Background
The Amref Central Laboratory is ISO 15189:2012 accredited. The Laboratory has the following core services:
- Clinical Laboratory diagnostics, External Quality Assessment, provision of training and capacity building for
in-service medical laboratory professionals, and consultancy in Laboratory Quality Management System
Implementation.

4. Principal Responsibilities
KEY AREA Activity
Leadership & Provide effective leadership of the Amref Central Laboratory Services, including budget
Administrative planning and financial management, in accordance with institutional assignment of such
duties responsibilities;
Relate to and function effectively with applicable accrediting and regulatory agencies,
appropriate administrative officials, the healthcare community, and the patient
population served, and providers of formal agreements, when required;
Ensure there are appropriate numbers of staff with the required education, training and
competence to provide medical laboratory services that meet the needs and
requirements of the users;
Business The Amref Central Laboratory requires to generate revenues to ensure its own
Development sustainability. The Laboratory Manager will be required to demonstrate business

development capabilities not limited to: development of a full product menu for the ACL,
manage opportunities from initial targeting to maintain existing business, implement
marketing initiatives, and improve revenue by increasing the uptake of the Laboratory
menu among existing clients or new clients.
Quality Ensure the implementation of the quality policy;
Assurance Implement a safe laboratory environment in compliance with good laboratory practice
Activities and applicable requirements;
Serve as a contributing member of the medical staff for those facilities served, if
applicable and appropriate;
Ensure the provision of clinical advice with respect to the choice of examinations, use of
the service and interpretation of examination results;
Select and monitor laboratory suppliers;
Select referral laboratories and monitor the quality of their service;
Provide professional development programs for laboratory staff and opportunities to
participate in scientific and other activities of professional laboratory organizations;
Define, implement and monitor standards of performance and quality improvement of
the Amref Central Laboratory Services;
Monitor all work performed in the Amref Central Laboratory to determine that clinically
relevant information is being generated;
Customer Address any complaint, request or suggestion from staff and/or users of the Amref
Service Central Laboratory services;
Design and implement a contingency plan to ensure that essential services are available
during emergency situations or other conditions when laboratory services are limited or
unavailable;
Plan and direct research and development, where appropriate.
Other duties Authorize high level Amref Central Laboratory documents.
Overall coordinate, monitor and evaluate all quality assessment schemes of the laboratory.
Responsible for overall compliance with standards and directives.
Ensure effective communication between laboratory and hospital management.
Develop sustainable laboratory business proposals.
Assist in coordinating external project activities which require resources from the Amref
Central Laboratory, not limited to student training, medical camps and other activities
that shall be assigned by the Laboratory Director.
5. REQUIRED QUALIFICATIONS
5.1 Minimum Requirements
• Must be a Kenyan citizen
• Must have a valid license to practise from the Kenya Medical Laboratory Technicians and
Technologist Board (KMLTTB).
• Must be registered and certified by KMLTTB.
• Must be ready to take up the role of being the ACL Laboratory Superintendent as indicated in
the Medical Laboratory Technicians and Technologists Act.
5.2 Education and Knowledge
• Bachelor of Science degree in Medical Laboratory Sciences from a KMLTTB approved institution.
• Must have received training in ISO15189 QMS implementation.
• Prior training on Biosafety and Biosecurity.
5.3 Experience
• Served as a medical laboratory technician or technologist under supervision for a period of not
less than 7 years.
• Prior experience in laboratory implementing the ISO 15189 standard.
• Must be conversant with the Laws of Kenya for Medical Laboratory Technicians and
Technologists Act CAP. 253A of 2012.
• Previous work experience with Amref Health Africa and or The ACL is an added advantage.
• Proficiency in MS Excel is an added advantage.
