CHAPTER I
INTRODUCTION
INTERPOL's mandate and primary task is to assist police and law enforcement
agencies in its 194 member countries in their efforts to prevent crime and conduct criminal
investigations in the most efficient and effective manner possible. Specifically, INTERPOL
promotes cross-border police cooperation and, as needed, provides assistance to
governmental and intergovernmental organizations, authorities, and services whose mission is
to prevent or combat crime. INTERPOL's mission is to enable police forces all over the world to
work together to make the world a safer place. Its high-tech infrastructure of technological and
organizational support aids in meeting the growing challenges of the fight against crime in the
twenty-first century. Interpol's goal is to ensure that police officers all over the world have
access to the tools and resources they need to do their jobs effectively. It provides specialized
training, investigation assistance from experts, relevant data, and reliable communication
networks. This collaborative approach assists local law enforcement in determining crime
patterns, analyzing data, conducting operations, and finally apprehending as many offenders
as possible.
The policemen, therefore, happen to be the most visible representatives of the
government. When a resident is in a time of need, risk, problem, or difficulty and is unsure what
to do or whom to contact, the police station and a police officer are the most suitable and
approachable unit and individual for him. The police force is expected to be the most
approachable, interactive, and dynamic organization in any society. Their societal roles,
functions, and duties are naturally varied and multifarious on the one hand, and complicated,
knotty, and complex on the other. In general, the police are expected to play two roles in a
society: law enforcement and order enforcement. However, the implications of these two duties
are numerous, resulting in a large inventory of the police organization's duties, functions,
powers, roles, and responsibilities.
The police station is one of the most visible organizations in society. A police station is
a structure in which police officers work. Other members of law enforcement may also work
there. These structures frequently house offices and staff housing. They also house police-
related equipment, such as vehicles and weapons. A small police station may not have
anything other than office space. Some police stations have cells where people who have been
arrested can be held. They may also have special rooms for conducting interviews and storing
evidence. A police station is staffed by a large number of officers. All officers must have a
sense of teamwork in order for it to function properly.
Police leadership styles are also evolving, shifting away from the authoritative
approach that has dominated the field and toward a more inclusive approach that aims to allow
and inspire rather than simply order. Analytical and problem-solving skills, the ability to think
objectively and resolve conflict, knowledge of public safety legislation, comprehension of
budget/fiscal problems, and the ability to effectively interact with a wide range of individuals,
from supervisors to community leaders and the media, are all important 21st-century police
leadership competencies. Acquiring such skills will open up a world of opportunities for those
currently employed in law enforcement to advance into leadership positions in local, state, and
federal agencies. With departments unable to provide formal leadership instruction due to
budget constraints, obtaining a master's degree in law enforcement leadership may be critical
for current leaders looking to improve their effectiveness as well as those seeking
advancement into command roles. Modern policing is accountable to the public without
jeopardizing ongoing investigations, police are to be publicly open about their actions, policies,
practices, discipline, and training methods, as well as when and how frequently they use force.
The COVID-19 virus is an unprecedented public health emergency. Although many
police departments have adopted some novel activities for their officers to perform during the
pandemic, such as reading books to homebound schoolchildren over the Internet (Johnson,
2020), for police officers, the current crisis is pretty much just another day at work. Many
emergency responders, including police officers, are used to performing their duties in life-
threatening situations. Police officers routinely put their lives on the line to serve and protect

without hesitation. While the majority of people adhere to physical distancing rules and many
are willing to operate from home, public safety personnel do not have this option. On the one
hand, the crisis is unlike any other and presents some unique challenges for police officers, as
discussed further below. On the other hand, the present situation is reminiscent of challenges
officers have encountered in the past during emergencies and in the course of their duties.
Scope and Limitations of the Study
This study aims to determine the level of satisfaction of residents to the services of
Police Station 3. The residents in selected barangay in District III will be the respondents. This
focuses on Barangay 309 under Plaza Miranda PCP, has ______ population and ______
household issued by Chairman Jojo D. Manuel. In Barangay 316 under Alvarez PCP, has
______ population and ______ household issued by Chairman Antonio “Django” Santos. In
Barangay 343 under Blumentritt PCP, has ______ population and ______ household issued
by Chairman Ariel Cansino. With the use of Slovin Formula, the sample size is ascertained at
