Abstract of the Presentation

Title: Substation Automation System –

An Introduction to IEC 61850

ABSTRACT:
The presentation is about substation automation system (SAS) based on the IEC
Standard 61850. It discusses the history of substation automation; explains the
need for the technology, the problem the industry continue to face and solution
proposed by SAS. The presentation provides an introductory discussion of the
structure of IEC 61850 standard. Data model and Substation Configuration
Language (SCL) approach to engineer a substation is explained. Technical
benefits like inter-operability, fast communication between IEDs, reliability, fast
restore times of faulted substations, redundancy schemes, cyber-security, use of
Open Systems Interconnection (OSI) are discussed. Other standards used in
substations that are closely related to IEC 61680 are also mentioned, like
communication to the Control Center and inter-Control Center linking.

Currently a Substation Automation, SCADA, and Communication Engineer and a

Microsoft Certified Professional (MCP), a patent holder, and a writer rolled into one,
currently working in Saudi Electricity Company (SEC), lone energy provider in the
Kingdom of Saudi Arabia.

Experience in Saudi Arabia

•Affiliated with Saudi Electricity Company since 1981 in 3 periods:

1981-1989, pioneer communications engineer, at a time when fiber optics technology was starting in SEC;
1994-2006, worked as IT and communication engineer.
From 2006 to date, assigned to work on SCADA and substation automation system projects and partly
doing communication and IT-related consultancy works to colleagues.

• Was system engineer King Khalid International Airport in Riyadh for the Land Mobile Radio system of the
airport in 1993-94;

Experience in the Philippines

• Background in the field of electronics & communications started in the Philippines in 1969;
worked for 4 Philippine electronics & communication companies, as product research and
development engineer and/ or division heads, on wireless products catering to military market.

• Was quality control supervisor for a year at the Philippine Nuclear Power Plant in Morong,
Bataan, Philippines in 1980;

Substation Automation is the process of monitoring, controlling, protection

and securing operations of primary substation equipment, with the use of
computing and communication technologies.

IEC 61850 is a standard for the design of electrical substation automation.

Committee 57 (TC57) reference architecture for electric power systems.

The power grid is so complex, Substation Automation is critical to its

management.

We need to know more about what is going on in the Substation, which is

focus of our data gathering and controlling and management in general.

The interlocking of switches and control sequence requirements are easily

Communication System Needs

Communication is critically required in Power System real time operation

Telephone system was used as early as 1930’s for dispatch and switching
and comm with Control Centers, and status/control of few points

In 1960s, digital comm became available, but still operating on low BW.

Cost of the optimization was the time it took to complete process

As we move into the digital age:

• literally, thousands of analog and digital points are available

in a single IED
• Communication bandwith no longer limiting factor
• Substation to master comm data paths operating at 64 Kbps became
commonplace with obvious migration path to higher rates;

•With this migration in technology, the cost component of a data

acquisition system has now become the configuration and
documentation component

•Also a key component of a comm system is the ability to describe

themselves from both a data and services

Ginofreo S. Quesada is currently a Substation Automation, SCADA, and

Communication Engineer and a Microsoft Certified Professional (MCP), a patent holder,
rolled into one, currently working in Saudi Electricity Company (SEC), the lone energy
