RECRUITMENT FOR THE POST OF CONSTABLE /TRADESMEN


(TAILOR/GARDENER/COBBLER)

Applications are invited from eligible male Indian citizens for filling up the vacancies of
Constable/Tradesmen (Tailor/Gardener/Cobbler) on temporary basis likely to be permanent in
Indo-Tibetan Border Police Force. The post has All India liability and selected candidates can be
posted anywhere in India and even abroad. On appointment, the candidates shall be governed by
the ITBPF Act and Rules. The Last date of receipt of application is 10.02.2011( 10.02.2011) for
all states except North-Eastern states, Sikkim, Ladakh division of J&K State, Lahaul & Spiti
District and Pangi Sub-Division of Chamba Distt of HP, Andaman & Nicobar Island and
Lakshadweep for which last date is 17.02.2011(17.02.2011)

2. PAY SCALE AND OTHER ALLOWANCES: -


a) Pay Scale – Rs. 5200 – 20200 + Grade Pay Rs. 2,000/- per month.

b) Other allowances: The post will carry Dearness Allowance, Ration Money, Washing
Allowance as admissible from time to time, Special Compensatory Allowance while
posted in specified border areas, free uniform, free accommodation or HRA, Transport
Allowance, Free leave pass and any other allowance as admissible in the Force from time
to time under the rules/instructions. They will be covered under new restructured defined
contributory pension scheme.

3. A candidate appearing for the test should mention/intimate if any criminal case(s)
is/are pending/lodged against him in any police station/Hon’ble court.

4. The details of vacancies which may vary due to administrative reasons are as under:-

Note: - i) 10% of the vacancies in each category are reserved for Ex-servicemen.

5. ELIGIBILITY CONDITIONS:
(i) AGE: – Between 18 to 23 Years (Cut off date for determining the age will be
10.02.2011)
Note:-

(a) Upper age limit is relaxable for SC/ST by 5 years and for OBC by 3 years.

(b) Ex-Servicemen will be required to qualify the physical standard test, written
test, trade test and medical fitness test. Relaxation of upper age limit to the
extent of military service plus 3 years is applicable.

(c) Upper age limit is relaxable upto 5 years to the children and dependent
family members of those killed in 1984 riots and riots of 2002 in Gujarat
SC/ST/OBC relaxation as per Govt. instructions will be in addition. Children
and dependent family member should produce a certificate to that effect from
the Collector of the concerned District where the victim was killed.

(d) Upper age limit is relaxable upto 5 years to all persons who had ordinarily
been domiciled in the State of Jammu & Kashmir during the period from 01st
day of January 1980 to the 31st day of December 1989.

(e) Upper age limit is relaxable upto 5 years for Govt. servant who has put in
not less than 3 years continuous service in accordance with the instructions
issued by the Central Govt. Persons serving in Govt./semi govt. department may
send their applications through proper channel alongwith “No Objection
Certificate” as per format in Annexure-I.

(ii) EDUCATIONAL & OTHER QUALIFICATIONS:-


a) 10th Class pass from recognized Board (8th Class pass from a recognized
Institution- For S.T. Category candidates belonging to Mizoram State, Tirap
and Changlang Districts of Arunachal Pradesh) with:-
b) Two years work experience in respective trade; or
c) One year certificate from Industrial Training Institute/Vocational Institute with
at least one year experience in the trade; or
d) 2 years Diploma from Industrial Training Institute in the trade.
(iii) PHYSICAL STANDARDS:

Note: - Candidate who intends to avail relaxation in Height/Chest measurement will have
to submit certificate as per Annexure- ‘V’.

(iv) MEDICAL STANDARDS:

a) Eye Sight: The minimum distant vision should be 6/6 and 6/9 of both eyes without
correction i.e. without wearing glasses. The candidates must pass high grade colour
vision test.
b) The candidates must not have knock knee, flat foot, varicose vein or squint in eyes.
They must be in good mental and bodily health and free from any physical defect likely
to interfere with the efficient performance of the duties.

