load shall be a minimum of 0.75 for three-phase units.

c. Maximum ripple = 2% of nominal output voltage (30 mV rms) when connected to battery.

d. AC input protection = circuit breaker.

e. DC output protection = circuit beaker, magnetic only or fuses.

f. Output current limited to load current plus charging current.


g. Efficiency = 90% minimum at rated load.

h. Fully filtered output.

i. Individual float-and-equalize adjustments.

j. Normal operation with variation of input frequency = ±5%.

k. Startup walk-in time = gradually increased from 0% to 100% of rated load in 5 to 15 seconds
after AC input power applied.

l. Battery chargers capable of operating in parallel, sharing the load, or individually.

m. Battery chargers shall be capable of supply rated load without battery bank connected.

5.1.5 Equipment shall be designed for installation in a humid tropical environment. Tropicalized design shall
generally consist of the use of space heaters to eliminate condensation within the enclosure. In
addition, paint and all insulation materials shall be inorganic or otherwise mildewresistant.

5.1.6 The equipment shall include fungus proofing. This generally entails the use of non-hygroscopic
insulation and the spraying of wires and components with a clear, moisture-resistant varnish after
assembly.

5.1.7 Maximum charger output voltage shall provide sufficient recharge voltage over the design life of the
batteries. The R/C capacity shall be sufficient to recharge the fully discharged batteries and maintain
the batteries while continuously supplying the load. Service factors, temperature compensation and
charger efficiency shall be applied as necessary for determination of the charger ampere capacity.
The battery ampere-hour rating, time allowed for recharging the battery, and the required capacities
for the connected continuous d.c. load are specified on the data sheets.

5.1.8 DC output voltage shall be regulated to ±0.5% in the "float" mode and to ±1% in the "equalize" mode
for any combination of a.c. line voltage variation of ±10% of nominal, AC line frequency variation of
±5% of nominal, load variation of 0 to 100%, and ambient temperature variations as specified on the
data sheets.

5.1.9 The R/C shall have an efficiency 90% or higher within the load range of 50 to 100%. The ripple shall
be less than 2% of the nominal output voltage when connected to the battery.

5.1.10 The R/C shall include an adjustable charging voltage range for "float" operation and a separate,
independent charging voltage range for "equalize" operation. The range setting for each voltage
charging range shall vary from nominal battery voltage to 25% above the normal battery voltage.
Adjustment means shall be by continuous potentiometers, and the stability of the setting shall be
immune to shock and vibration.

Float, equalize and discharged voltages and also settings of alarms shall be labeled on front of the
cabinet.

5.1.11 A FLOAT/EQUALIZE selector switch shall be provided on the panel front for manual selection of the
operating mode. A 0 to 24-hour timer shall be provided. When manually activated, the timer shall
place the charger in the equalize mode and then automatically return the charger to the float mode at
the end of the recharge time interval. Chargers shall automatically transfer to the equalize mode upon
restoration of a.c. power following an outage of greater than 10 minutes.
The auto equalize feature shall be switch selectable.
Each charger shall be equipped with the following items:
a. DC voltmeter with accuracy of ±2% of full scale to indicate battery voltage.

b. DC ammeter with accuracy of ±2% of full scale to indicate charging amperes.

c. Rheostat or switch for adjusting float charging voltage.

d. Rheostat or switch for adjusting high-rate (equalizing) charging voltage.

e. Ground-detection momentary switch to be used with charger voltmeter for ground detection.

f. Ground detector relays, manually reset, each with one Form C contact to provide a remote
alarm function on negative-to-ground or positive-to-ground.

g. DC ground detection light.

h. Relay, with one Form C contact to provide remote alarm function on loss of AC input to charger.

j. Relay, with one Form C contact to provide remote alarm function on high-voltage condition of

the battery.

k. Relay with one Form C contact to provide remote alarm function on low-voltage condition of the
battery.

l.  Timer for manually setting length of high-rate charge.

5.1.12 The R/C shall be protected by an input circuit breaker. R/C semiconductors shall be protected by
fast-acting current-limiting fuses.

5.1.13 The R/C current limit shall be adjustable over a range of 90% to 120% of the rated output current.

5.1.14 The R/C shall be designed for floor or wall mounting. Each R/C shall be separate. The charger
enclosure shall be front accessible for service, adjustment, connection, and replacement of all
components. Doors shall be hinged and have provisions for padlocking.

