ASSESSMENT: Writing Exercise:

1. Compare and contrast the views of those in favor and against RA 1425, considering the
context of the 50’s; Would similar arguments still have force today? (Page 7 of Rizal book)

Senator Claro M. Recto authored the bill and the Chairman of the Committee on
Education, Senator Jose P. Laurel Sr. who sponsored the bill in the senate. There are
oppositions who blocked the approval of the said bill particularly catholic religious group.
(Cabornay, n.d.). The similar arguments wouldn’t have force in today’s time, the generation
today can do whatever they want. They have freedom to live and choice what life they can
take from the future. Filipinos also adopt the culture of other country of being dependent
because of the generation involve the nationalism (“5 Similarities”, 2020). The way people
argue before are not the same as today especially when it is about the freedom because
we gain our freedom of speech through the 1987 Constitution of the Philippines.

a. What was the major argument raised by Senator Francisco “Soc” Rodrigo against
the passage of the Bill/Law?

The major argument raised by Senator Francisco Rodrigo was, the books
of Rizal were written to directly attack and mockery the Catholic Church. The
novels written by Jose P. Rizal estranged many Christian beliefs. According to
the Article III section I paragraph VII of the Constitutional Provisions (1987)
wherein the novels contain passages in contradiction to the faith of the student that
violates in the Constitutional Provisions. As stated by Rodrigo (1956), it also
violates the Canon Law of 1933 and argues that the books are clearly anti-Catholic.
He also quoted that “Let us not create a conflict between nationalism and religion,
between the Government and the Church”.

b. What was the major argument raised by Senators Jose P. Laurel and Claro M. Recto
in support in the passage of Rizal Bill/Law?

The major argument raised by Senators Jose P. Laurel and Claro M.


Recto was, there is a need to remember with the devotion to the lives and
works of Rizal who shaped our national character. His novels and writings
should be read each generation because it contains great sense of nationalism and
morality. Laurel & Recto (1956) “Let the Filipino know the sacrifices and suffering
of the past people and events that will help and connect today's life and future.
Rizal wants to disseminate what really the word "freedom" means and aimed at
inculcating consciousness in the Filipino”.

2. Reflect your secondary education: Did your school comply with RA 1425? How effective
is the Rizal Law in installing patriotism among college students?

In my secondary education, since I came from a Catholic school, we did not


discuss the whole life of Jose Rizal but we discussed Noli Me Tangere and El
Filibusterismo because it was on the book that we used. Also, on our library, there
are no books about Rizal.
The Rizal Law was made to commemorate the life of Jose Rizal. Developing
the moral character, personal discipline, citizenship, and civic conscience is also
established in the efficiency of the Rizal Law. Through empowering an individual to
think not what is good for himself for today, rather what is good for the nation for
that moment and the days to come is the important of all in order to install
patriotism in the college students.
