1. The purpose of this circular is to inform that on board of Panamanian Flagged Vessels, shall be valid for a period
no longer than ninety (90) calendars day, counting from the issuing date of the respective documents, full color
copy of the following documents, as evidence that the application is being processed, until the original documents
are received onboard:
SEAFARER’S DOCUMENTS:
April 1, 2020 – Minimum Safe Manning Certificates issued to Mobile Offshore Units, added in paragraph 1.
March 2020 - Amendment in paragraph 1, validity of the color copy, and clarification of the forms used for the
Certificate of Registry (Patente) & the Radio License.
January, 2019 - Modifications in point 1 (Provisional/Permanent Certificate of Registry).
December, 2018 – BCC, PAL and WRC deleted due electronic version available. F-265 (DCCM) V.00
August, 2018 – ISSC, CSR and MSMC deleted due electronic version available.
September, 2017- Deleted Processing Certificate of Licenses/Rating/Endorsement, commonly called Transitory
Certificate (CT).
June 30, 2017 – CLC deleted due electronic version available, addition of: Certificate of Insurance or other Financial
Security in respect of Liability for the Death of and Personal Injury to Passengers (PAL) and Certificate of Insurance or
other Financial Security in respect of Liability for the Removal of Wrecks (WRC).
