The SCOUT RTU is a combination of substation RTU and Data Concentrator. The RTU can be
scaled according to the application. It monitors status/alarm points and analog points and
performs control functions both on RTU I/O points and on points from connected IEDs. The
SCOUT has extensive communications capabilities both serial and over Ethernet.
The SCOUT utilizes modular I/O boards to monitor and control points connected directly to the
RTU. The RTU can be scaled to the desired point size up to 256 points of each type.
The modular I/O boards are compatible with those used on previous RTUs and particularly the
XPPB RTU. Hence, the SCOUT will be able to replace the main electronic circuits in the XPPB
to upgrade to a more feature rich RTU while leaving the external wiring untouched. The
functionality of the SCOUT is also backward compatible with the XPPB in most features.
The SCOUT has extensive communications capabilities allowing it to connect to many IEDs
either on multiple ports with multi-drop configurations or over one of two Ethernet ports. The
communication to the master or masters can be configured to occur via one or more of four
serial ports or via one of the two Ethernet ports.
When the SCOUT is connected to an Ethernet LAN one or more serial ports can be configured
to act as terminal server ports. This allows a remote device (the master or other appropriate
computer on the LAN) to access this port and exchange data with an external device. As an
example, this feature could be used to remotely configure IEDs or upload historical data files.
The SCOUT has a dedicated serial port for configuration, points monitoring and diagnostic. A
simple terminal (Hyper Terminal) connected to this port will act the Human Interface. When the
SCOUT is connected to an Ethernet LAN, the same configuration and diagnostic can be
performed remotely on the RTU via Telnet.
The inter module LAN provides connection to future STC interface modules.

Control outputs are provided by the Control Output Panel 6COP1 and are added in groups of 16
momentary or 8 latched outputs per panel.
Digital inputs are provided by the Status Input Panel 6SIP1 and are added in groups of 16
inputs per panel.
Alarm and Status Monitor - Configurable for dry or wetted field contacts.

The modem is an external module that connects to the SCOUT RTU via an RS232 cable.
The SCOUT has one main processor. This is a highly integrated microcontroller using the
PowerPC as core. A second integrated processor manages four Serial Communication
Controllers and a fast Ethernet Media Access Controller.
2.6.1 Microprocessor
The power supply accepts one of many input voltages as specified at time of order. It provides
output voltages to satisfy the SCOUT RTU in its maximum configuration. The input voltage is
isolated from the output voltages and the logic output voltage is isolated again from the other
output voltages. In the ac input option the power supply will charge a connected 24 battery.
