1.0 SCOPE

This procedure covers the Pre commissioning Test for Protection Relays.

2.0 PURPOSE

This procedure is prepared to carry out pre - commissioning tests to be conducted in systematic
manner for PROTECTION RELAYS without tripping or interfering with the existing bays in service while
testing and to ensure the healthiness and performance of the Relay.

3.0 PRE-REQUISITES

SYSTEM REQUIREMENTS

 Relevant Drawings and layouts.


 230 V AC, 1 Ph power supply is available for Testing.
 Make sure that the equipment erected is as per approved drawings & Layouts.
 Outages / Limitation of access need to be taken in the live Substation.
 Isolation need to be done with the relevant schematic drawings.

4.0 REQUIREMENTS OF TESTING KITS

6.0 HAZARDS AND PRECAUTIONS

1. Unauthorized persons should not be allowed to enter Testing Area.


2. Barricade the Testing Area with Warning Tape
3. There should not be any temporary (hooking of supply) arrangement for Testing. Proper A.C
Supply extension board should be used
4. Ensure protection MCB is provided in the circuit of AC supply used for testing
5. Ensure Proper Tools & Tackles are Available for carrying out Tests.
6. Ensure Proper PPE (Personal Protective Equipment) are used
7. Ensure the Healthiness of the test leads (Check for any insulation Damages).

8. Competent Authority to maintain shutdown & Work permit system in existing Live Bay works.
9. Any conducting element should be carried horizontally at waist level in the area used for pre-
commissioning tests.
10. Strictly follow the instruction manual.

7.0 POST INSTALLATION CHECKS

1. Equipment is cleaned and free from dust / dirt, foreign materials etc.
2. Equipment is free from all visible defects on physical inspection.
3. All nuts and bolts are tightened correctly as per specified torque.
4. Equipment erection is complete in all respect.
5. Tightness of nuts bolts of terminal connectors are checked
6. Auxiliary contacts and relays have been cleaned and free from rust / damage
7. Erection completion certificate along with list of outstanding activities reviewed

8.0 INTERNAL TESTING AND PRE COMMISSIONING ISOLATION POINTS

With the relevant schematic drawing the Isolation points are given as an attachment document in line
with this document.

9.0 TESTS TO BE CONDUCTED

12. Trip Test and Auto Reclose Test for Existing Circuit Breaker

9.1 BINARY INPUT CHECKS

The above test can be done while Checking Schematics for the panel to ensure that all the
Binary Inputs are healthy. And the test also needs to be done from the source of the signal where it is
coming from.

9.2 BINARY OUTPUT CHECKS

The above test can be done while doing Secondary Injection test for the relay to ensure that
all the Binary Outputs are healthy. And the test also needs to be done up to the place that signal is
going to, for example Trip Coil or to Block some other protection in other relay. The circuit needs to
be confirmed with Schematics.

9.3 ANALOGUE INPUT CHECKS

The above test can be done while doing Secondary Injection to the relay to ensure that all the
Analogue Inputs is healthy. And the test also needs to be done from as Primary Injection from the
Current Transformer / Voltage Transformer to ensure the whole path is healthy.

9.4 OVER-CURRENT / EARTH FAULT PROTECTION (50/51 & 50N/51N)

The above test can be done while doing Secondary Injection to the relay to ensure that the
protection is tripping on Time and in exact values and the operating graph needs to be confirmed with
the relay manual for the specific Function.

9.5 LINE DIFFERENTIAL PROTECTION (87L)

The above test can be done while doing Secondary Injection to the relay to ensure that the
protection is tripping on Time and in exact values and confirm the both side of the Line needs to be
isolated with this fault. The main motto for this protection is to calculate the Current Leaving from
one Line end is equal to the Current Entering to the other side of the Line.

9.6 LINE DISTANCE PROTECTION (21)

The above test can be done while doing Secondary Injection to the relay to ensure that the
protection is tripping on Time and in exact values and confirm the Line Impedance Characteristics
with the trip vales and Time. It can be done in different zones in Forward and Reverse Direction.

9.7 SWITCH ON TO FAULT (SOTF)

The above test can be done while doing Secondary Injection to the relay to ensure that the
protection is operating when there is already a serious fault on line while closing Circuit Breaker, it
supposed to trip instantaneously and Circuit Breaker to be locked out.

9.8 OVER / UNDER VOLTAGE PROTECTION (27/59)

The above test can be done while doing Secondary Injection to the relay to ensure that the
protection is tripping on Time and in exact values and the operating graph needs to be confirmed with
the relay manual for the specific Function.

9.9 SCHEME COMMUNICATION (85)

The above test can be done while doing Secondary Injection to the relay to ensure that the
protection is tripping on Time and in exact values and it can operate only with the input signal getting
from the Remote end Line bay. Different protection in Scheme communication given below,
 Week-in feed Protection
 Earth Fault Protection with Permissive receive

9.10 MEASUREMENT FUNCTION

The above test can be done while doing Secondary Injection to the relay to ensure that the
Voltage and Current measures with the ratio. And check if it has Power Measurement function then
have to check 1, -1, 0.87, 0 Power Factor.

9.11 TRIP TEST

The above test can be done while doing Secondary Injection to the relay to ensure that the
protection is tripping the Circuit Breaker with the respective Trip Coil.

9.12 TRIP TEST AND AUTO RECLOSE TEST FOR EXISTING CIRCUIT BREAKER

The above test can be done on the partial outage day for the specific breaker and also same
cases have to confirm up to SCADA and NCC as shown in the method statement.