6. HOW TO APPLY AND BY WHICH DATE:-

Eligible and interested candidates should send their Applications (duly filled in Hindi or
English only) complete in all respects and Candidate’s Admit Card duly filled, in the prescribed
proforma as per Annexure ‘I’ and Annexure ‘II’ either by type written or neatly hand written
on one side only on full size plain paper with passport size photographs affixed duly attested by
a Gazetted Officer along with application fee and attested copies of the testimonials as in para-
8 to the Inspector General (Special) Frontier, I.T.B. Police, West Block, Wing-2, Sector-1,
R.K. Puram, New Delhi- 110066 on or before the prescribed last date i.e. 10.02.2011
(10.02.2011) for all States except for Assam, Meghalaya, Arunachal Pradesh, Mizoram,
Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul &
Spiti District and Pangi Sub-Division of Chamba District of HP, Andaman & Nicobar Islands
and Lakshadweep for which last date is 17.02.2011( 17.02.2011)

7. APPLICATION FEE: Application Fee will be Rs. 50/- for candidates belonging to
General and OBC category only and no fee will be charged from SC/ST and Ex-Servicemen
candidates. The candidates should attach the Indian Postal Order or Crossed Bank Draft drawn in
favour of INSPECTOR GENERAL (SPECIAL) FRONTIER, ITB. POLICE, PAYABLE
AT SBI, R.K. PURAM, NEW DELHI, CODE NO- 1076.

8. ENCLOSURES REQUIRED TO BE ATTACHED WITH APPLICATION :-


Attested Photo copy of following be attached with the application form:-
(i) Educational Certificate.
(ii) Date of birth certificate. (Matriculation or 10th / 8th Class pass (as applicable)
certificate or certificate issued by National Open School as proof of date of birth.)
(iii) Scheduled Caste/Scheduled Tribe/OBC Certificate (if belonging to any of these
categories) issued by an authority not lower than Tehsildar or SDM. SC/ST/OBC
certificate must be in prescribed proforma as attached at annexure–III and ‘IV’
respectively.
(iv) Domicile Certificate issued by local revenue authorities for verification of citizenship
/ for claiming relaxation in height and chest.
(v) Discharge certificate for Ex-Servicemen.
(vi) Experience /ITI certificate in respective trade.
(vii) IPO/Bank Draft of Rs.50/- (for General and OBC Candidates only).
(viii) Two self addressed envelopes of 4”X9” size with Rs. 5/- postage stamps affixed
on each envelope.
(ix) Envelope containing Application must be superscribed in bold letters
“APPLICATION FOR THE POST OF CONSTABLE/TRADESMEN
(……………………..) IN ITBP”

Note: - All the above original documents/certificates are required to be brought at


the time of recruitment test for verification.

9. SELECTION PROCESS:

The eligible candidates shall be issued Admit Cards to appear in the recruitment
test. The date and place of recruitment test will be indicated in Admit Card. Candidates
will have to undergo the following tests:-

a) Checking of documents: The candidates who report at the designated recruitment


centres on the given date and time will be required to produce their educational and other
documents in original for verification of age, educational and professional qualifications
etc. Original documents will be returned on the spot after verification.

b) Physical Standards Test (PST): Candidates found eligible in documentation will be


screened first for height, chest, and weight measurements. Those who do not qualify the
PST will be removed from the process there only and will not be allowed to appear in
PET.

c) PHYSICAL EFFICIENCY TEST: The PET will be qualifying in nature and will
not carry any marks. The candidates who are found fit in Physical Standard Test will be
required to pass Physical Efficiency Test consisting of following events:-

(i) 1 mile race to be completed in six and half minutes


(ii) 11 feet long jump (3 chances to be given)
(iii) 3½ feet high jump (3 chances to be given)

Note: (i) Those who do not qualify the Physical Efficiency Tests will be
eliminated there only and will not be allowed to appear in further tests.

