My dear people of Barangay Fatima:

Unity, Cooperation and Participation are our great weapon that can direct
our plans so to achieve our hopes, dreams and vision for progressive Fatima.
I’m, alone cannot realize all of these without the qualified and joined efforts
of our concerned groups of this Barangay to work hand in hand the end will be
proud if success will be attained.
Let us not just defend through the Government. Let us utilize our own
resource properly so that economically we will improve our lives. I am also
appealing to each and every one to carry on our government trust and programs.
Let us put our hands together, shoulder to shoulder for a better community.
Do not ask what the government can do for you, but ask what you can do for
the government, ask what you can help for the continuous fads and fashions but
rather ask what you can help for the alleviation of the poverty.
It is the beginning of another struggle that, at time gets even more
challenging when coupled disappointments. But this should not be a barrier
because the knowledge and skills we acquired will enable us to conquer all
problems.
It is now the right time to do our part and share for a better progressive
Barangay Fatima.
Let us not count our personal interest but rather positively, let us extend
what we can to the fullest and foremost regardless of political affiliation, religious
beliefs and business interest.
May constant prayers will be for the success that we rightly deserve.

VISION:
As the basic structural unit of society, the basic function of a
Barangay provide stability, programs and implementing projects that
can give benefits to the constituents wherein ideas and suggestions of
everyone is expressed and listened equally, therefore that most citizens
believe the barangay has duties as well as powers, the barangay can
provide services that people expect it to help solve problems such as
poverty and injustices, and to have a well-developed barangay with God
fearing, environmental loving, healthy lifestyle, peaceful living and
united people with a progressive community.

MISSION:
 To be able to maintain peace and order, and healthy environment
with healthy lifestyle of the constituents;
 To be able to provide good facilities and infrastructures that would
uplift the way of living and needs of the constituents;
 To unite the people within the barangay and promote active
participation towards achieving our vision;
 To be able to conduct trainings and seminars, inviting people from
different public/private agencies or in non and local government
units with equipped knowledge that can enhance the skills and
talents of our youth and jobless parents;
 To exercise the Council’s maximum taxing powers granted by the
Local Code.
 To be able to facilitate and entertain problems and unexpected
situation occur in Barangay to be amicably settled.
HISTORY OF THE BARANGAY

