1. SCOPE

This plan describes the hoisting of the roof of water injection tank in Water Injection
Station to ensure the safety and quality of hoisting activity.

3. Prerequisites

3.1- Requirement for Staff


• Construction staff shall pass related training and safety education.
• All the construction operators shall be organized to make the technical
disclosure before construction.
• Hoisting signal between hoisting command and crane, crane driver shall be
clear.
• Riggers involved in lifting work shall have related valid operation certificate.
Crane driver shall be with corresponding qualifications.

3.2 - Preparation for Tools and Machines


1) The tools are complete, and the numbers meet the requirements of the lifting.
2) Crane shall be inspected, and in a good condition.
3) The lifting slings and shackles shall be with knotted SWL.
4) Make appearance inspection for rigging and lifting tools (Lifting sling, shackles, the
lifting hook and tag line. etc.) before hoisting, and if there is any unqualified, shall be
marked. The unqualified
items are forbidden to be used for hoisting.
5) The riggings should be placed in ventilated and dry place, and shall not be heated,
be affected with damp and shall not contact with acid, alkali and another corrosive
medium.
6) Perform non-load test foe the crane before lifting.

3.3- Equipment and Material


1) Hoisting machinery and equipment shall be checked qualified.
2) Construction materials should meet the rigging requirement.

3.4- Technical Documents


1) Technical documents of equipment installation diagram have been issued.
2) Construction scheme has been issued and technical disclosure is completed.

3.5- Weather Condition


1) Measure the wind speed before starting work and observe the weather, wind speed
shall not exceed 10.8 m/s. do not lift when there is bad weather, such heavy fog,
snow, rain and thunderstorm.
2) It is strictly prohibited to perform lifting operation at night.

4. Selection of crane

To select the suitable crane, the lifting parameter have to be identified and
compared with the parameter table of the crane to ensure that the capacity of the
selected crane is sufficient for the lifting activity.
The load parameter is:
• The Operating radius = 14 meters;
• The boom length = 34~38 meter;
• The boom angle = 68º;
• The Roof weight = 11.2;
• The total weight of the load (weight of the roof in additional to the
weight of the lifting tools) = 11.932
Comparing the above parameter with the parameter table of 120 Ton crane , the
lifting capacity of crane is 16.8 tons , the lifting weight of the Roof is 11.2 tons in
addition to the lifting tools weight 0.732 tons the total weight of load will be
11.932 tons, which meets the requirements of the lifting activity.
120 tons crane is selected to lift the Roof of the water injection Tank for water
injection station projects.

5. Lifting procedure.

5.1- Before start the lifting activity:


- PTW shall be issued prior to start the lifting activity.
- Discuss the work with Operators, Slinger and other involved parties where
JSA indicates special risks or where a Rigging Study is applicable.
- Regular weather forecasts shall be obtained before hoisting work commences
- The stability and bearing capacity of the soil where a mobile crane installed or
travel on shall be carefully examined and compacted if required.
- The responsible lifting supervisor shall inform HSE Manager prior to
commencing lifting work whenever wind speeds are higher than 10.8 m/s.
- NO ENTRY” warning signs and guard barriers shall be placed around the
hazardous areas (working radius) to restrict unauthorized entry
- Lifting accessories should be clearly marked with the rated capacity.
- Lifting equipment must be visually inspected before use with any defects
being reported immediately.
5.2- Lifting:
- Allocate the selected crane (120 ton - Mobile Crane-(AFT- 120-5) FAUN) in
the correct position and make it close to the tank as max as possible to reduce
the distance between the centre of the crane and the centre of the load,
maximum distance shall be 14 m.
When lifting on outriggers the outrigger beams and jacks must be extended in
accordance with the manufacturer’s instructions for the crane. The Competent
Person must ensure that there is enough space at the crane siting location for
this to be achieved. The crane rated capacity indicator must be set in
accordance with the manufacturer’s operating instructions.
- It’s necessary to ensure that the lifting area backfilled and compacted to
a sufficient degree for lifting process and the crane location should far from
any excavated areas.
- Ensure that the Boom length used and distance between the center
of the crane and the centre of the load as per the calculation.
- Adjust the hock of the crane at the center of the tank when the crane
boom is opened with correct length and angle.
- Adjust the roof location according to the radius of the crane, so no
change in the angle and length of the crane boom during the lifting.
- Prepare the roof for the lifting and mark the orientation of the Roof (0º. 90º,
180º,270º) on the roof and on the top of the shell.
- Install the shackles and the lifting belts in the lifting points which welded
to the roof of the tank.

- Install the taglines to the roof at four points, the tag line shall be not less
than 25 meters.
- Start the pre-lifting for the roof and make the check for the crane,
shackles, lifting belts and the stability of the roof.
- Start the lifting of the roof to the minimum required height, it shall be
more than the tank height (13.6 m).

- During the lifting, the roof shall be controlled by using the tag lines.
- Start the rotating for the crane to allocate the roof in its position on the
tank.
- Adjust the orientation of the roof by using the taglines.
- Set up the roof in its position and ensure that the orientation is correct
- Lifting shall be not be commenced unless Lifting Supervisor per
elementarily ensures that the lifting equipment is satisfactorily set up,
and all preparations are completed in accordance with the Work Method
Statements, Risk Assessment and Job Safety Analysis.

center of the crane and the load, the boom length and angle:

As shown in the figure above the operating radius is about 14 meters, when
check Parameter of 120-ton Mobile Crane; when the operating radius is 14
meters, the boom length is 34~38 meter, the boom angle is 68º, the lifting
capacity of crane is 16.8 tons according to the crane load chart , the lifting weight
of the Roof is 11.2 tons in addition to the lifting tools weight 0.732 tons the total
weight of load will be 11.932 tons, which meets the requirements of the lifting
activity.