(ii) No Physical Efficiency tests will be held for Ex-Servicemen.


d) Written Examination and Trade Tests: Candidates who qualify the Physical
Efficiency Test (PET) will be put through written examination and respective trade
test as under:-
Written Examination - 25 Marks
Trade Test - 60 Marks
(Qualifying Marks – A minimum of 35% marks for General and Ex-SM
candidates and 33% marks for SC/ST/OBC candidates (in each test i.e. Written
Examination and Trade Test separately) is required to qualify these tests.)
Written Examination:-
i) The written question paper will be consisting of objective, as well as
descriptive type questions.
ii) The question paper will be set both in Hindi and English and it can be
answered either in Hindi or in English using a pen.
iii) Each candidate will be allowed to appear for only one Trade Test for the
post for which he has applied.
iv) The trade test for the applied trade will be conducted for those who qualify
the written test. The details of trade test are as under:-

plants, season of plantation and plantation
techniques.
4. Knowledge of budding and grafting. 10 Marks
5. Knowledge of preparing bouquets by combining 10 Marks
flowers of different colours.
6. Ability to identify and recognize the tools used in 10 Marks
gardening.
Total 60 Marks

Constable 1. Knowledge of stitching and repairing shoes. 12 Marks


(Cobbler) 2. Ability to identify and recognize the tools used in 12 Marks
the trade.
3. Ability to identify and recognize the different 12 Marks
types of leather and material used in the trade.
4. Ability to identify and recognise the nails and 12 Marks
threads used for repairing shoes.
5. Knowledge of different parts of a leather- sewing 12 Marks
machine and the ability to carry out minor repair.
Total 60 Marks

(e) Interview (15 Marks): - The candidates who qualify the written examination and
Trade Test will be put through an Interview to check personal bearing, response,
aptitude, general level of intelligence, etc. There shall be no minimum qualifying marks
for interview but marks obtained in interview shall be included in the total marks while
preparing the merit list.

(f) Detailed Medical Examination: Candidates selected in order of merit as per category
wise number of vacancies, will be put through detailed medical examination to assess
their fitness.
(g) Appeal in case of rejection in detailed medical examination:
i. A candidate declared unfit in detailed medical examination if not
satisfied with the findings of the Medical Officer, can submit an
application for his re-medical examination with a duly filled
Medical certificate as per Form No. 6 (at Annexure-VI) as a
proof of evidence about the error of judgment on the part of
Recruitment Medical Officer.
ii. The medical certificate will not be taken into consideration unless
it contains a note by the medical practitioner concerned to the
effect that it has been given in full knowledge of the fact that the
candidate has already been rejected as unfit for appointment in
ITBP by a Medical Officer.
iii. The appeal will also not be taken into consideration unless it
contains Medical Re-Examination Fee of Rs. 25/- in form of Indian
Postal Order or Demand Draft in the name of Commandant, Base
Hospital, ITB Police, New Delhi and Rejection Slip (original)
issued by the Presiding Officer.
iv. The appeal complete in all respects should be submitted within 30
days from the date of issue of the communication i.e. Rejection
Slip (ITBP will not be responsible for any postal delay) in which
the finding of the Medical Officer are communicated to the
candidate. The application for re-medical examination shall be
sent to IG (Special) Frontier, ITB. Police, West Block, Wing-2,
Sector-1, R.K. Puram, New Delhi- 110066.

v. The decision of the re-medical board of ITBP shall be final and no


2nd appeal will be entertained as per Govt. instructions and also no
reply of the correspondence/2nd appeal will be given/entertained.

10. All eligible candidates will be informed about the date and venue of the recruitment tests
through Admit Card. Candidates should come duly prepared for 6-7 or more days stay under
their own arrangements at the Recruitment Centre. The Government shall not be responsible for
damage/injury, if any, to the individual sustained during the selection test/ recruitment process.
Candidates are required to bring their certificate/documents in original at time of recruitment as
mentioned in para-8 above. No TA/DA will be admissible. Incomplete applications will be
rejected and no correspondence on this will be entertained. No application after the last
date as mentioned above will be accepted.
