(ALS) LEARNERS’ PORTFOLIO FOR THE SCHOOL YEAR 2019-2020

1. Pursuant to the DepEd Advisory dated October 6, 2020, the Education


Program Specialist II for ALS (EPS II - ALS) with the assistance of Mobile Teachers and
District ALS Coordinators shall conduct the final validation of the presentation portfolio of
ALS Learners. The validation will be held at the respective District ALS Learning Center on
October 19-23, 2020 (see attached copy of advisory).

2. The validation of presentation portfolio of ALS Leaners aims to:


a. evaluate/validate learners’ progress towards achieving stated learning goals;
b. ensure accountability, accuracy and reliability of data; and
c. serve as a pre-requisite for Accreditation and Equivalency (A&E)
Test Registration

3. Education Program Specialist II for ALS (EPS II – ALS) are instructed


to conduct the final validation in their respective areas of responsibility.

4. Transportation and other related expenses incurred during the


conduct of this activity shall be chargeable against Division Funds, subject
to usual accounting and auditing rules and regulations.

5. This memorandum serves as Authority to Travel.

6. Immediate and wide dissemination of this memorandum to all


concerned is directed.

ADVISORY

1. This has reference to the advisory issued by this Office dated June 26,
2020 regarding the conduct of Accreditation and Equivalency Readiness Test
(AERT) and provisional enrollment of Elementary Level and Junior High
School program completers of SY 2019-2020 and previous years.

2. Please be informed that per Bureau of Education Assessment (BEA), a


computer-based 2019 Accreditation and Equivalency (A&E) Test will be
administered for Elementary and Junior High School level completers. Hence,
the AERT will no longer be administered.

3. In compliance with the prescribed public health standards and


community quarantine protocols, takers of the computer-based A&E Test this
year should be between the ages 21-59 years old. The test takers that will be
allowed should also meet the required minimum points in the presentation
portfolio assessment. The BEA will administer another A&E Test for ALS
completers who are below 21 and above 59 years old depending on the health
and safety standards that will be set by the Inter-Agency Task Force (IATF). A
separate memorandum on the details of the A&E Test Registration and
Administration will be issued.

4. As a pre-requisite for the A&E test registration, the Education Program


Specialist II for ALS (EPS II for ALS) with the assistance of Mobile Teachers
and District ALS Coordinators shall continue to conduct the inter-district final
validation of the presentation portfolio of ALS (see attached guidelines).

5. All School Heads of public secondary schools are advised to allow the
provisionally enrolled learners to continue their schooling until such time that
the result of their A&E test is released. In case the provisional enrollees do
not pass the A&E test, they will re-enroll in the ALS program or other
approved learning program offered by DepEd e.g. Open High School to
continue their learning and gain mastery of the required competencies.

GUIDELINES ON PRESENTATION PORTFOLIO ASSESSMENT AS A
PREREQUISTE TO A&E TEST REGISTRATION

1. The presentation portfolio is a collection of a learner's achievements,


assembled specifically for assessment. It is a summative assessment tool. It
contains formal records that document learners’ backgrounds and experiences,
and the learning process they have followed, as well as work samples selected by
learners to show what they can do. It should also contain records documenting
the learner's prior learning and records documenting the learner's progress
towards achieving stated learning goals.

2. ALS Completers are required to prepare a presentation portfolio for


evaluation before they register for the A&E Test as additional evidence
of their mastery of competencies in the ALS K to 12 Basic Education
Curriculum. The presentation portfolio contains formal records and
work samples. The formal records are completed by the learner, or with
the assistance of the ALS Teacher. The ALS Teacher is responsible for
certifying these formal records. The work samples may include a project
undertaken by the learner, either individually or as a member of a
group, and samples of activities undertaken by the learner that
demonstrate learning accomplishments. The work samples, the formal
RPL records and the Assessment records should, in total, provide
evidence of learners' achievements across all six learning strands.

The following records are to be included in the presentation portfolio:
 Functional Literacy Test (FLT) (Pre-Test and Post-Test)
 Individual Learning Agreement (ALS A&E Assessment Form 1)
 Record of Learning Module Use (ALS A&E Assessment Form 2)
 Weekly Learning Log (ALS A&E Assessment Form 3)
 Review of Learning Goals (ALS A&E Assessment Form 4)
 Documentation of Life Experiences (ALS A&E RPL Form 1)
 Record of Training/Skills (if this applies) (ALS A&E RPL Form 2)
 Summary of Work History [ALS A&E RPL Form 3] (if completed)
 Learner's Checklist of Skills [ALS A&E RPL Form 4]
Work Samples
 Work samples are completed activities undertaken by the learner and
selected by the learner, with the assistance of the ALS Teacher, to
demonstrate learning accomplishments. Work samples include
completed learning module self-assessment activities, pre-tests and post-
tests, module assignments, learner journal entries, etc.
 The work samples shall demonstrate learning accomplishments across
all six (6) learning strands in the ALS K to 12 Basic Education
Curriculum.

 In selecting their work samples for inclusion in the presentation
portfolio, learners shall choose those samples which provide the best
or strongest evidence of their mastery of competencies of the ALS K
to 12 Basic Education Curriculum.
 Selected Work Samples for each Learning Strand shall provide
evidence of mastery of different competencies (not multiple samples
covering the same competency).
 Premium shall be placed on work samples that show evidence of
critical and creative thinking skills and problem-solving skills.
 Quality of the learning samples is very important. They shall be
clearly written and presented in a way that makes it accessible to the
assessor as evidence of learning.

3. The ALS Learner shall sign a declaration that all submitted learning
outputs are their own work and that information contained in RPL
records are accurate. The ALS teacher shall also certify that all the
learning contents of the portfolio are their learners own individual work.
The ALS Teacher shall verify in writing (through dated signature) that
each individual learning output is a valid source of evidence of learning.
Final evaluation of presentation portfolio shall be done by the
Education Program Specialist II for ALS (EPS II for ALS) prior to the
registration period using the following checklist criteria:
