Modal and semi-modal verbs

GENERAL CONSIDERATIONS
The nine main modals (will, would, can, could, may, might, shall, should and must) have only one form and
are followed by a simple or perfect/continuous bare infinitive, either in the active or in the passive.

Modal verbs don't take any auxiliary verb for questions and negative statements. The full negative form of
modal verbs is written as two words, with one exception: cannot.

Semi-modals (need, ought to, had better, be able to and have to) are verbs which have similar meanings to
modals. Some of them (had better, ought to) don't change tenser or person, while others (need, be able to,
have to) do.

Some semi-modals can be used in combination with modals, producing phrases such as might have to or
must be able to.

VERBS EXPRESSING ABILITY

Real ability
Current or general ability can, can't She can speak 4 languages.
Past ability could, couldn't I don't believe you could play the piano when
you were 3.
Decisions made now about can, can't, could, couldn't He can get us one next time he goes to that
future ability shop.
Future ability will/won't be able to I have work to do, so I don't know if I'll be able
to go to your party.

Tips
Can and could cannot be used as infinitives, so we'll use be able to instead.
I'd love to be able to fly.
We cannot use could for temporary or one-occasion past abilities; again, we'll use
was/were able to or managed to.
Luckily, we were able to finish the project in time.
We use can (can't, could, couldn't) with sense verbs.
I can see a lot of smoke over there; maybe we should call the fire brigade.

Hypothetical ability
Current or general could, couldn't She couldn't sing in public, she's too shy.
hypothetical ability
Future hypothetical ability could, couldn't We could go to the party tomorrow because we
got invited, but I don't really feel like going.
Past hypothetical ability could have, couldn't have They could have arrested him on different
charges; I wonder why they didn't.

VERBS EXPRESSING PERMISSION

can't
Giving/refusing permission may, may not, couldn't, You can't stay up longer, you have school
can, can't tomorrow.
Past permission was/were/wasn't/weren't When I was 6 I wasn't allowed to go out alone.
allowed to
Past permission in could Dad said we could stay up longer on Saturday.
reported speech

A question of politeness
May is more polite and formal than could, and could is more polite and formal than can:
May I come in, Mr. Smith?
Could I see your passport, sir?
Can I play outside, mum?

VERBS EXPRESSING ADVICE

Asking for and giving should, shouldn't, ought to, You should see a doctor if it keeps hurting.
advice oughtn't to, had better, shall I'm worried about Peter. What shall we do?
Making suggestions that may/might as well We may as well watch this as there's nothing
despite not being perfect, else on.
there is no better option

Tips
Although we can use both almost alike, should is more frequently used than ought
to. In questions, ought to sounds a bit more formal and in statements, it takes a
slight connotation of moral obligation.
The negative form of had better (hadn't better) can only be used in questions:
Hadn't you better check that this is actually correct?

VERBS EXPRESSING CRITICISM

Criticising general will He will slam the door every time he goes out.
behaviour
Criticising a specific would You would take the car just when I wanted to go
example of someone's out.

VERBS EXPRESSING OBLIGATION

Current or general must, have to, need to You have to pay attention in class.
obligation

Lack of current or general don't have to, needn't, You don't have to be rich to be my girl.
obligation don't need to
Future obligation will have to, must, will You'll have to do better in your next test to pass
need to this course.
Lack of future obligation don't/won't have to, If I pass, I won't have to take the test again.
needn't, don't/won't need
Past obligation had to, needed to We had to work a lot when we were at school.
Lack of past obligation didn't have to, didn't need In the past, politicians didn't have to deal with
to, needn't have being in a 24-hour media spotlight.

Nuances
Must is more used to talk about a personal obligation while have to is more frequently
used to talk about external obligations:
We must hurry up if we don't want to miss the train.
You have to stop when the light is red.
Using must for questions is extremely formal; have to is normally used instead.
Do we have to come earlier tomorrow?
Be to is a formal way of saying must in instructions:
All students are to report at 9am.
We can use have got to instead of have to, but it's more informal:
We've got to be there at six, so hurry up.
The difference in meaning between needn't and don't need is very little, and yet it
exists. Needn't suggests that it is the speaker who decides the lack of necessity, while
don't need is preferred when external rules or other people's actions make something
unnecessary:
We needn't whisper, nobody can hear us.
Ben will lend you a sleeping bag, you don't need to take yours.
In questions, using need as an auxiliary verb is rather formal, so it is usually used as an
ordinary verb:
Do we need to bring our swimsuits?
We use didn't need to for things that we didn't actually do and needn't have for things
we did (being aware or unaware of the lack of obligation), even if we weren't obliged
to do:
Today it's a public holiday so I didn't need to set my alarm clock last night.
You needn't have brought anything, you are our guest!
I stayed up late last night to get my homework finished, but I needn't have
bothered - the teacher is off sick today.
