In 1989 PPP Govt. appointed ’as Doctor in health’ department ‘Govt. of Sindh. He performed as Admin -medical, officer in Liaquat medical college from 1989 to 1990. From 1991-1993 he did as “medical officer,at LSB Dispensary Duar, District Nawabshah. From 1994 to 1999 he served as medical officer at Govt. dispensary Jamshoro. From: year 2000.to 2008 service of the accused remained waiting for posting. In 2! 2009 he wes posted to Govt. Dispensary Ibrahim Haidri Karachi but he did not join the duty due to political activities assigned to. him. Accused disclosed that in the Year 2011, he gave 2 Crore to his friend Sarfaraz Memon resident of Moro District Naushéro Feroz for investment in,Petrol pump & Oil factory and sarfaraz Memon is paying Rs.5 lacs to the accused on monthly ‘basis till “ep. date. c. Appointment of Ghost Employees in FCS by Accused. Accused used to pay monthly of Rs.30000/- Bhatta to reporter Ghulam Haider of Daily Janbaz to hide corruption news of fisheries. Moreover accused had appointed Hameed Bhutto (reporter) as his media adviser and had also paid Rs.35000/= financing aid to a feporter (name - not known) for the treatment of his mother. 7 . g. Transaction of Money by Sultan Qamar Siddiqui.. In October 2014, accused Visited USA for his cancer treatment. Accused took along approx US $ 55,000 with him. Y (a) The accused employed were 50-200 people as ghost employee in fisheri Department. | . {b) He extorted money per month from Mr. Sultan Qamar- Siddiqui, former Chairman FCS. (c) He facilitated land grabbers to continuo their activities of land grabbing in lieu of huge bribes. . . (d) The accused received huge sum of bribes to clear lands challan. . (e) Extortion.of money from gambling dens in order to patronize them. (f) According to the accused Zulifqar Mirza provided Financial support Arms / Ammunition to MQM-H.in order to strengthen them to resist MQM-A. Dispensary Ibrahim hyderi, he never practically served their but continuously received salary from Health Department: (i) Necessary Departmental action is required to be initiated and the amount this disbursed to him as salary that time period is required to be recovered. (j) During course of JIT accused disclosed that he is involved in murder of Sajjad Hussain. Such case FIR No. 220/1998 u/s 302/109/114/34 PPC has already been registered at PS defense Karachi in which initially he was absconder arid later on he declared as proclaimed offender. 19- Final Recommendation of JIT + 5 (a) JIT Mémbers unanimously declared accused Dr Nisar Ahmed Jan Memon @ Dr Nisar Morai s/o Dr Muhammad Bachal (Late) as “BLACK”. in the light of his criminal / corruption history in which he has disclosed his involvement.
