The public health emergency brought by COVID-19 calls for the Department of Education to
be innovative and resourceful in delivering quality, accessible, relevant, and liberating education.
In response to the emergency, DepEd developed the Basic Education Learning Continuity Plan
(BE-LCP) to ensure that learning opportunities are provided to our learners in a safe manner,
through different learning delivery. In line with this, the Department, through its Regional and
Schools Division Offices undertake the urgent and necessary development, production and
provision of learning resources, in accordance with its mandate.

One of the three major review and evaluation methods to promote quality in the design
and development of learning materials is:
External evaluation – External review of learning materials is a method frequently used
by institutions to determine how they measure up to nationally and/or internationally accepted
standards of practice.

Delivery and Printing of Learning Resources


Deped Order No.018, s.2020 Policy and Guidelines for the provision of Learning
Resources in the Implementation of the basic Education Learning Continuity Plan.
This policy establishes the guidelines that will allow the Department of Education to
provide learning resources in the implementation of the Basic Education-Learning Continuity
Plan. It also establishes guidelines for the release, use, and clearance of support funds for
printing and submitting self-learning modules and other resources.
According to Region Memorandum CLMD No.64, s2020 affirmed that the DepEd
SOCCSKSARGEN Region developed Self Learning Modules shall be the modules to be printed
and reproduced for the continuity of the learning process.