Barangay Fatima, is originally called “Sitio Imugawan” and it is the Sitio of the
adjacent Barrio called Diclum. During that time every Sitio was led by its own auxiliary
Barrio Lieutenant. Years past by, the said Sitio came to be Diclum B, under the
leadership of Mr. Aquilino Jaudines.
It has two Sitio’s, Sitio Camansi and Sitio Isabela.
Barangay Fatima is located on the southern part of Tobias Fornier and its last
Barangay along coastal area. Bounded on the East by Barangay Igbangcal B and
Barangay Igbangcal C, on the west by (Sulu Sea) Cuyo East on the North by Barangay
Diclum, its land area is about 335.7496 hectares.
At that time, the residents of the Barrio do not have a place for worship so Father
Omen, the Parish Priest of the town and his Sacristan named Alvin Huelar encouraged
the residents to build a chapel. The chapel was made of Solidap and bamboo, for there
was no Patron saint Mr. Pablo Erispe, the school principal of Diclum Elementary
School initiated to buy and through the kidness of Father Omen, they ordered it from
Santa Barbara, Iloilo.
According to the elders year 1952, the arrival of the Patron Saint “Our Lady of
Fatima” can be considered as a miracle because it was so unbelievable and ironic that
the sky was so clear, no signs of bad weather, but suddenly a heavy rain fall when they
were at “Puntod of Barangay Igdalaguit” to fetch the saint. Upon reaching the chapel of
Barrio Diclum B, the heavy rains cease pouring.
By then, ideas come into their minds (elders) to honor the Patron Saint; they have
to change the name of the place. Subsequently, residents and the Barrio council opted to
change the name of the Barrio. Through their collective opinion, expressed by voting,
the name has been altered from Diclum B, to Barrio Fatima. Forthwith, they made a
resolution and the Municipal council of the town approbate it and it was materialized.
The name Barrio Fatima lasted for several years not until, during the
administration of the former President Ferdinand Marcos, the Barrio changed to
Barangay. So, it is being called Barangay Fatima.
The Barrio Leutenants/Captains according to the order of succession; Santiago
Tarroja also known as “Lolo Inggo” or “Agoy” under WWII (1941-1942), Prudencio
Febreo 1943-1952, Aquilino Jaudines 1952-1957, Barrio Leutenant Dominador
Pagrad 1957-1959, Bartolo Serapion 1959-1961, Rodiego Asgar 1961-1962,
Captain Bartolo Pelingon 1962-1985, in his time, the barangay was divided into
Puroks (Groups) with respective leaders such as in Dawis-Eliseo Tarroja, Centro-
Dominador Pagrad, Ilawod-Rodiego Asgar, Sagwa-Teresa gabin, Durog-Igtumakad
by Cornelia Menchate.
When the administration of President Corazon Aquino the appointed local Mayor
Morit Tajanlangit appointed then Lorenzo Perando as the OIC of the barangay, year
1986 during snap election, at year 1987 barangay election, Honorable Lorenzo
Perando was elected as a Barangay Captain until 1995; Julito Abiday 1996-1997
was elected as Punong Barangay. Justina J. Pelingon, 1997 was appointed; Punong
Barangay Lorenzo Perando, was back into his position, last 2007-2013. The
following years are 2014 to 2018 and there was a Barangay Election on October 28,
2013 and the elected Punong Barangay was Justina J. Pelingon with the seven (7)
Sangguniang Barangay Officials named Kagawad Randy G. Asgar, Kagawad Cleofe
C. Labera, Kagawad Michelle E. Reazo, Kagawad Elmer Delos Santos, Kagawad
Laurice L. Jaudines, Kagawad Enrique J. Pagrad and Kagawad Norma C. Pelingon
and the appointed Barangay Officials, Barangay Secretary Philip Louis E. Lignig
and Barangay Treasurer Judith P. Cabaňero, also with the Barangay Tanod/Police,
Barangay Nutrition Scholar (BNS) Lolita D. Batas, Barangay Health Worker (BHW)
Rodanie A. Jaudines, Barangay Service Point Officer (BSPO) Victoria C. Sarabia and
the Day Care Worker Ma. Merly Papango.
At the present Hon. Justina J. Pelingon was still the elected Punong Barangay
during the election period of May 13, 2019 with the former and new elected seven (7)
Sangguniang Barangay Officials and the Sangguniang Kabataan Officials named in
particular order: Kagawad Cleofe C. Labera, Kagawad Zenaida D. Sanducal,
Kagawad Theresa P. Erispe, Kagawad Lolita D. Batas, Kagawad Elmer J. Delos
Santos, Kagawad Fernan S. Gorpido, and Kagawad Vicente F. Sanducal, SK
Chairwoman Juannah Mae P. Cabaňero, SK Kagawad and the appointed Barangay
Officials, Barangay Secretary Laurice L. Jaudines [July 1, 2018 ], Acting Barangay
Secretary Judith P. Cabaňero (July 1 to September 1, 2019) and of September 1
Punong Barangay appointed Amy E. Rubiano as the new Barangay Secretary and
Barangay Treasurer Judith P. Cabaňero, also with the help of twelve (12) Barangay
Tanods/Police, Barangay Nutrition Scholar (BNS) Cynthia Quilantang, Barangay
Health Worker (BHW) Rodanie A. Jaudines, Barangay Service Point Officer (BSPO)
Mae Ann Papango and the Day Care Worker Ma. Merly Papango which joined their
