Activity 14- Community Action Plan
A community action plan is a road map for implementing community change
by identifying and specifying WHAT will be done, WHO will do it and HOW it will be
done. In other words, the action plan describes what the community wants to
accomplish, what activities are required during a specified timeline and what
resources (money, people and materials) are needed to be successful. The
community action plan shall become a framework for implementing sustainable
sanitation and water management activities that are decided by the community
itself. It is important to emphasize that the community members should be the main
actors in preparing their own community action plan regarding sanitation and water
management.
The community action plan should become a framework for implementing the
activities that are decided by the community itself. The focus is more on the process
of understanding and overcoming problems in order to rebuild the people's lives
rather than just physical development such as building houses, providing clean
water or toilet facilities. It is important to understand that the community should be
the main actors in preparing their own community action plan. Producing the action
plan helps people to take realistic and concrete steps toward participatory
development planning in order to improve the sanitation and water system. By
bringing everyone together to think and discuss about resources and group
involvement, this tool increases awareness about the skills and resources already
available in the community.
Part I.
Answer the following questions.
1. What is a community action project?
A community action project will help a community in implementing
community change to solve any community issue or problem. It will help
determine what needs to be done, who will execute the plan and strategy and
how will the plan be executed or done. It is considered as a framework that
will tell us what activities will be done. Aside from these, the community
action project tells what the community wants to achieve, the time frame for
such activities and what resources are needed such as money, people and
materials.
2. How do you write a community action plan?
To write a community action plan, a community may have a community
based workshop. They need to have a motivated community so that
community members initially have the will and determination for the action
plan. It would be nice to have a confident moderator/facilitator/organiser who
will help in facilitating the workshop. Prepare workshop materials such as
markers, large sheets of paper and boards. The venue must be accessible and
friendly for all workshop participants. Make sure that no one is left out but
can provide their input.

3. What are the general principles of community action plans?


General Principles of Community Action Plans
1. A community action plan is not a blueprint, rather it tells us the steps for
action that will be conducted.
2. The community must actively exert effort in formulating solutions and the
facilitator will be the one to help in formulating solutions for the problem.
3. The community action plan must be created within the community not outside
it.
4. To gain more interaction and participation from the community members,
conduct workshops in order to have discussions rather than just lecturing or
teaching.
5. Maximum participation from the community members must be achieved
especially women and other disregarded community groups.
6. Make sure that all groups will be able to contribute their input, never allowing
just one group or leader to be dominant.
7. Consider that the importance and relevance of issues may vary from one
group to another.
8. Focus on discussing important points instead of having a long list.
9. Avoid using jargons and use a simple language that can be understood by
everyone.
10. Make and use a simple material that is user friendly and easy to
understand.

4. What are the key elements of a Community Action Plan?


A community can conduct a community-based workshop for 2-5 days
which must be active and intense. It aims to create a plan that covers the
problems of the community, strategies that can be used and different options
that can address the problems of the community. The community-based
workshop needs preparation, materials and training. It is a must to have a
community with community members who are motivated and a confident
moderator/facilitator/organiser. The generation of solution will come from the
community members and the moderator/facilitator/organiser will help in
overseeing and developing the solution. Aside from these, materials (markers,
large sheets of paper and boards) and venue of the community-based
workshop must be present.
5. What are the steps in formulating a Community Action Plan?
Steps in Formulating a Community Action Plan
1. Write down the opening which will contain the introduction and
socialisation.
2. Gather ideas by mapping to determine assets and resources of the
community.
3. Determine the challenges or problems, needs of the communities and
resources that can be utilized.
4. Know what is the priority among the community problems and needs.
5. Pick the most suitable strategy and formulate how it will be executed.
6. Determine what the choice of action is.
7. Generate ideas on how to implement the plan.
6. What are the considerations for completing a Community Action Plan?
Consideration in a community action plan
1. Partnerships among people - community members must integrate or join
forces to solve the concern. Their participation will be at 100% percent and
everyone will participate. Aside from this, social capital such as good
relationships and trust is needed to garner partnership among community
members.
2. Budget - in order to fund and support a community project, financial
resources is a must. Create a budget plan that will determine the expenses. It
must be in accordance with strategies and activities of the project.
3. Close alignment with the community’s mission and vision - The community
mission will be say the mission of the community leaders while the community
vision will include the how the community will be in the future. In writing the
action plan, the mission and vision must be aligned to the goals when making
the action plan.
4. A feasible plan does not have to be “perfect” - the action plan must be
feasible. It must promote participation and partnership among community
members and has scope of time. It must help and can be seen by the
community when community members are implementing it. It can change over
time because the community can update and revise during the project where
challenges can cause revision or adjustments.
7. What are the advantages and disadvantages in formulating a Community
Action Plan?
Advantages of Community Action Plans
1. Community members will have initiative and participation.
2. It is the community which will generate ideas or solutions in solving the
problem rather than depending on a facilitator whose task is to formulate the
problem.
3. Community action plans will help raise the voice of all groups especially
women and other groups that are often disregarded.
4. The community will be more supportive because generating ideas for solving
the problems comes from them.
Disadvantages of Community Action Plans
1. A community action plan is in need of time and resources to get maximum
participation and coordination from community members.
2. It may be a challenge to get consensus because of the diversity that exists
among community members.
3. Community action plans may be difficult to be developed without the
community members’ motivation and engagement.
