MERCHANT MARINE CIRCULAR MMC-313

To: Ship-owners/Operators, Legal Representatives of Panamanian Flagged Vessels, Panamanian Merchant.


Marine Consulates, Inspectorates, Authorized Offices, Regional Documentation Offices of the Panama
Maritime Authority, Recognized Organizations (RO’s) and Seafarers.

Subject: Validity of Color Copies of Original Documents.

1. The purpose of this circular is to inform that on board of Panamanian Flagged Vessels, shall be valid for a period
no longer than ninety (90) calendars day, counting from the issuing date of the respective documents, full color
copy of the following documents, as evidence that the application is being processed, until the original documents
are received onboard:

MARINE MERCHANT DOCUMENTS:

• Certificate of Registry (Patente) (in all its forms)


• Radio Station License (in all its forms),
• Exemption Certificates
• Minimum Safe Manning Certificates issued to Mobile Offshore Units (MODU/MOU)

SEAFARER’S DOCUMENTS:

• Transitory Certificate (CT);


• Courses Endorsement Certificate for Officers and Ratings;
• Certificate of Inspection of Crew Accommodation (CICA);
• Dispensation Letter;
• Exemption Certificate. During the thirty (30) calendar days period hereby stated, such color copies shall have
the same validity as its original.

August, 2018 – ISSC, CSR and MSMC deleted due electronic version available.
September, 2017- Deleted Processing Certificate of Licenses/Rating/Endorsement, commonly called Transitory
Certificate (CT).
June 30, 2017 – CLC deleted due electronic version available, addition of: Certificate of Insurance or other Financial
Security in respect of Liability for the Death of and Personal Injury to Passengers (PAL) and Certificate of Insurance or
other Financial Security in respect of Liability for the Removal of Wrecks (WRC).