efforts for the general welfare of the constituents and the Barangay.
Indelible events are: Religious Barangay Fiesta every 13th of May, like during
1976-Barangay Fiesta, the late Nicolas Rubinos, initiated the “Biray Festival”, there
were programs in the beach entitled “Amo Tana Diya” and the last 1978; “Lain Tana
Diya”, the noteworthy event happened, that made people in the barangay unite
memories of our late Governor Evelio V. Javier remains in the heart of our elders,
since the letter became the special guest on that celebration.
Flores de Mayo activities such as “Petsa kang mga Mal-am” brings happiness to
our elders every 25th of May and every 29th of May “Petsa kang mga Soltero”, to end
the month of May and to welcome the month of June, that is from May 31 to June 2 is
being reserved for the “Barangay Day Celebration”. This event started 1986 by the
people of the barangay.
May 31 presentation of the participants, June 1 “Kan-anay sa Plaza” at night
contest proper and on the 2nd day of June the most exciting part of the celebration “The
Beach Party”, this is celebrated in the beach, that made the events peculiar than the
other activities of the barangay. Activities such as, parlor games, baroto race, tug-of-war
are being participated by the residents. Last day is also the day to give awarding and
recognition. But since 2005, the feast was called “Saruhay Festival” as through the
initiative of Mr. Omber S. Villaluz, the program coordinator of the barangay proposed
and shared to the public (constituents) to make the events more memorable and
meaningful. “Saruhay” derived from the word “Saruhanay” which a dialect term
means sharing. It brings out the generous attitude of the residents to partake their
blessings with each other. Until now, it is being remembered and celebrated.
BARANGAY PROFILE
One of the 50 barangays of Tobias Fornier, is Barangay Fatima as it is and the place
is a fast progressing Barangay of the town. Seven kilometers from the Poblacion, is a
thriving agriculture and fishing grounds. It has two Sitios that ad d to numbers of the
population Sitio Isabela Northeastern part of the Barangay proper and Sitio Camansi on
the Southern part.
Barangay Fatima is bounded on the North by Diclum river which traverses from the
upland sitio of the place called Isabela. Bounded on the east by Barangay Igbangcal B, the
Sitio is 3 kilometers away from the barangay proper with arriver journeying towards the
sea and serves as the boundary between Barangay Diclum and Barangay Fatima , the
Diclum bridge serve as the main passage connec ting both Barangays to the rest of the
town.
On the East mountains ranges span from Hamtic towards Anini-y and serves as the
reference point of the place with Mount Aliw-liw as a maker of the area going down
South, approximately 3.5 kilometers away from the barangay proper Sitio Camansi is
situated on the foot of Mount Aliw-liw. Bounded on the East by Barangay Igbangcal C.
Camansi Elementary School is the first land mark you will see upon reaching the place of
the said Sitio. The Southern part of the place is marked by the slow descending hilly
slopes that front the sea, and the majestic Sulu Sea completes its boundaries. The
Barangay proper situtated mainly near shoreline with the majority of the population
engaging in fishing business. A national highway c onnecting the Barangay to the
Poblacion and to the rest of the region act as catalyst of change to the place facilitating
speedy transport of goods and easy access to the neighboring towns or even the rest of
the country through “RORO” project of the government. Agriculture on the other hand is
another major means of livelihood to the entire population of the place.
The total land area of the place is about 335.7496 hectares, majority of which is
devoted to farming. Based on the survey of RBI 2018 with the help of Barangay Officials.
Barangay Fatima has the total number population of 1,393 with 328 numbers of
households and the total number of the families is around 342 with 716 males and 677
females, and Senior Citizens have a total number of 193.
In terms of IRA share, the barangay is ranked number four (4) among the 50
barangay of the town.
As the land mark, the “Panunulyan Hill”, where the Parochial Shrine of “Our Lady of
Fatima” is standing attracts tourists. It was founded by Mrs. Cecilia Rubinos, in the year
1997. The historical Buho Pilis on the hill side along the historical higway mark the
boundary between Fatima and Barangay Bayo Garnde, Anini-y. The Barangay Chapel,
Tanod Outpost, Barangay Plaza, Barangay Hall, Day Care Center, Nutrition Post and the
brooks are the important markers of the place.

Barangay Fatima is along shore line divided by a bridge of Barangay Diclum


along the national highway connected from town to town and embraces majestic
descending hilly slopes fronting the sea and the beautiful Mount Aliw-liw located
at the upper portion of the Barangay.