5.3- Emergency PLan:

Emergency plan during non-routine lifting operation should be as below:

1- Ensure good communication method between site work and offices.


2- Providing first aid in the work site with authorized person in case of any injuries
during lifting operations.
3- Providing special car at site of action in extreme cases that require the transfer
of the injured to the nearest health center.
4- Safe access shoul avalible to top of tank, So the workers above can use this
access as quickly as possible in case of any emergency.
5- All personals at work site should know the emergency numbers.

7. Details

7.1- Lifting Preparation


1) Check Lifting prerequisite to confirm it meet the requirements of
lifting.
2) Crane into the construction site and the crane located as close as possible to
the tank.

7.2- Rigging Connection and Roof Trial-hoisting


1) Workers must check the roof before the lifting carefully, define the roof
hoisting points, the location of the center of gravity, overall dimensions and the
total weight.
2) Choose rigging and sling reasonably according to the weight, overall
dimensions and the number of hanging points of the Roof.
3) Establish lifting operation warning zone before the construction and prohibit
irrelevant personnel go inside.
4) Rigging should avoid contact with the roof body.
5) The position of hanging point or binding point should choose the hanging
point or binding part which has been already welded to the roof.
6) The angle between riggings should fixed according to the calculation of the
load, it shall be 68 deg.
7) The gap between the rigging and roof sharpness must be isolated with hard
protection.
8) Tag line shall be attached to a lifted load for purposes of controlling load
spinning and pendular motions.
9) After finishing the rigging connection, hoist the roof above the ground
100~300mm to trial hoisting
10) When trial hoisting, use hand -operated hoist to adjust if the roof does not
balance.
11) The purpose of trial-hoisting is mainly to check the state of rigging
connection, roof balance or not, braking apparatus of the crane and the ground
subsidence or not and so on.

7.3- Roof Hoisting in Position


1. According to the roof installation location and hoisting condition,
prepare the hoisting tools.
2. Hoist the roof above the ground 100~300mm to trial hoisting, adjust the
roof by use the hand -operated hoist if required.
3. Check the crane, the shackles, lifting polyester webbing sling and the
load stability.
4. Hoist the roof to the adequate height slowly, use the tag lines to control
the load orientation.
5. After reach to the adequate height, start the rotating of the crane boom
to allocate the Roof in position.
6. After set the roof in position, Support the roof to the shell by using the
tack weld.
7. After ensure that the roof is fixed, dismantle the hoisting tools, the
permanent roof ladder and handrail shall be used during dismantling the
hoisting and harness shall be fixed to the handrail.

7.4- Site Cleaning


After complete the hoisting activity and the Crane exits, cleaning up the scene
at the same time, transporting the hoisting tools and material away the
hoisting construction site, the hoisting work finished.

8. HSE Requirements

1) All staff involved in the lifting operation shall be qualified rigger and crane
operator with relevant certificates.
2) Conduct internal meeting rigger and crane operator should be attendant
to discuss the hazards and control measures of this lifting operation, HSE
representative, mechanical team, rigger, crane operator should agree with all
lifting plan and control measures.
3) TBT should be conducted for all staff involve in the lifting operation.
4) Barricade the work site Make sure both construction work and staff are
safe. Safety signs to keep away unauthorized personnel from lifting area.
5) Whenever there is a concern as to safety, the operator must have the
authority to stop and refuse to handle loads until a qualified person has
determined that safety has been assured.

6) Get relevant permits before lifting.


7) Lifting training prepare for workers involved in the lifting operation by
authorized trainer.
8) Lifting area should be clear from pedestrians and other construction
activities, prevent SIMOPS activities.
9) Provide crane and equipment check list, inspection that will be performed
by HSE and carne operator before lifting is starting.
10) Workers involved in lifting work shall follow the Construction Regulations
of Lifting Work Safety.
11) Team Leader (lifting commander) Coordinator authorized to organize and
coordinate all actions related to this lifting all staff including rigger, crane
operator should follow his instruction.
12) Start lifting and positioning the equipment steady with low speed. During
lifting, crane shall keep being steady and with a constant speed. Prohibit
speeding up the crane suddenly.
13) Crane driver and person in charge of lifting work shall carry out the
compliance inspection for crane situation, ground bearing capacity and sling
preparation, etc. before lifting.
14) Before lifting, staffs involved in lifting work shall be familiar with the
parameters (including weight, gravity center, outline dimension, and precision)
of equipment to be hoisted, and adopt necessary technical measures.
15) Standing under the equipment being hoisted or the crane beam is
prohibited. Do not stay close to stressed slings.
16) If wind speed is more than 10.8 m/s, or there is heavy rain or fog, do not
perform any lifting work.
17) During lifting, use hemp rope to control direction and swing of the
equipment being hoisted.
18) During crane operated, all staffs shall obey the command and cooperate
with each other. Crane driver shall comply with the Crane Operation Regulations.
Signal from the commander shall be accurate and correct.
19) For lifting work, the walkie-talkie is used as the main communication way,
and defined a specialized channel for lifting work. Whistle is the backup
communication way.