5.1.15 All enclosure openings exceeding 6 mm in width shall be provided with screens to prevent the
entrance of insects, snakes, rodents, etc. The maximum screen mesh opening width shall be 6 mm.

5.1.16 The assembly shall be painted manufacturers standard color. After fabrication and prior to painting,
all steel WORK shall be thoroughly cleaned, given a rust-preventive treatment, and painted with a
rust-resistive priming coat.

5.1.17 Terminal blocks shall be provided for connection of external wiring and shall be conveniently located,
clearly numbered, and identified. Terminal blocks for power wiring terminations shall be designed to
accommodate compression type wire lugs. Control wire terminal blocks shall be of the screw type
designed to accommodate preinsulated crimp-type ring-tongue wire lugs, and shall accept a minimum
of two 4 mm2 wires. A minimum of 10% spare control terminal points shall be provided.

5.1.18 All wiring shall be continuous from terminal to terminal with no splicing. Wiring shall be stranded
copper conductor with flame-retardant, 90C, 600-volt insulation. Minimum conductor sizes shall be 6
mm2 for CT's, 4 mm 2 for power, 2.5 mm 2 for control, and 1.5 mm 2 for signal wiring. Where wiring is
run through a metal sheet or barrier, bushings, grommet, or other mechanical protection shall be
provided.

5.1.19 All wiring shall be marked on each end with permanently embossed wire markers of the heat-
shrinkable or slip-on types. Wrap-around, adhesive, and rigid snap-on markers are NOT acceptable.
Wire markers reflecting phase identification shall be provided at the ends of all phase conductors.
Wire numbers shall match the vendor's drawings.
5.1.20 Printed circuit boards shall be identified by type number. Components requiring manual adjustment
shall be mounted to allow re-adjustment without removing the board from its socket.

5.1.21 Nameplates, appropriately located, shall indicate operating instructions and warnings and
identification of components. A separate nameplate with purchaser's assigned equipment number in
15-mm high letters shall also be provided. In addition, nameplates shall identify each device on the
instrument panel and other devices such as instrument transformers, secondary fuses, etc. inside the
cubicle. Door-mounted components shall be identified both on the panel door and internally. The
presence of foreign voltages shall be noted when external sources are utilized. Nameplates shall be
of a laminated acrylic resin material and be machine-engraved, exhibiting black letters on a white
background. Minimum letter height shall be 3 mm.

5.1.22 The R/C shall be equipped with alarms to indicate:

a. loss of input a.c. voltage.


b. DC earth detection. (Positive and negative)
c. low output voltage to indicate battery is discharging due to charger malfunction.
d. end of discharge to indicate further discharge will damage batteries.
e. high output d.c. voltage alarm to indicate voltage exceeds permissible recharge voltage.

5.1.23 Indication of alarm conditions shall be displayed locally with indicating lights. In addition a "Battery &

Charger Trouble Alarm", common for all listed conditions, shall be located remote (substation
annunciator panel). Trouble Alarm shall have time delay so as not to alarm transient faults. A set of
dry form "C" contacts for this remote indication shall be provided. The contacts shall be rated for
alarm duty (2 A at 24 V d.c. or 120 V a.c.).

6.0 DC DISTRIBUTION PANELBOARDS

6.1 Each set of batteries installed for the control of switchgear shall be provided with a DC distribution
panelboard. The panelboard shall be located as close as practical to the batteries.

6.2 Loads supplied from DC panelboards shall be rated for the maximum and minimum voltages incurred,
including the battery equalizing charge voltage.

6.3 The DC distribution panel rating shall be sized for the battery to be served. DC distribution panel
shall contain a two-pole fuse for battery bank connection, and two-pole branch fuses for battery
charger connections, switchgear controls and indication, test rack controls and other loads. All lugs
shall be furnished on incoming side for the battery connection.

6.4 Main buses shall have a minimum rating of not less than 400 amperes.

6.5 Branch fuses shall be 2 pole, 125 volt DC rated, rating as shown in the Data Sheet. Distribution panel
shall be provided with each circuit indicated on the circuit directory for each battery system. Thirty
(30) percent spare circuits shall be provided for future use.

6.6 Center zero ammeter in battery connection shall be provided.

7.0 SPECIAL CONSIDERATIONS

7.1 Accessories

Where applicable, the Vendor shall provide a battery accessory set containing the equipment required
for maintaining and testing the cells. Unless otherwise stated in the Request for Quotation and/or
Purchase Order, one set including the following equipment, shall be supplied for each battery.

a. One hydrometer with correct specific-gravity range.

b. One thermometer graduated to indicate the specific-gravity correction factor when adding to or
subtracting from the hydrometer reading.

c. One filler bulb to adjust liquid levels of cells.

d. One battery terminal or pole wrench.

e. One DC voltmeter (zero-centered) to test cell voltage.

f. One cell-lifting strap and spreader.

g. Intercell connections and connector bolts for 1/2-inch spacing between cells.

