Guide to Upload

Encryption Public Key

The following section is meant only to provide guidance to bidders about the upload of encryption public
key process on the website of MSTC. This guideline is subject to change from time to time depending on
the development of the portal. Vendors are advised to keep checking the latest guidelines from the
website to keep themselves updated. They may also contact the Helpdesk to seek clarification on any
point. MSTC shall not be responsible for any mistake committed by any bidder or for any consequent loss
to the bidder due to mis-understanding anything written hereunder.

The DSC e-token has to be kept inserted in the USB port of the machine and installed by which bid shall
be submitted. The steps to be followed have been illuastrated below.

1. Please click on ‘Internet Options’ of ‘Tools’ from the menu bar of the internet explorer browser.

2. Please select ‘Content’ followed by ‘Certificates’.

3. The certificate file to be exported has to be identified. Please select any of the .CER file (DSC of the
user) and click on ‘View’.

4. Please click on ‘Details’ to identify the key type of the selected .CER file.

5. Please check if the ‘Key Usage’ is ‘Key Encipherment’.

6. Please click on ‘Ok’.

7. The key has to be exported by clicking ‘Export’.

8. Please select ‘Next’.

9. Please select the option ‘Base 64 encoded X.509(.CER)’ and proceed with ‘Next’.

10. Please enter the File Name and Browse to Save the file in a particular folder.

11. On clicking ‘Save’, please proceed to import the file. Please select ‘Other People’ and click ‘Import’.

12. Please click on ‘Next’

13. Please Browse the exported file and click on ‘Open’.

15. Please click on ‘Finish’. Please wait till the message ‘Your import was succesful’ appears.
