DATA AUDIT




Part I: Data Auditing

As used in the GBV Obsevatory project, data auditing refers to the inventory of secondary
data at-hand or accessible to the researcher or agency, and information that are yet to be
sourced or generated from data collected by other agencies. There are many agencies
collecting, storing and publishing information on GBV. Although the project focused on two
specific forms of GBV – abuse by intimate partners (R.A. 9262) and sexual violence (R.A.
8353), the same agencies are also engaged in documentation of GBV in general.

Aside from mapping the available GBV data, that is, identifying information available and
its sources, it is also relevant in auditing to take note of the the following, for reference:



A good data audit can help identify issues and challenges in current government GBV data
management, which in turn impacts monitoring of State compliance to human rights
standards. Another value of data auditing is in the identification of areas where GBV
documentation and research is limited – and thus, a potential arena for CHR action.


Part II: Sources of Data

There are two forms of secondary data that can be audited: quantitative (statistics) and
qualitative (narratives). Of the two, quantitative data is the more collected and visible data,
especially at the macro levels (regional, national and international). This does not always
mean that quantitative on GBV is readily available. Because GBV macro level data is often a
consolidation and processing of local data, it is dependent on what is tracked at the local
level or by frontline agencies providing direct service. This is where the sensitivity to the
diversity and intersections of social identities of local GBV data gathering tools, such as
intake and monitoring forms, are critical. Many local agencies have yet to mainstream
tracking of information that will sharpen the gender analysis of data being collected, for
instance, SOGIE, ethnicity, (dis)ability, among others. Even sex disaggregation of data
(females vs males) is still sometimes problematic.

Qualitative GBV data in the form of narratives (e.g. “salaysay”) are mostly from the local
level or from agencies directly engaged in case management. These provide details about
the phenomenon of GBV as experienced and perceived by the victim/survivors not always
reflected in quantitative data. These include information on underlying issues, the
dynamics between the victim/survivor and identified perpetrator of violence, and process
of seeking help and justice. These may also be documented by regional and national
agencies, as well as academic and research institutions, in the form of case studies and
“good practice” in their periodic reports

Sources of secondary GBV data at the local and regional levels include:

1. Agencies providing direct services to GBV victim/survivors or at-risk populations
(e.g. barangays, local social welfare and development offices, PNP, hospitals and
DOH)
2. Inter-agencies bodies on GBV-related issues (e.g. VAWC, trafficking, children’s
welfare)
3. Civil society organizations working on GBV issues
4. Research and academic institutions

National government agencies such as the Philippine Statistical Authority and the
Philippine Commission on Women consolidate regional data and reports; the latter
especially, is tasked to monitor the status of women and gender mainstreaming in the
country. National agencies also publish processed GBV data (tabulations, periodic reports,
researches and other references) on their websites, although these may not be
disaggegated by region or up-to-date, so it is still advisable to request the data from the
regional or local offices.


Part III: Data Mapping and the CHR Gender Ombud Report

The CHR Gender Ombud Guidelines (2016) provides an initial handle on the regional data
audit on the State compliance with the Magna Carta of Women (R.A. 9710), i.e. agencies to
be followed up, women human rights themes, and the data assumed to be available. This is
summarized in the table below. Highlighted below are those related to the documentation
and monitoring of VAWC and rape cases received and handled, per GBV project objectives.

● Information on any policies/programs enacted to implement the elimination of all forms
of discrimination in the military, police and similar services (see sec. 18, MCW-IRR);
● Information on whether the Regional PNP and related units within the region has
convened a Committee on Decorum and Investigation in compliance with RA 7877
(Anti-Sexual Harassment Law)
Department of Social Welfare Women in armed conflict/ Implementation of UN Security Council Resolution on women,
and Development peace and security
● Data on the assistance given by MSWDO / CSWDO / DSWD to pregnant, lactating
women arrested/detained for reasons of armed conflict
● Data on the psychosocial services provided by the Department to combatants and
noncombatants

● Data on the services delivered by the MSWDO / CSWDO to WEDC

● Collated reports and statistics, including issues, challenges identified by the inter-
agency for the year in relation to trafficking and violence against women;
● Other relevant information which the inter-agency believes to be relevant in the
reporting of women’s human rights situation in the Region.

B. By Specific Provision in the Magna Carta of Women (no specific agency identified)

Military ● Information on any policies/programs enacted to implement the elimination of all forms of
discrimination in the military and related services (see sec. 18, MCW-IRR);

Harassment Law);

Media For Local Government Units:
● Information on whether or not the local government unit has created the Local Media Board
(LMB) in accordance with the MCW and information as well on the actions it has undertaken to
monitor compliance of the non-discriminatory and non-derogatory portrayal of women in media
and film by media organizations and corporations within their respective jurisdictions;
For Media Organizations and Corporations
● Information on whether the media organization/corporation has adopted policy guideline/s on
gender equality in all aspects of management, training, production, information dissemination,
communication and programming;
● Information on whether the media organization/corporation has convened a Gender Equality
Committee or Focal Person to promote gender mainstreaming as a framework and strategy;
● Information on whether the media organization/corporation has undertaken efforts to
incorporate gender equality and gender based discrimination training as components of human
resource development; Please include the number of gender equality and gender based
discrimination training undertaken within the year.
For self-regulatory bodies, groups and associations for media, cable, film, and advertising
● Whether or not these bodies have adopted policies and/or programs in compliance with the
provisions of MCW on the non-discriminatory and non-derogatory portrayal of women in media;
Health ● Information on whether or not the agency/LGU has adopted and implemented the guidelines on
the 60 day special leave for women (on surgery caused by gynecological disorders) and leaves
in cases of VAWC (RA 9262). Information is likewise requested on the number of women who
availed of these leaves.

and guidelines on housing, relocation and resettlement to ensure gender sensitivity and gender
responsiveness during relocation and resettlement of communities;

whether these assure that housing programs and services are provided for women belonging to
the marginalized sectors;