7.2 Tests and Inspections

7.2.1 General

The tests identified in Articles 7.2.2 and 7.2.3 shall be performed in addition to standard tests on each
item and shall be witnessed, unless waived, by the purchaser, purchaser's representative, and any
third-party inspectors determined by the purchaser.

7.2.2 Mechanical Tests

Equipment dimensions, construction, materials, connections, ratings, painting, etc. are to be verified
in accordance with "accepted" VENDOR drawings and purchaser's SPECIFICATIONS and data
sheets.

A mechanical operation test shall be performed for each unit to verify satisfactory operation. These
tests shall include checking operating mechanisms.

7.2.3 Electrical Tests

Electrical operational tests that determine circuit verification and sequence of operation shall be
performed. These tests shall include voltage levels, adjustments at float and equalize level, and
alarms and interlock devices.

Battery acceptance and service tests shall be conducted at the job SITE by the purchaser after filling
and charging.

These tests will include a discharge test and measurement of cell voltages. Vendor to advice
procedure, rate of discharge, all voltages etc.
Design type tests shall have been performed to determine performance of design. These tests
include:

a. dielectric
b. voltage
c. no-load
d. temperature rise
e. current limit
f. short circuit
g. static voltage regulation
h. efficiency
i. power factor
j. ripple voltage
k. audible noise
l. stability
m. response
n. transient voltage withstand
o. harmonic content

7.3 Reports of Test Results

7.3.1 Certified test reports will be required and shall be submitted in final form to the purchaser within seven
(7) working days after shop inspections and tests have been completed. The reports shall include
specific test data for the particular units. Test results shall be documented with oscillograms where
applicable.

7.3.2 Type-test reports for non-specific unit tests shall be submitted upon request.

7.4 Maintenance

The VENDOR shall indicate the recommended maintenance intervals for the various components as
well as quote for a list of spare parts.

7.5 Documentation

In general, all APPROVALS required shall be made by the purchaser, under the terms and conditions
specified in the PURCHASE ORDER. References to "VENDOR" or "manufacturer" may be construed
to be the same PARTY, referred to as the "VENDOR" in this SPECIFICATION.

7.5.1 Drawings

Typical drawings are not acceptable unless they are revised to show only the equipment being
furnished. Outline and arrangement drawings that show the following shall be provided:

a. Equipment arrangement.

b. Dimensional plans and elevations, front view, and other section views, if pertinent.

c. Component locations and miscellaneous mechanical details.

d. All cable entrance sizes and locations for Purchaser's connections.

e. Purchaser's wiring (both power and control/alarm) terminal block locations and grounding
connections.

f. Required clearances and mounting methods, including anchorbolt hole sizes and locations and
recommended minimum bolt sizes.

g. Weight of equipment.

7.5.2 Elementary Wiring Diagrams

a. Elementary wiring diagrams shall show all control devices and contacts, which shall be labeled
with their proper IEC device function number.

b. Terminals for all devices and all terminal blocks shall be numbered and shown on the
elementary diagrams.

7.5.3 Connection Wiring Diagrams

Interconnecting wiring diagrams shall be supplied. Terminals and terminal blocks, especially
identifying Purchaser's connection points, and any Purchaser and/or seller-supplied interconnections
between panels or cabinets shall be clearly identified. These diagrams shall indicate all terminals and
terminal blocks and show the approximate physical location in the assembly.

7.6 Spare Parts Lists

Complete spare parts lists, including parts location diagrams or drawings, shall be provided together
with a list of recommended spare parts for the first year's operation and a price list of recommended
spare parts for plant startup.

7.7 Installation and Operating Instructions

Installation, charging, and operating instructions covering each component of equipment shall be
furnished.

7.8 Materials List

A materials list indicating the quantity, rating, type, and seller's (and manufacturer's, if different),
catalog number of all equipment in each unit shall be furnished.

7.9 Preparation for Shipment

Preparation for shipment shall be in accordance with Vendor's standards. The Vendor's shall be
solely responsible for the adequacy of the preparation for shipment used to provide equipment to its
destination in ex-works condition when handled by commercial carrier systems.
