1 INTRODUCTION
This Project Execution Plan describes the plan and procedures for a smooth and effective
execution of the Engineering and Project Support Services required by GROUPEMENT
TOUATGAZ (GTG) for GTG production facilities at two different locations within the perimeter
of TOUAT located in ADRAR, namely Block 352a / 353, as detailed in the scope of work
included in annex 1, Section 2 - Project of contract of ITT Package.

2 GENERAL INFORMATION ON CONTRACT PARTIES

(1) COMPANY

The company means GROUPEMENT TOUATGAZ (GTG) (Sonatrach and GDF Suez E&P
Touat BV).

(2) CONTRACTOR
The Contractor means JGC ALGERIA SPA which is asked by the Company to execute the
Engineering and Project Support Services.

(3) PROJECT
The project means Engineering and Technical Assistance to Gas Installations of CPF of the
TOUATGAZ.

3 FIELD DESCRIPTION

The TOUATGAZ field made during phase 1 is located at a distance of about 60 kilometers
from the city of ADRAR. It includes the following facilities:
o Twenty-one (21) gas producing wells.
o Elven (11) water wells (PPE)
o Gas Processing Plant (CPF) at Oued Zine (EPCC # 2)
o Road connecting the Adrar region to the CPF plant and site preparation (EPCC # 1)
o Airstrip at Oued Zine (EPCC # 1)
o Export pipe to the GR5 (EPCC # 2)
o Camp (Base de vie) and a security camp near the factory (EPCC # 3)
o A mini-docking (Reception station) station (initially an administrative complex) in the
city of Adrar (EPCC # 3)
o Design Capacity: 14 MMSCMD

4 PROJECT DESCRIPTION

The Engineering Service and technical assistance consists in studying each modification at
client installations according to the company's request, as per the following:

o Feasibility Study
o Basis design
o Engineering deliverable for each work pack
o ITT Package preparation for Equipment and Material
o ITT Package preparation for Construction
o ITT for specific Engineering
o Integrate VDOC in Engineering deliverables
o Prepare all Technical dossier for authorities (ONML, ARH, CTC, DPP...)
o Detail design
o Engineering deliverable FC

o Construction schedule, Schedule control
o Final report for each work package
o Specific Studies
 Flow assurance
 Operation & Maintenance Manual / Operation Philosophy

o Cost Estimate +/- 20 % (at Preliminary Study)

o Carry out on-site surveys of existing installations as part of studies and for campaigns
to update engineering documents (PIDs, ESDs, Plot Plans, etc.)
o The Contractor may be required to participate in coordination meetings between the
various disciplines of the COMPANY related to (Drilling, Geosciences, Operation,
Maintenance (all Disciplines) and Technical.
o Contractor will participate at the Client CTR Progress Meeting & provide a progress
report
o All deliverables shall be developed as per client Documents Handling System and
procedure
o Design review meeting will be held for each CTR at Contractor Engineering office or
at site
o The Contractor to provide all documents required for the PTR (Project Technical
review) Client internal project Audit for validation, the contractor shall provide all
responses to Client Audit and shall take in charge all Audit comments

5 OBJECTIVES
Project management team commits the following objectives during the execution of this
project:
o Achieve the GTG and regulatory safety requirements
o Complete the Work in the time frame that achieves the critical milestone dates in
line with the GTG schedule.
o Maintain the project cost.
o Deliver design services fully complying with agreed requirements and GTG quality
system.
o Satisfy GTG by professional skills.
o Succeed close communication with GTG

6 PROJECT ORGANIZATION
Contractor will provide an integrated team that will supply the Engineering and Project Support
Services to GTG for Touat Gaz project.
The Project will be executed by the following organization (refer to bidder Project Organization
Chart in part 3 – Technical Proposal). CONTRACTOR recognizes that this organization may
be updated as needed to ensure the timely project delivery.

6.1 RESPONSIBILITIES OF PROJECT KEY PERSONS

(4) Project Manager

Responsible for overall project:
o Mobilizing project resources
o Developing the project strategies / schedule / planning with milestone requirements
o Scheduling and mobilizing manpower, equipment and service requirements
o Supervise project execution of detailed engineering, construction engineering and
commissioning engineering supports
o Project completion and close out
o Review and approve project schedule for each CTR and monitor overall engineering
progress.
o Report Monthly Overall Project Progress including MH spent & forecast/ invoicing /
Project Cash Flow status to Contractor management.
