1.0 PURPOSE

The Weight Control Procedure is used to monitor the weight during fabrication.
The information is essential for determining the centre of gravity (COG) for plan-
ning of Jacket loadout as well as the installation.

2.0 SCOPE

The scope of this procedure constitutes the content of the Weight Control Report
(WCR) for the Jacket structure and its components such as piles, conductors, boat
landing(s), boat fender, etc. throughout the fabrication phases.

3.0 REFERENCES

The WCR shall be developed in accordance to the PETRONAS Carigali require-


ments as detailed in the contract document.

4.0 DEFINITIONS

WCR - Weight Control Report


COG - Centre of Gravity
MSL - Mean Sea Level

5.0 PROCEDURES

The WCR shall be prepared as per the following:

5.1 Introduction

5.1.1 The weight and COG shall be determined in 3-Dimension to


provide the best estimated weight and the COG. This informa-
tion will be essentially used for the following:

a) Loading for structural analysis.

b) Planning for the construction and loadout program.

c) Facilitating the selection of derrick and the


transportation barge.

d) Performing marine tow stability study and buoyancy


calculation.

e) Monitoring of weight trends during fabrication and


highlighting of any weight growth.

f) Performing loadout operation.

g) Launching or lifting operation.

5.1.2 Estimates of the weight and COG shall be provided based on


the design consultant's weight report. As fabrication progresses,
actual weight and COG location shall be closely monitored.
This will be done by updating the WCR every month. (Refer to
Appendix I for Weight Control Report and Appendix III for the
Sample for Summary of Results on how to complete Appendix
I).

5.2 Reference Co-ordinate System

5.2.1 The Jacket overall co-ordinate system is as follows:

5.3 Calculation and Monitoring

5.3.1 Responsibilities

The weight control co-ordinator is responsible for gathering the


weight and COG information of each Jacket components prior
to generating the WCR (first issue) shall be six (6) months prior
to Schedule Mechanical Completion Date (SMCD) and updated
on a monthly basis.

5.3.2 Calculation Basis

Contractor shall furnish the weight and COG location of each


Jacket components. This information is required to compute the
overall COG using the applicable weight control program ap-
proved by PETRONAS Carigali. The WCR shall then be gener-
ated and issued to PETRONAS Carigali and Contractor Project
Manager as per the submission schedule for review. All as-
sumptions, qualifications and exclusions shall be clearly defined
in the WCR. The calculation basis shall be as follow:

a. Each item shall be taken off individually by the


piece-mark with its respective weight and COG location.

b. All COG locations for each item shall use the same
reference point / origin as per the section 5.2 -
Co-ordinate System.

c. Weight and COG calculation shall be computed and


tabulated according to the drawing nos.! panel
fabricated i.e. each drawing / panel shall have its own
weight and COG with respect to the origin.

d. These weight and COG location for each drawing / panel


shall then be compiled and summarised to get the overall
Jacket weight and COG location.

e. The above steps shall be done electronically, using


approved spreadsheets/software which generate the
output accordingly.

f. Any changes, variations or revisions as approved by


PETRONAS Carigali shall be incorporated and input
back to the above steps.

5.4 Reporting

5.4.1 All weights shall include contingencies as stipulated in Supple-


mentaryto PTS 20.073 Rev. 4 as shown in Table I.

5.4.2 All descriptions shall be in metric units. All entries shall be


printed or written neatly, legible and complete. All formulae
shall be clearly shown.

5.4.3 Revision to the WCR shall be identified by "clouds" and "trian-


gle" with the revision numbers. Identification of the earlier revi-
sion numbers shall be removed.

5.4.4 Whenever necessary, drawings and sketches shall be attached to


the report to simplify, highlight, identify and clarify areas of
concern. However, sketches of origin, reference points, coordi-
nate system and final COG are mandatory.

5.4.5 The WCR shall be consistent in the format and content for ease
of preparation, review and comparison.

5.4.6 Summary of total weight and final COG shall be included in the
narrative portion of the WCR.

6.0 SPECIAL REQUIREMENT

In addition to the above WCR preparation, contractor shall also furnish


PETRONAS Carigali the following:

6.1 Weight Control Report Summary

A summary of all items used in the Jacket fabrication shall be developed


to include the weight, COG, etc.. All items shall be derived and identified
based on drawing number. The WCR summary shall be in tabular form.

6.2 Weight Control Narrative Report

Detailed information on individual weight and COG for every item in the
particular drawing / panel shall be developed based on piece mark num-
ber.

6.3 Launch/Lift Weight Trend

A bar chart shall be developed for each WCR submission to compare


weight trends

6.4 Shiploose Material Summary

A detailed listing of the shiploose materials shall be provided in accor-


dance to Appendix II for Summary of Shiploose Items.

6.5 Discussion / Conclusion

A brief discussion / conclusion on the increase or decrease in weight,


shift in COG shall be covered. Comparison with design consultant's
weight report shall also be discussed.

7.0 RECORDS

The Engineering Department shall be responsible for this procedure and shall
keep all the records ofWCR for verification and reference.
