2. Identify the Biophysical Characteristics
a. DAS Boundaries and Sub-Das
The Comal watershed is located in the northern part of Central Java which crosses 5
districts, starting from the widest Pemalang Regency (136,026.19ha), Pekalongan
Regency (26,611.31 ha), Purbalingga Regency (1,119.55 ha), Banjarnegara Regency
(283.15 ha) ), and Tegal Regency (233.71 ha). Precisely located at coordinate positions
between 109 ° 11 '29 "- 109 ° 38' 27" East Longitude and between 6 ° 46 '09' '- 7 ° 14'
41 '' South Latitude. The Comal watershed has a watershed circumference of 135 km,
with an area of 53,254.86 km2 of the Comal watershed. This area only reaches the
Sukowati Weir (not until the estuary) considering the availability of existing river flow
data.
b. The Main River and Tributaries
The main river in the Comal watershed is the Comal River with a river length of 47 km,
which empties into the Java Sea. The river flows along the central north area of Java
with predominantly tropical monsoon climate. The annual average temperature in the
area is 25 ° C. The warmest month is September, when the average temperature is
around 29 ° C, and the coldest is March, at 22 ° C. The average annual rainfall is 2758
mm. The wettest month is January, with an average of 492 mm rainfall, and the driest
is September, with 23 mm rainfall. Some main tributaries of Comal River are: Paingen
River, Gronggang River, Paku River, Wakung River, Lumeneng River, Polaga River,
Layangan River, and Keruh River.
c. Multi Regions
Administratively, the Comal Watershed consists of 5 districts, namely Pemalang
Regency, Pekalongan Regency, Purbalingga Regency, Banjarnegara Regency, and
Tegal Regency, 23 districts and 178 villages.
The percentage of the administrative area can be seen in the following table:
d. Upstream, Middle, Downstream Watershed Areas and Their Functions
At the upstream side the slopes are very steep so that the process of scouring the
riverbanks is more intensive, resulting in a “V” shaped valley. In the middle of the
watershed, the slopes are more gentle, and are getting sloping downstream. The
dominant process is material transport with a small amount of material deposition
(sedimentation). The shape of the river cliff starts from the middle of the watershed
downstream in the shape of a "U". The dominant process downstream is deposition.
The inhabitants along the Comal River use the water for agriculture and fisheries, either
by traditional fishing or with nets. The downstream is wide enough for small
fishermen's boats to sail. The high discharge of the river is also used for irrigation
passing some gates or dams, such as Mejagong and Sukowati Dams. The downstream
area is also a popular destination for rafting.
e. Parties with an interest in the watershed
There are several institutions that play a role in watershed management,
including:

• Perum Jasa Tirta (PDAM)
• Lembaga Swadaya Masyarakat
Each institution and the role of the community has several functions, including
planning, implementation, monitoring and evaluation functions.
